APPROVAL OF THE MINUTES:
Minutes of the Historic Preservation Commission regular meeting held Jan. 10, 2022.
Motion by Commissioner Ly, seconded by Vice-Chair Dfaz, to approve the minutes as
presented. Motion carried, 3/0/1/0
PUBLIC COMMENTS: None
DEPARTMENTAL REPORTS:
1. MILLS ACT PROGRAM WORK SESSION:
J/6 -
Assistant Community Development Director Mike Strong and Project Manager for Delcamp
Preservation & Planning, Teri Delcamp, presented an overview of the regulatory framework and
processing requirements of the Mills Act Program. A work session followed with discussion and
recommendations on how to best develop a Mills Act Program for the City of Carlsbad.
2. 2685, 2687 & 2689 Garfield St. Victor Condo:
The commission liaison responded to commissioners' questions from the Jan. 10, 2022, meeting
explaining that there is no formal process requirement by which the Planning Division would
notify the Historic Preservation Commission on proposals regarding potentially historic
properties.

3. THIRD GRADE ART:
Staff are currently polling Third Grade Teachers to gauge their interest in participating in a 2022
art contest.
4. PROPERTIES OF CONCERN:
No new properties of concern were discussed. Concern for the Culver-Meyers Capp House was
reiterated.
LIAISON TO THE CARLSBAD HISTORICAL SOCIETY:
None. The position is currently vacant.
COMMISSION LIAISON ANNOUNCEMENTS:
Commissioner Prosser stepped down from his commission role and liaison position to the
Carlsbad Historical Society. A community notice was posted announcing the open position.
Chair Majer and Commissioner Ly's commission terms conclude in April. Both have submitted
applications and expressed interest in serving another term.
COMMISSIONER COMMENTS:
A question arose whether to begin updating the current list of Carlsbad historic properties or to
continue postponement. The commission was informed in this meeting how to initiate a Mills
Act project. Updating the list of historic properties is not tied to the Mills Act project.
An advance copy of the current historic property list was requested. It will be provided to
commissioners in a staff report prior to the next meeting.
