Date of Meeting: Sept. 19, 2022 Place of Meeting: Council Chamber CALL TO ORDER Chair Luna called the meeting to order at 5:30 p.m. ROLL CALL Present: Chair Luna, Vice Chair Martinez, Commissioners Thorp, Allemann, Steketee, Sebahar and Winston Absent: None PLEDGE OF ALLEGIANCE ANNOUNCEMENTS None APPROVAL OF MINUTES ACTION: On motion by Commissioner Winston and a second by Commissioner Steketee, the minutes of the July 18, 2022, Parks & Recreation Commission meeting were approved. AYES: Chair Luna, Commissioners Thorp, Allemann, Steketee and Winston NOES: None ABSTAIN: Vice Chair Martinez and Commissioner Sebahar ABSENT: None PRESENTATIONS None CONSENT CALENDAR: None PUBLIC COMMENT Seth Vilas a Carlsbad resident spoke about the hope to have open gym at Stagecoach for volleyball from 7:00 p.m. to 10:00 p.m. Friday nights. Previously open gym was available for volleyball on Friday nights. DEPARTMENTAL REPORTS 1.DEPARTMENT REPORT Parks & Recreation Director Kyle Lancaster reported on the Parks & Recreation Department Master Plan in the following areas: •Public input •Core Programming •Benchmarking •Priority rankings/strategic plan •Fee study 1 of 3 • Draft and final report presentation Mr. Lancaster mentioned of the eight special event sign kiosks four currently show ArtWalk Carlsbad on Sept. 24 & 25. The four other kiosks were recently adapted for use by the city for local traffic safety emergency messaging and communications. Mr. Lancaster stated that the Monroe St Pool has been able to return to regular hours with the hiring of additional lifeguards. Summer camps were back up in attendance this year, surpassing pre-Covid numbers. Items coming up on the schedule are the Superhero Obstacle Race on Sunday, Oct. 2 at Alga Norte Community Park, and the Pumpkin Plunge on Saturday, Oct. 15 at Alga Norte Aquatic Center. Parks Services Manger Todd Reese gave an update on current park projects: • Veterans Memorial Park: The park consists of a 93.7 acres site, with 54.9 acres that will be preserved and 38.8 acres that will be developed. July 26, 2022, City Council adopted the final master plan The construction plans, specifications and bid documents are in progress. Antici- pated project completion is spring 2025. • Poinsettia Dog Park: Parks & Recreation held a ribbon cutting event for the Poinsettia Dog Park opening on July 27, 2022. The park immediately began receiving significant public use. • Village H South Off-Leash Dog Area: On July 28, 2022, an entitlements application was sub- mitted for the Village H South Off-Leash Dog Area. Staff submitted a City Council Memo with a project update on Sept. 1, 2022. During that week, the notice of project application signs were installed, an email blast was sent to public input participants, and letters were sent to residents within 600 feet of the site. • Monroe Street Pool Renovation: In January 2021, the Parks & Recreation Commission and City Council selected concept three - the largest project scope. On Jun. 21, 2022, City Council adopted a resolution approving ballot measure language for this project. On Nov. 8, 2022, the voters will consider whether to approve spending more than a million dollars in general fund money. • Stagecoach Community Garden: It will be the newest community garden, located at the for- mer maintenance yard of the park. The yard area will be repurposed due to the contracting of maintenance for the park. Staff has already received proposals from design firms for the requisite services. The proposals will be evaluated, and a design firm selected later this month. Mr. Reese mentioned the upcoming Trails Volunteer event in honor of National Public Lands Day. The event will be Sept. 24, 2022, 8:30 a.m. at Lake Calavera Preserve. Chair Luna asked if staff has already gone through the coastal commission approval process with the plans for Veterans Memorial Park? Mr. Lancaster stated that staff has already gone through the entitlement process that includes other agencies. Chair Luna asked if staff could provide future capital improvement projects that are in the forecast. Mr. Lancaster said staff would provide that information in a future department report. Vice Chair Martinez inquired about how the public art portion of Veterans Memorial Park would be handled? Mr. Lancaster explained there is a separate process for the public art portion that will be headed up by the Library & Cultural Arts Department. This process will involve a selection committee; Parks & Recreation staff will be a part of th committee. Commissioner Steketee mentioned she heard the city had received federal and state funding for Veterans Memorial Park. 2 of 3 Mr. Lancaster stated the city has received positive word on two potential grants for the project. Commissioner Steketee asked why the city of Doral, Florida was chosen as a benchmark city for Carlsbad? Mr. Lancaster stated the city of Doral was chosen by the consultant; staff can reach out to the consultant to get additional information. Commissioner Sebahar asked why the cities for benchmarking and fee studies are different? Mr. Lancaster explained benchmarking is based on cities that are considered comparable and/or have national accreditation, and the fee study is more based on cities within the area or region. Commissioner Winston questioned the title difference between dog park and dog area at Village H? Mr. Lancaster stated that Preserve Calavera, the group instrumental in the city acquiring this Property, preferred the title of off-leash dog area. Commissioner Allemann inquired if the trail volunteer event is for all ages? Mr. Lancaster said the event is for all ages and there is a parent consent form for minors. Commissioner Thorp asked if staff has seen different programming priorities with the development of the Master Plan? Mr. Lancaster explained there has been consistency expressed in the public meetings, however staff has not yet seen the results for the survey.
