I. INTRODUCTION
Purpose: To provide minimum standards for compliance with the Carlsbad Fire Code.
Scope: This regulation shall apply whenever the aforementioned subjects are encountered.
Author: The Fire Code Official is responsible for the origin and maintenance of this regulation.
II. RESPONSIBILITY
All personnel with fire suppression and code enforcement responsibilities shall insure the compliance with this regulation whenever violations are
anticipated or encountered.
III. POLICY
The proper design, construction and maintenance of water supply systems is imperative in order for this Department to carry out and fulfill its
obligation to protect life and property.
All of the notes listed in the GENERAL REQUIREMENTS section shall be placed, verbatim, on the plan under the heading "FIRE NOTES." Include
notes from the other sections as applicable to the project.
INSTALLATION OF UNDERGROUND PIPING FOR HYDRANTS & SPRINKLER SUPPLY LINES
In accordance with the provisions of 2007 California Fire Code (CFC), 2007 California Building Code (CBC), 2007 National Fire Protection Association
(NFPA) 24, 2010 NFPA 13, 2010 NFPA 13R, and locally adopted amendments to these codes (Carlsbad Municipal Code Title 17).
This guideline is applicable to all underground piping for hydrants and/or sprinkler supply lines within the jurisdiction of Carlsbad Fire Department
(CFD). This guideline is not applicable to underground piping serving fire sprinkler systems designed in accordance with 2010 NFPA 13D and some
systems designed in accordance with 2010 NFPA 13R.
General
Plans for all underground piping for hydrants and/or sprinkler supply line(s) shall be submitted to CFD for review and approval prior to
installation.
Provide a minimum of three copies of the plans. Note: Some Water Departments within the CFD's jurisdiction require additional sets. Verify plan
submittal requirements with the Water Department prior to submitting.
Plans shall be legible, scaled to nationally recognized standards, and printed as a blue- or black-line drawing. The CFD does not accept either pen
and ink plans or pen & ink changes to blue-line plans.
A current (within six months), completed Water Availability form shall accompany plans

Applicable codes and standards used for the system design (e.g., 2010 CFC, 2010 CBC, 2010 NFPA 24, etc.).
Project location, including the full legal address of the facility, and building number(s) if applicable; tract or parcel number.
The contractor's name, telephone number, address, and California State contractor's license number and classification. Contractors must
possess an, C16, C34, or C36 license or be a registered professional engineer (RPE).
Note: lithe piping plan is designed by an RPE, the plan shall contain the name, license number, and classification of the installing contractor,
along with the RPE wet stamp. If this information is not available at the time the plans are submitted, proof of compliance with this requirement
must be provided to the CFD at time of inspection.

2. Additional Required Information
Location of public mains.
Location of all public hydrants within 300 feet of the project site.
C. Location of all valves. Specify the type for each (e.g., post indicator valve (PIV), key gate valve, system control valve, double detector check
(DCDA), outside stem and yoke (OS&Y), etc.).
D. PIV's or other approved indicating valves, shall be located a minimum of 40 feet from the building served. Where it is impracticalto locate
control valve(s) 40 feet from the building served, they may be permitted to be located closer utilizing one of the following methods:
Approved wall mount indicating valves, provided they are located on blank walls (i.e., no openings within 15 feet on either side of the valve
and no openings above, clear to the roof).
Approved indicating valves may be placed in valve rooms accessible only from the exterior. An approved sign shall be provided for the door.
Approved indicating valves may be placed on exterior risers provided they are located on blank walls (i.e., no openings within 15 feet on
either side of the valve and no openings above, clear to the roof).
E. Pipe size, class, and type; specify lined or unlined, if applicable.
F. Thrust block locations, or specify the means of restraint as approved by City Engineering and Fire Inspectors in accordance with NFPA and AWWA
Standards.
G. Location of the fire department connection (FDIC). FDCs shall be on the address side of building and located immediately adjacent to the
approved fire department access road in a position allowing hose lines to be readily and conveniently attached. It is preferred that the FDIC be a
part of the backflow assembly.
The fire department connection shall contain a minimum of two 23'2" inlets. When the sprinkler density design is 500 GPM or greater (including
the interior hose stream demand) or a standpipe system is included, four 234" inlets shall be provided.
H. FDCs shall be no more than 90 feet from a public hydrant. The FDIC may be located within 90 feet of a hydrant, if the FDIC is connected to the fire
sprinkler system by a dedicated pipe that connects on the system side (i.e., downstream) of the backflow prevention device. The size of piping and
the number of inlets shall be approved by the chief as provided for by 2010 NFPA 13, Section 6.8, and 2007 NFPA 24, Section 6.3.3.1. Fire
department inlet connections shall not be painted.
I. Large service mains shall have post indicating type sectional control valves at appropriate points in order to permit isolation of the system in the
event of a break or during repair or extension. Note: A large system is one with over five connections, including hydrants, to the main.
J. At no time shall pipes pass through or under any bearing foundation or footing. All underground piping, fittings and fixtures shall terminate no
more than twenty-four inches from any wall footing or structural member and shall rise on the exterior of the structure to be protected. A
minimum of 2 inches clearance (interstitial space) shall be provided where the pipe passes through the wall.

