GENERAL SITE MANAGEMENT REQUIREMENTS
THE FOLLOWING GENERAL SITE MANAGEMENT REQUIREMENTS SHALL BE ADHERED TO
THROUGHOUT THE DURATION OF THE CONSmUCTION WORK (YEAR-ROUND).
1. IN CASE EMERGENCY WORK IS REQUIRED, CONTACT: JEFF HAGUE
FROM: PROPERTY OWNER AT (TEL.NO.) (858) 735-5972.
2. DEVICES SHOWN ON CITY APPROVED PLANS SHALL NOT BE MOVED OR MODIAED
WITHOUT THE APPROVAL OF THE ENGINEERING INSPECTOR.
3. THE CONmACTOR SHALL RESTORE ALL EROSION CONmOL DEVICES TO WORKING ORDER
TO THE SATISFACTION OF THE CITY ENGINEER AFTER EACH RUN-OFF PRODUCING RAINFAU.
4. THE CONmACTOR SHALL INSTAU ADDITIONAL EROSION CONmOL MEASURES AS MAY BE
REQUIRED BY THE CITY ENGINEER DUE TO UNCOMPLETED GRADING OPERATIONS OR UNFORSEEN
CIRCUMSTANCES WHICH MAY ARISE.
5. THE CONmACTOR SHALL BE RESPONSIBLE AND SHALL TAKE NECESSARY PRECAUTIONS
TO PREVENT PUBUC mESPASS ONTO AREAS WHERE IMPOUNDED WATERS CREA TE A HAZARDOUS
6. GRADING AREAS AROUND THE PROJECT PERIMETER MUST DRAIN AWAY FROM THE FACE
OF SLOPE AT THE CONCLUSION OF EACH WORKING DAY.
Z ALL REMOVABLE PROTEC7/VE DE"v1CES SHAU BE IN PLACE AT THE END OF EACH WORKING
DAY WHEN AVE (5) DAY RAIN PROBABIUTY FORECAST EXCEEDS FORTY PERCENT (40%}. SILT
AND OTHER DEBRIS SHAU BE REMOVED AFTER EACH RAINFAU.
8. ALL GRAl-f"L BAGS SHAU CONTAIN 3/4 INCH MINIMUM AGGREGATE.
9. ALL EXPOSED DISTURBED AREAS MUST HAl-f" EROSION PROTECTION BMPs PROPERLY
INSTAUED. THIS INCLUDES ALL BU/WING PADS. UNANISHED ROADS. AND SLOPES.
10. ADEQUATE PERIMETER PROTEC7/0N BMPs MUST BE INSTALLED AND MAINTAINED AND
WIU BE UPGRADED, IF NECESSARY. TO PROVIDE SUFACIENT PROTECTION FROM RUNOFF
DURING RAIN EVENTS.
11. ADEQUATE SEDIMENT CONmOL BMPs MUST BE INSTALLED AND MAINTAINED.
12. ADEQUATE BMPs TO CONmOL OFFS/TE SEDIMENT TRACKING MUST BE INSTALLED AND
13. A MINIMUM OF 125% OF THE MATERIAL NEEDED TOO INSTAU STANDBY BMPs TO
PROTECT THE EXPOSED AREAS FROM EROSION AND PREVENT SEDIMENT DISCHARGES,
MUST BE STORED ONS/TE. AREAS ALREADY PROTECTED FROM EROSION USING PHYSICAL
STAB/LIZA 7/0N OR ESTABLISHED VEGETATION STAB/LIZA TION BMPs ARE NOT CONSIDERED
TO BE "EXPOSED" FOR PURPOSES OF THIS REQUIREMENT.
