AYES: Vice Chair Steindlberger, Commissioners Colby and Stark NOES: None ABSTAIN: Commissioners Woolsey, Corrigan, and Shotas ABSENT: Commissioner Ingersoll ACTION: On a motion by Vice Chair Steindlberger and a second by Commissioner Stark, the minutes of the Jan. 4, 2022, Beach Preservation Commission meeting were approved. AYES: Vice Chair Steindlberger, Commissioners Colby, Woolsey and Stark NOES: None ABSTAIN: Commissioners Corrigan and Shotas ABSENT: Commissioner Ingersoll The approval of the minutes for the meeting of April 14, 2022, were postponed due to a lack of a quorum of Commissioners who were present at that meeting. PRESENTATIONS None. CONSENT CALENDAR None. PUBLIC COMMENT None. DEPARTMENTAL REPORTS 1. SR # 0818-1 ELECTION OF OFFICERS FOR FISCAL YEARS 2022-23 THROUGH 2023-24 Parks Planner Michael Tully reported out on the Election of Officers for fiscal years 2022-23 through 2023- 24. Elections are held every other year for the positions of Chairperson and Vice Chairperson. The recommended action was for the Commission to solicit nominations and elect a Chair and Vice Chair. ACTION: On a motion by Commissioner Corrigan and a second by Commissioner Stark, the commissioners voted on the nomination for Vice Chair Steindlberger to serve as Chair. Special Meeting August 18, 2022, 10 a.m. AYES: Vice Chair Steindlberger, Commissioners Colby, Woolsey, Stark, Corrigan, and Shotas NOES: None ABSTAIN: None ABSENT: Commissioner Ingersoll ACTION: On a motion by Chair Steindlberger and a second by Commissioner Woolsey, the commissioners voted on the nomination for Commissioner Colby to serve as Vice Chair. SR # 0818-2 UPDATE ON SOUTH CARLSBAD COASTLINE PROJECT AND SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT Transportation Director/City Engineer Tom Frank and Senior Program Manager Katie Hentrich presented an update on the South Carlsbad Coastline Project and grant-funded South Carlsbad Boulevard Climate Adaptation Project. Staff is currently working on the Carlsbad Boulevard Climate Adaptation Project, which is grant funded by the State Coastal Conservancy, and focused on ways to maximize the roadway’s resiliency to coastal flooding and cliff erosion in a one-mile stretch, from Manzano Drive to Island Way. The existing California Coastal Commission permit for this stretch of the roadway is conditional on the completion of analysis of viable design alternatives for the area. The city has requested a 5-year permit extension to develop a long-term management plan for the roadway that incorporates an alternative. The grant-funded scope of work includes: • Resiliency to coastal flooding, cliff erosion, and other sea level rise impacts • Cliff erosion assessment • Las Encinas Creek restoration analysis • Assess eastward relocation of southbound lanes of portion of South Carlsbad Blvd The City of Carlsbad gathered input from the community about their priorities, needs, and values related to the future use of South Carlsbad Boulevard. Community Priorities: • Safer bike lanes, including some separated from the flow of car traffic • Safe, wide walking paths • Less noise and air pollution from traffic when enjoying the coast • Slowing down traffic along the coast • Making it safer to cross the road to get to the coast • Maintaining ocean views for drivers and residents who live along Carlsbad Boulevard The Coastal Conservancy grant project was able to use the community’s input in designing three preliminary conceptual roadway options for the 1-mile stretch from Manzano Drive to Island Way. Preliminary Conceptual Roadway Options: • Option 1: 4-lanes with traffic signals • Option 2: 2-lanes with roundabouts • Option 3: 2-lanes with roundabouts and an enhanced pedestrian crossing at Solamar Drive Staff reported to the Traffic & Mobility Commission and City Council on August 18, 2022. Commissioner Shotas asked about the differences of the option analysis. Staff explained that in options 1 & 2 they looked at the coastal hazard areas, and option 3 is outside of the hazard zone, and the reason why it is categorized as the ‘best’ option. Commissioner Woolsey asked if the commission will be doing a recommendation and voting between the different options and if a traffic study will be conducted for the project. Staff indicated they are in preparation of conducting a detailed traffic study. Parks & Recreation Director Kyle Lancaster stated recommendations and/or voting on the project is not necessary at this time. The recommended action is to receive an update of the South Carlsbad Coastline Project and provide Commissioner comments. Chair Steindlberger asked if more public meetings will be