The City Planner has completed a review of your application for a Consistency Determination, CD 2022-
0019, which is a request to review changes to CUP 93-0l(A)Xl, PRIME AUTO CENTER, located at 6021
Paseo Del Norte.
Prime Auto Center, CUP 93-01, was approved by the Planning Commission on November 17, 1993
pursuant to Planning Commission Resolution No. 3571. The project consisted of a drive-through
restaurant, hand car wash and automobile service facility. The project was amended on October 4, 1995
pursuant to Planning Commission Resolution No. 3823 (CUP 93-0lA). A 10-year time extension to the CUP
was approved by the Planning Commission on November 5, 2003 pursuant to Planning Commission No.
5480 (CUP 93-0l(A)Xl). On July 22, 2013, CUP 93-0l(A)Xl was extended in perpetuity by the City Planner.
The subject Consistency Determination entails a request to convert the hand car wash to an automated
car wash, add additional parking and self-serve vacuum stations, reconfigure the entrance to the car wash
and demolish two trellises. Parking provided for the car wash facility is proposed to increase from three
(3) to 18 spaces. Overall, a total of 38 spaces are required for the uses onsite and 47 spaces will be
provided.
After careful consideration of the request, the City Planner has determined that the request meets all of
the findings below and APPROVES this request.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings
must be made:
1) No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function in that the car wash use, as well as
the drive-through restaurant and automobile service facility will remain as approved pursuant
to CUP 93-0l{A}Xl. The proposed project entails a request to convert the hand car wash to an
automated car wash, add additional parking and self-serve vacuum stations, reconfigure the
entrance to the car wash and demolish the overhead trellises. Minor changes to the fafade of
the existing car wash building are proposed to facilitate the tenant improvement. Parking
provided for the car wash facility is proposed to increase from three (3) to 18 spaces. Overall, a
total of 38 spaces are required for the uses onsite and 47 spaces will be provided. The proposed
project substantially conforms to the originally-approved project.
2} The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood in that 15 additional parking
spaces will be added to accommodate the automated car wash and self-serve vacuum stations.
In addition, the changes to the fafade of the car wash are compatible with the existing
architectural style.
3} The proposed revision does not change the density or boundary of the subject property in that no
housing is proposed and the location of the car wash will remain the same. No changes are
proposed to the boundary of the site.

4) The proposed revision does not involve the addittorujf a new land use not shown on the original
permit in that the car wash, drive-through restaurant and automobile service facility will remain
as approved pursuant to CUP 93-01{A)X1.
5) The proposed revision does not rearrange the major land uses within the development in that the
location of the approved uses pursuant to CUP 93-01{A)X1 will remain the same.
6) The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code in that the location of the car wash will remain the same and 15 additional
spaces will be provided for the car wash use. Overall, a total of 38 spaces are required for the
uses onsite and 47 spaces will be provided. Therefore, the project remains consistent with CUP
93-01{A)X1.
7) The proposed change will not result in any significant environmental impact, and/or require
additional mitigation in that the proposed site is developed with a mixture of commercial uses.
The request to convert the hand car wash to an automated car wash, add additional parking
and self-serve vacuum stations, reconfigure the entrance to the car wash and demolish the
overhead trellises will not have any impacts on the environment.
8) The proposed change would not result in any health, safety or welfare impacts.
9) There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change.
10) The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved in that the location of the car wash
will remain unchanged. The project proposes to change the hand car washing feature to an
automated car wash. The parking area will be reconfigured to accommodate additional parking
and self-serve vacuum areas. Minor changes are proposed to the fa fade of the existing car wash
building; however, the architectural style will remain the same.
After careful consideration of the circumstances surrounding this request, the City Planner has
determined that the application qualifies for a consistency determination with the approved permit and
therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35.
