Subject: Expiration of Committee’s Term
Discussion
On August 2, 2021, the term of the Agricultural Conversion Mitigation Fee Committee
(Committee) expired. The purpose of this report is to provide the Committee with information
related to the potential renewal of the Committee’s term.
As required by the City’s Zoning Ordinance and Local Coastal Program, the Agricultural
Conversion Mitigation Fee Ad Hoc Citizen’s Advisory Committee was recreated for a four-year
term, or until all Agricultural Mitigation Fee (ACMF) funds are allocated, whichever occurs first.
All ACMF funds have not been allocated and there is potential for future grant funding from the
ACMF account. Additionally over time, the ACMF fund will continue to grow as interest accrues
and as fees are paid when existing coastal agricultural land converts to urban uses.
Staff requests that members of the Committee apply online on the City Clerk’s website
https://www.carlsbadca.gov/city-hall/meetings-agendas/boards-commissions if there is interest
in remaining on the Committee. The application will be available for a period of 30 days and each
Committee member’s interest will be forwarded to the City Council for consideration.