conducted showing the timeline of the phased implementation of the project and inquired about which materials and/or configuration will be used for the coastal access. Staff indicated they are looking into extending the deadline to finalize the project to allow further public feedback. Mr. Lancaster commented it is yet to be determined which configuration or what materials will be used for coastal access. Chair Steindlberger is in support of moving the roadway due to sea level rise, believes it’s necessary to have further traffic studies and asked about the traffic studies schedules. Staff indicated data was collected before Labor Day and more data will be collected after the holiday. Chair Steindlberger would like to see more focused/organized public input. Staff indicated there is currently a public survey on the project website with information on all 3 options. The public is welcomed to take the survey, submit comments and/or questions. Public Comment A Minute motion was voted on and approved to allow a public comment to be heard, although slip was submitted late. ACTION: On a motion by Chair Steindlberger and a second by Vice Chair Colby, the Commissioners allowed for a public comment to be heard. AYES: Chair Steindlberger, Vice Chair Colby, Commissioners Woolsey, Stark, Corrigan, and Shotas NOES: None ABSTAIN: None ABSENT: Commissioner Ingersoll Mitch Silverstein of the Surfrider Foundation spoke in support of the project. 3. SR # 0818-3 ADOPTION OF MEETING CALENDAR FOR FISCAL YEARS 2022-23 THROUGH 2023-24 Parks Planner Michael Tully reported out on the adoption of meeting calendar for fiscal years 2022-23 through 2023-24. ACTION: On a motion by Commissioner Stark and a second by Vice Chair Colby, the Commissioners reviewed and adopted the Beach Preservation Commission’s Meeting Calendar for fiscal years 2022-23 through 2023-24. AYES: Chair Steindlberger, Vice Chair Colby, Commissioners Woolsey, Stark, Corrigan, and Shotas NOES: None ABSTAIN: None ABSENT: Commissioner Ingersoll 4. SR # 0818-4 NORTH BEACH CLEAN-UP EVENT Parks Planner Michael Tully reported out on the planning of a beach clean-up event on the city controlled north beach, from Pine Avenue to Rue Des Chateaux. The Commissioners agreed to meet at the Grand Avenue beach access. Chair Steindlberger recommended documenting and reporting out on beach cleanup debris, as a way to encourage future clean-up efforts. ACTION: On a motion by Vice Chair Colby and a second by Commissioner Woolsey, the Commissioners discussed and agreed to hold the beach clean-up event on Saturday, Oct. 1, 2022, from 8:30 a.m. to 11:30 a.m. AYES: Chair Steindlberger, Vice Chair Colby, Commissioners Woolsey, Stark, Corrigan, and Shotas NOES: None ABSTAIN: None ABSENT: Commissioner Ingersoll 5. SR # 0818-5 TRI-ANNUAL REPORT OUT ON WORK PLAN FOR FISCAL YEAR Parks Planner Michael Tully reported out on the progress related to the goals and tasks of the Beach Preservation Commission’s work plan for fiscal year 2021-22. The Commission had the opportunity to participate in the report out. Commissioner Stark asked about the rock buildup at the Rue Des Chateaux beach access, and if the buildup was due to potential groins to be placed in Oceanside. Parks & Recreation Director Kyle Lancaster stated the City of Oceanside is currently studying groin placements. However, some southerly cities, including the City of Carlsbad, are not in support of a groin placement project, due to the potential impacts on sand nourishment. Mr. Lancaster commented he didn’t believe the groin placements were the cause of the exposed rock buildup and requested staff to look into the dredging schedule for Oceanside Harbor. Commissioner Stark and Vice Chair Colby requested an update on sand replenishment schedules for Carlsbad beaches. Mr. Lancaster stated that SANDAG is considering a potential Regional Sand Replenishment Project III. As a future agenda item, city staff will update the Commission with upcoming sand replenishment projects for Carlsbad beaches, including the dredging operations at Agua Hedionda Lagoon and at Batiquitos Lagoon. COMMISSIONER/COMMITTEE REPORTS Commissioner Stark reported on the Growth Management Citizens Committee. The Committee is called Carlsbad Tomorrow and has 36 members. The Committee’s purpose is to promote balanced growth to protect the quality of life in Carlsbad. The Committee will recommend to City Council the key elements to be addressed in a new plan to manage growth in Carlsbad in a way that maintains an excellent quality of life while also complying with state law. Recommendations will be developed and presented to the City Council by 2023.