Prior to installation, all required permits shall be obtained from the building and water department's having jurisdiction.
INSPECTION REQUIREMENTS
A. A minimum of three inspections are required for underground piping serving sprinkler systems and/or private hydrants:
Pre-pour inspection;
Hydrostatic testing;
Flush inspection.
Please schedule all inspections at least 48 hours in advance. Inspections canceled after 1 p.m. on the day before the scheduled date is
subject to a re-inspection fee. Call CFD Inspection Scheduling at (760) 602-4660.
B. Pre-pour inspection: Thrust block excavation shall be completed, but thrust blocks shall not be poured. All pipe shall be in place and exposed for
visual inspection. Pipe shall be laid on a minimum six-inch bed of clean sand. Trench shall be of a sufficient depth to allow the required cover
above pipe. Ferrous pipe and fittings shall be encased in polyethylene tubing (not wrapped) and tightly taped to inhibit water infiltration. Bolts
and ferrous joints, pipe, and fittings shall be coated with asphaltic sealant or other corrosion retarding material.
C. Hydro Testing: Thrust blocks shall be in place. Pipe shall be center-loaded with clean sand to prevent uplift. The system shall be hydrostatically
tested at 200 psi (or 50 psi over maximum static pressure, whichever is greater) for a duration of at least two hours prior to the arrival of the
CFD inspector.
D. Flush inspection: All portions of the underground system shall be flushed to remove debris prior to connection to overhead piping. Flow shall be
through a minimum of a four-inch hose or pipe, unless otherwise approved by the CFD inspector prior to scheduling the flush. Hose or pipe
shall be restrained to prevent injury and damage.
Discharged water shall be collected or diverted in accordance with applicable SWPPP/NPDES provisions. The local public works department,
water district, and/or other applicable agency shall be notified of the scheduled flush by the contractor. The CFD flush and hydrostatic
inspections may be scheduled concurrently.
E. Upon flush inspection or prior to final sprinkler or site inspection, all detector check assemblies, control valves, and fire department connections
(FDC) shall be clearly labeled with the address(es) served by the device. Address signs shall be securely attached to the device and be of a
durable, fade-resistant material which is visible and legible from the fire lane. FDC and four-inch hydrant outlets shall be unobstructed and
oriented toward the fire lane. Valves shall be locked in the open position with breakaway locks. All valves, backflow assemblies, and private
hydrants shall be painted accordingly. Hydrant and FDC caps shall be in place.
Installation, inspection, and testing shall conform to 2010 NFPA 13 and 2007 NFPA 24, and the appropriate documentation shall be provided to
the CFD inspector at time of inspection.
Fire hydrants shall be approved wet barrel style with a minimum of one 2 1/2" and one 4" outlet for residential and one 2 1/2" and two 4" outlets
for all others. The 4" outlet shall face the fire department access road. All outlets shall be provided with National Standard Threads (NST).
Fire hydrant supply piping shall be a minimum of six inches in diameter. The lowest operating nut shall be a minimum of 18" above grade
and the hydrant flange shall be a minimum of 2" above grade.
Fire hydrants shall be a minimum of 40 feet from all structures. A keyed gate valve shall be provided for each hydrant in an accessible
location. Valves shall not be located in parking stalls.
All pipe shall be approved for use in fire service systems (Class 150 minimum). Class 200 pipe shall be used where the pressure may exceed
150 PSI.
All ferrous pipe and fittings (Ductile Iron or D.l.P.) including deflection couplings shall be protected with a loose 8-mil polyethylene
encasement. The ends of the tube shall extend no less than 12-inches beyond the edge of the ductile iron fitting and any splices made for "V's
or other piping components shalt be sealed with 2" tape, approved for underground use. All riser spools shall be cement-lined and mortar-
coated (CLMC), no exceptions.
A 12" bed of clean fill sand is required be provided below and above the pipe
All bolts used for underground connections shall be stainless steel (316). . All bolted joints shall be cleaned and thoroughly coated with
asphalt or other corrosion retarding material after assembly and prior to poly-tube installation.
Full flange gaskets shall be used, rubber gaskets are not permitted.
A minimum of 30" of cover, from finish grade to the top of the pipe, shall be provided. When surface loads are expected, a minimum of 36"
cover shall be provided.
Thrust blocks, or other approved method of thrust restraint, shall be provided wherever pipe changes direction.
The trench shall be excavated for thrust blocks and inspected prior to pour. All corrosion protection shall be in place.
A hydrostatic test (200 psi for two hours or 50 psi over maximum static pressure, whichever is greater) shall be witnessed by an CFD Inspector.
The trench shall be back-filled to prevent movement of the pipe.
The system shall be thoroughly flushed before connection is made to overhead piping. Flow shall be through a minimum of a 4" hose or pipe
unless otherwise approved by the CFD inspector. An CFD Inspector shall witness the flush.
NOTE: - The flushing operation shall be of sufficient time to ensure thorough cleaning, THOSE SYSTEMS GREATER THAN 4 INCHES IN DIAMETER
SHALL REQUIRE THE USE OF A SINGLE LARGE DIAMETER HOSE. All flushing shall be coordinated with the appropriate Water Authority and in
accordance with the appropriate "Storm Water Protection" requirements of 'Regional Water Quality Control Board - San Diego Region's
requirements for potable water discharges - Order No. R9-2010-0020.
Private hydrants, sprinkler control valves, post indicating valves and FOC risers shall be painted OSHA red.
All control valves shall be locked in the open position. Valves shall be monitored if they serve 20 or more sprinkler heads.

UNDERGROUND FLUSH - for flushing of main after hydro, may be done with
hydro if requested.
Schedule all inspections 48 hours in advance.
