SUBJECT: CDP 97-57 - ROLL RESIDENCE - Request for approval of a Coastal
Development Permit to allow for the expansion of a single family residence
within the City’s Coastal Zone, located on the east side of Tierra Del Oro, north of
Cannon Road, within Local Facilities Management Zone 2.
I. RECOMMENDATION
That the Planning Commission ADOPT Planning Commission Resolution No. 4235
APPROVING Coastal Development Permit CDP 97-57 based upon the findings and subject to
the conditions contained therein.
11. INTRODUCTION
Pursuant to Section 21.201.030 of the Carlsbad Municipal Code, the construction of a single
family home within the City’s Coastal Zone requires the processing and approval of a Coastal
Development Permit (CDP). The CDP application was reviewed for consistency with LCP
policies and implementation. There are no unresolved issues. The staff recommended approval
with conditions is supported by the analysis as follows.
111. PROJECT DESCRIPTION AND BACKGROUND
Project Site/Settinp;: Single family lot containing a single family residence of 1,275 square feet
currently exists onsite. Project site is located as shown on the attached Location Map. The lot
area is approximately 7,400 square feet.
Proposed Residential Construction: New residential construction totaling 1,33 8 square feet is
proposed in the form of additions to the existing residence. The total size of the residence
combining existing and proposed construction will be 2,613 square feet.
Proposed Grading: A grading permit will not be required for this project.

conditions contained in Planning Commission Resolution No. 423 5.

Review of Required Coastal Findings
1. Conformance with the Certified Local Coastal Program and all applicable Dolicies.
The project is located in the Mello I1 Local Coastal Program Segment.
The project proposes the construction of additions to an existing single family residence
in an area designated for single family development. The LCP Land Use Plan designates
the subject site for Residential-Low Medium (EM) densityhingle family development.
2. Conformance with public access and recreation Dolicies of Chapter 3 of the Coastal Act.
Since the project site is not located along a shoreline or on a blufftop, there are no
requirements for public beach access including lateral, blufftop or vertical access
provisions.
3. Coastal Overlay Zones.
The subject site is located in the Coastal Resource Protection Overlay Zone (which
applies to all project sites in the City’s coastal zone that contain steep slopes over 25%
and/or native vegetation). Due to the absence of a slope steeper than 25% inclination
and/or native vegetation, none of the overlay zone requirements apply.

V. ENVIRONMENTAL REVIEW
This project is exempt from CEQA per the exemption listed below:
(1) Section 15301(e)(2) of CEQA (Class 1) exempts the addition of up to 10,000 square feet
to an existing structure since all public services and facilities are available for this
development which complies with the General Plan; and since the project is not located
in an environmentally sensitive area, from environmental review.
A Notice of Exemption will be filed by the Planning Director upon project approval.
