The intent of this letter is to certify that observations have been made at each significant
construction stage (when applicable) and at completion that BMPs are in-place and that they
· appear to match the approved Storm Water Quality Management Plan (SWQMP) and construction
documents with respect to the following, as applicable: type of BMP, location, size, footprint,
depth, model number, and condition (i.e. -operational).
It is understood that some permanent storm water BMPs include subsurface components that may
need observation during installation; more specifically, bioretention/biofiltration BMPs
(liners/fabrics, perforated sub drains, type of permeable base, amended soil type, compaction, and
surface stabilization). However, it is also important to clarify that in addition to these types of
Permanent BMPs, there are also proprietary BMPs that are pre-fabricated offsite by
manufacturers, for which the structural integrity of these BMPs are not considered part of this
certification.
