Recommended Action
Trustees propose their work plan for FY 2022-23.
Executive Summary/Discussion
Trustees will review most recent work plan (2021-2022) and accomplishments and will discuss
and propose a work plan for fiscal year 2022-23.
Next Steps
The Library Board of Trustees FY 2021-2022 accomplishments and FY 2022-23 proposed work
plan will be presented to city council for approval.

Fiscal Year 2021-2022
I.Mission Statement
The mission of the board of library trustees is to advise the city council in matters pertaining to library
services, as well as the rules and regulations necessary to operate the library.
II.Composition
The board of library trustees shall consist of five members, appointed by the mayor with the approval
of the city council.
Ill. FY 2021-2022 Goals & Tasks
The City of Carlsbad Library Board of Trustees has selected to focus on the following goals and tasks:
•Review and approve rules and regulations of the library as developed and revised from time
to time
•Review and approve the library's response to the California Public Library survey submitted
annually to the California State Library
•Receive reports on and maintain knowledge of library services and programs:
o Serve as a liaison from the community on its needs and interests
o Serve as an ambassador to the community in promoting library services
•Receive an annual report on safety and security of library facilities
•Provide community perspective on issues and interests related to library service delivery and
facilities
•Provide recommendations on the proposed budget and use of community contributions for
the delivery of library services
•Maintain awareness of and promote community support of the library, and of opportunities
to collaborate with other community partners
•Promote progressive and innovative delivery of services to ensure the library remains in the
forefront of community life
•Advise the city council on resource sharing among library jurisdictions, as needed
•Provide community perspective in the strategic planning of library services
•Participate in relevant events, community meetings and conversations on behalf of the board
of library trustees
•Serve on relevant city committees as a representative of the board of library trustees asrequested (e.g. review website, Carlsbad Reads Together, etc.)

• Review and approve the library's response to the California Public Library survey submitted

• Receive reports on and maintain knowledge of library services and programs:
Received and reviewed monthly reports on library activities
Received presentations from the following divisions: Literacy Services,
Bilingual Services, Genealogy & Carlsbad History, eResources, Cultural Arts
Received presentations regarding major programs such as Carlsbad Reads
Together and Summer Reading Adventure
o Serve as a liaison from the community on its needs and interests
o Serve as an ambassador to the community in promoting library services
• Receive an annual report on safety and security of library facilities
• Provide community perspective on issues and interests related to library service delivery
and facilities
Supported the honorific naming of the Ann Kulchin Courtyard
• Provide recommendations on the proposed budget and use of community contributions for
the delivery of library services
Supported and advocated for the addition of a donor recognition page to the
library website

• Maintain awareness of and promote community support of the library, and of opportunities
to collaborate with other community partners
Provide a trustee as representative on the Carlsbad Library & Arts Foundation
Board
• Promote progressive and innovative delivery of services to ensure the library remains in the

Supported the addition of streaming services Hoopla and Kanopy
• Advise the city council on resource sharing among library jurisdictions, as needed
• Provide community perspective in the strategic planning of library services
• Participate in relevant events, community meetings and conversations on behalf of the
board of library trustees
• Serve on relevant city committees as a representative of the board of library trustees as
requested (e.g., review website, Carlsbad Reads Together, etc.)

o Serve as a liaison from the community on its needs and interests
o Serve as an ambassador to the community in promoting library services
• Receive an annual report on safety and security of library facilities
• Citywide survey report forthcoming
• Provide community perspective on issues and interests related to library service delivery
and facilities
• Provide recommendations on the proposed budget and use of community contributions
for the delivery of library services
Supporting the conversion of part-time into full-time staff positions
• Maintain awareness of and promote community support of the library, and of
opportunities to collaborate with other community partners
• Promote progressive and innovative delivery of services to ensure the library remains in
the forefront of community life
• Advise the city council on resource sharing among library jurisdictions, as needed
• Support of new Serra Cooperative Library System Link+ book-sharing
service

Supporting and advocating for the new Georgina Cole Library as part of the city
hall building project
