Receive a presentation from Caltrans staff on the North Coast Corridor Program and discuss the
Batiquitos Lagoon Trail, Coastal Rail Trail, and other projects within Carlsbad; and provide feedback
to city staff on potential intergovernmental advocacy efforts.
Discussion
The Legislative Subcommittee, at its meeting on Aug. 22, 2022, passed a motion to bring back an
agenda item to discuss the Batiquitos Lagoon Trail and Coastal Rail Trail community enhancement
projects associated with the SANDAG/Caltrans North Coast Corridor Public Works Plan.
Caltrans's North County Corridor Director will provide an overview of the North Coast Corridor
project and the status of projects within Carlsbad.
North Coast Corridor Program
The North Coast Corridor (NCC) Program Fact Sheet (Exhibit 1) provides an overview of the
transportation, environmental, and coastal access projects included in the NCC Program. Projects
completed and projects under development within the NCC Program Area, which spans from La
Jolla to Oceanside, are identified in the Fact Sheet attached as Exhibit 2.
In total, the NCC Program represents a more than $6 billion investment over the next few decades.
The NCC Program is included in TransNet, the voter approved, half-cent sales tax initiative that
helps fund transportation projects in the region.
North Coast Corridor Public Works Plan/Transportation and Resource Enhancement Program
The North Coast Corridor Public Works Plan/Transportation and Resource Enhancement Program
(NCC PWP/TREP) was jointly prepared by SAN DAG and Caltrans and was approved by the California
Coastal Commission in 2014.
The NCC PWP/TREP was developed to plan for and implement a series of projects in a
comprehensive and coordinated manner to meet the mobility vision defined in the 2050 Regional
Transportation Plan, and consistent with the requirements of Senate Bill 468 (Kehoe -2011).

Senate Bill 468 details certain requirements of the NCC PWP/TREP to ensure project design and
mitigation measures are included in the NCC PWP/TREP to address (among other things) coastal
public access, habitat restoration projects, environmental mitigation measures, and community
enhancements.
NCC Program Project Phasing and Prioritization
NCC Program project phasing and prioritization is determined by the SAN DAG Board of Directors,
as approved through the agency's long-range Regional Transportation Plan and 5-year Regional
Transportation Improvement Program (RTIP). In December 2021, the SANDAG Board of Directors
adopted the 2021 Regional Plan. The RTIP is updated every two years and amended quarterly.
Completion of the following projects within Carlsbad was originally anticipated during Phase I
(2010-2020) of the NCC PWP/TREP Implementation Framework:
1-5 Batiquitos Lagoon Bridge Replacement
Bike/Ped Trail & Bridge on the W Side of the Batiquitos Lagoon Bridge
-Trail on NE Side of 1-5 at Batiquitos Lagoon
1-5 North Coast Bike Trail (Batiquitos segment)
Batiquitos lagoon (Railroad) Double Track and Bridge Replacement
Poinsettia Station Improvements
Batiquitos Bluffs Restoration & Preservation/Enhancement Site
Coastal Rail Trail (Leucadia Blvd to La Costa Av)
However, the NCC plan notes that "the stream of revenue from the regional TransNet sales tax, as
well as the availability of state and federal funds, largely dictates how many projects the region can
implement at any given time." The plan further states that "within these revenue constraints,
individual project needs, performance, and benefits are evaluated to determine projects that will
be the most effective for meeting plan objectives and that can be accomplished within the
available funding at a given time."
Caltrans staff will provide an overview of NCC Program projects currently underway within
Carlsbad, as well as those projects that are planned to occur within Carlsbad during current and
future project phasing.
Intergovernmental Advocacy
This item will provide an opportunity for the Legislative Subcommittee to discuss and provide
feedback to staff regarding potential intergovernmental advocacy efforts to encourage SAN DAG to
accelerate or reprioritize certain NCC Program projects within Carlsbad.
The City of Carlsbad Legislative Platform includes the following position statements, which could
provide a basis for the city's advocacy efforts:
Support legislation that provides for effective and efficient transportation alternatives.
Support measures that would increase the ability of local agencies to finance local and
regional transportation facilities and improvements, including alternative modes of
transportation and transportation demand management systems and transportation
systems management initiatives.

Support legislation that makes funds to support public facilities (i.e., buildings, roads,
utilities, open space) more available to local municipalities.
Support legislation that would promote and provide funding for the restoration,
preservation and enhancement of beaches, beachfront property and bluffs, including local
and regional sand replenishment efforts, as well as coastal access, public infrastructure and
parking.

To be determined based upon feedback provided by the Legislative Subcommittee.

North Coast Corridor Program
The Project
The Caltrans and SANDAG North Coast Corridor (NCC) Program is a balanced set of transportation,
environmental, and coastal access projects to improve the quality of life for residents, create a
stronger local and regional economy for the future, and enhance the coastal environment. For
more than a decade, Caltrans, SANDAG, local cities, resource agencies, and community members
have been working together to identify, refine, and implement projects to comprehensively address
the needs of the North Coast Corridor.
Express Lanes and More Trains
The NCC Program includes upgrades
to Interstate 5 (1-5) from La Jolla to
Oceanside over the next few decades.
Additional improvements include
adding transit and freight capacity
and enhancing reliability of the rail
system for commuters. Together, these
projects will create a more balanced
transportation system for residents
and coastal community visitors.
Project highlights include:
• Construct 27-miles of 1-5 Express Lanes from La Jolla to Oceanside, ensuring a reliable,
congestion-free travel option for carpools, vanpools, and buses, and that will be available to
solo drivers for a fee
• Invest revenue generated from the Express Lanes into future NCC transportation projects
• Improve more than 30 highway overpasses with new and enhanced bike/pedestrian paths
• Double track 99 percent of the 60-mile San Diego segment of the LOSSAN coastal rail line
• Upgrade rail stations and platforms

Protecting and Enhancing Environmental
Resources and Coastal Habitats
The NCC Program will preserve, protect, and enhance
coastal habitat and improve water quality in the corridor's
six lagoons. These lagoons are unique natural resources
and the NCC Program seeks to balance the needs of the
transportation system while enhancing the surrounding
environments. Project highlights include:
• Restore, preserve, or protect several hundred acres of
coastal habitat
• Build longer rail and highway bridges over three of the
six lagoons to improve tidal flows, circulation, and overall
lagoon health
• Fund lagoon restorations
• Significantly improve treatment to freeway stormwater
runoff, safeguarding local waterways
Preserving Community Character and Improving
Coastal Access
The seaside communities from La Jolla to Oceanside
each have unique characteristics that define North
San Diego's scenic coastline. The NCC Program includes
several community enhancement projects such as rail line
pedestrian undercrossings, and new bike and pedestrian
paths to lagoons and other key destinations. Project
highlights include:
• Create the new, 27 -mile North Coast Bike Trail with a
north-south connection from La Jolla to Oceanside and
links to regional east-west trails
• Erect sound walls to help reduce freeway noise for
residents; offer transparent sound walls to residents with
existing views
• Build four rail undercrossings to provide safe connections
to the coast for pedestrians and bicyclists
• Construct seven-miles of Coastal Rail Trail bikeway