14. THE OWNER/DEVELOPER/CONmACTOR MUST FOLLOW "WEATHER m!GGERED" AC7/0N
PLAN AND BE ABLE TO DEPLOY STANDBY BMPs TO PROTECT THE EXPOSED PORTIONS OF
THE SITE WITHIN 48 HOURS OF A PREDICTED STORM EVENT (A PREDICTED STORM EVENT
IS DEANED AS A 40% CHANCE OF RAIN WITHIN A 5-DA Y NATIONAL WEATHER SERVICE
FORECAST}. ON REQUEST, THE OWNER/DEVELOPER/CONmACTOR MUST PROVIDE PROOF
OF THIS CAPABILITY.
15. DEPLOYMENT OF PHYSICAL OR VEGETA 7/0N EROSION CONmOL BMPs MUST COMMENCE
AS SOON AS SLOPES ARE COMPLETED. THE OWNER/DEVELOPER/CONmACTOR MAY NOT RELY
ON THE ABILITY TO DEPLOY STANDBY BMP MATERIALS TO PREl-f"NT EROSION OF SLOPES THAT
HA VE BEEN COMPLETED.
16. THE AREA THAT CAN BE CLEARED, GRADED, AND LEFT EXPOSED AT ONE TIME IS
UM/TED TO THE AMOUNT OF ACREAGE THAT THE CONmACTOR CAN ADEQUATELY PROTECT
PRIOR TO A PREDICTED RAIN El-f"NT. FOR LARGER SITES, GRADING SHOULD BE PHASED.
IT MA y BE NECESSARY TO DEPLOY EROSION AND SEDIMENT CONmOL BMPs IN AREAS THAT
ARE NOT COMPLETED, BUT ARE NOT ACTIVELY BEING WORKED BEFORE ADDITIONAL GRADING
IS AUOWED TO PROCEED, AT THE DISCRE7/0N OF THE CITY INSPECTOR.
1Z ALL DISTURBED AREAS THAT ARE NOT COMPLETED AND/OR NOT BEING AC7/VELY GRADED
MUST BE FIJU Y PROTECTED FROM EROSION IF LEFT FOR 14 OR MORE DAYS. THE ABIUTY
TO INSTAU BMP MATERIALS IN A PROMPT MANNER IS .N1H. SUFACIENT. BMPs NEED TO BE
INSTAUED IN THESE AREAS.
18. BMPs MUST BE STOCKPILED AT VARIOUS LOCATION THROUGHOUT THE PROJECT SITE
THROUGHOUT THE YEAR. WHENEl-f"R THERE IS A 40% CHANCE OR GREATER OF A RAIN
WITHIN A THREE (3) DAY FORECAST, THE INSPECTOR WILL VERIFY THAT BMPs ARE
ADEQUATELY STOCKPILED. BMPs MUST BE STOCKPILED AND READY FOR DEPLOYMENT WHEN
THERE IS 50% CHANCE OF RAIN WITHIN A 48 HOUR FORECAST. FAILURE TO COMPLY WITH
THIS REQUIREMENT COUW RESULT IN THE ISSUANCE OF A STOP IIQRI( N07/CF OR OTHER
ENFORCEMENT ACTION.
19. ALL TREATMENT AND EROSION CONmOL BMPs MUST BE INSPECTED KfEKLY AND
PRIOR TO A FORECASTED RAIN EVENT OF GREATER THAN 50%, AND AFTER A RAIN EVENT.
IN ADDITION, mEA TMENT CONTROL BMPs MUST BE SERVICED AS NEEDED THROUGHOUT
20. IF SELECTED BMP FAILS DURING A RAIN EVENT, IT MUST BE REPAIRED OR IMPROl-f"D
OR REPLACED WITH AN ACCEPTABLE ALTERNATE AS SOON AS IT IS SAFE TO DO SO. THE
FAILURE OF A BMP IND/CA TES IT WAS NOT ADEQUATE FOR THE CIRCUMSTANCES IN WHICH
IT WAS USED. REPAIRS AND REPLACEMENT MUST THEREFORE PUT A MORE ROBUST BMP
MEASURE IN PLACE.
21. ALL CONSmUCTION EMPLOYEES MUST BE mAINED ON THE IMPORTANCE OF STORM
