CALL TO ORDER: 4:03 p.m.
ROLL CALL: Trustees DeForest, McBride, Moran, Schatt and Sheffler
APPROVAL OF MINUTES:
Minutes of the Library Board of Trustees regular meeting held July 27, 2022.
Motion by Trustee Schatt , seconded by Trustee Moran, to approve the minutes as presented.

PUBLIC COMMENT: None
DEPARTMENTAL REPORTS:
1.MONTHLY LIBRARY REPORTS: The board received and discussed the monthly library report
for August 2022.
2.CIRCULATION SERVICES: No report was given. This item is continued to the Oct. 26, 2022
regular Library Board of Trustees meeting.
3.FISCAL YEAR 2022-23 WORK PLAN: The board reviewed the FY 2021-22 work plan and
accomplishments and reviewed and discussed the FY 2022-23 work plan. Trustee Schatt
suggested changes regarding the word "approve" in the work plan; Trustee Sheffler asked
about part-time to full-time staff conversions; and Trustee Schatt commented on quantifying
the cost of staff turnover. The board will vote on the edited FY 2022-23 work plan at the Oct.
26, 2022 meeting.

DIRECTOR'S REPORT:
Director Smithson updated the board on a variety of topics: update on recruitment for Library
Assistant in Children's Services and Training Coordinator positions; all libraries will be closed on
Oct. 10 for Columbus Day and Indigenous Peoples Day; mail ballot drop off boxes will be installed
at all library locations and voting begins Oct. 11; mail ballot drop off boxes will not be staffed by
Registrar of Voters volunteers and will only be drop off locations; Citizens Academy session for
Library & Cultural Arts Department will be held on Oct. 13; nominations for book options for
Carlsbad Reads Together 2023 is available on the library website; safety and security review
results will be received soon and a subsequent presentation will be brough to the board; sign age
for the Ann Kulchin Courtyard is moving forward and expected to be installed before the end of
November; new fencing has been installed around the vacant dirt lot next to the Georgina Cole
Library; Boards & Commissions appreciation dinner is Oct. 25 and attendees are encouraged to
carpool; and work on the design phase of the audio visual upgrade for the Ruby G. Schulman
Auditorium and William D. Cannon Art Gallery continues.
FOUNDATION REPORT:
Representative McBride shared the Carlsbad Library & Arts Foundation total assets are
$4,256,000, which is down a bit due to the market decline. The foundation has decided not to
hold the annual gala in 2022, and the foundation is looking for new board members.
FRIENDS OF THE LIBRARY REPORT:
Library & Cultural Arts Director Suzanne Smithson reported the board donated $5,000 to the
library in memory of Pat & Jim Hansen. Pat was a former library employee and longtime member
of the Carlsbad Friends of the Library. Both Pat and Jim Hansen were dedicated supporters of the
library and the community.
GROWTH MANAGEMENT COMMITTEE REPORT:
Representative Sheffler updated the board on the committee's work:
NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT:
Board Liaison Mary Millet shared the society, in partnership with the library, will offer a memoir
writing class. The society's fall seminar will be held all day on Oct. 22 and include topics on
Cherokee ancestry, lineage societies, ancestry on the Mississippi delta and formerly enslaved
families.
LIBRARY BOARD COMMENTS/ANNOUNCEMENTS:
Trustee McBride commented on the creative and innovative programs the library offers to
address the wide scope of the community; Trustee Moran expressed her enjoyment of reading
the publics comment about the library; Chair DeForest requested an eResource one page
describing the resources.
