This agenda includes information about topics coming before the Commission and the action recommended by city staff. You can read about each topic in the staff reports, which are available on the city website. How to watch In Person Online Beach Preservation Commission Meetings take place at City Hall, 1200 Carlsbad Village Drive Watch the livestream and replay past meetings on the city website, carlsbadca.gov/residents/communication/city- tv-channel How to participate If you would like to provide comments to the Beach Preservation Commission, please: • Fill out a speaker request form, located in the foyer. • Submit the form to the Clerk before the item begins. • When it’s your turn, the Clerk will call your name and invite you to the podium. • Speakers have three minutes, unless the presiding officer (usually the chair) changes that time. • You may not give your time to another person, but groups can select a single speaker as long as three other members of your group are present. Group representatives have 10 minutes unless that time is changed by the presiding officer or the commission. • In writing: Email comments to parksandrec@carlsbadca.gov. Comments received by 9 a.m. the day of the meeting will be shared with the Commission prior to the meeting. When e-mailing comments, please identify in the subject line the agenda item to which your comments relate. All comments received will be included as part of the official record. Written comments will not be read out loud. Reasonable accommodations Persons with a disability may request an agenda packet in appropriate alternative formats as require by the Americans with Disabilities Act of 1990. Reasonable accommodations and auxiliary aids will be provided to effectively allow participation in the meeting. CALL TO ORDER: 10 a.m. ROLL CALL: Chair Steindlberger, Commissioners Woolsey, Stark, and Corrigan. Absent: Vice Chair Colby and Commissioner Shotas PLEDGE OF ALLEGIANCE: Commissioner Woolsey led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Special Meeting held on April 14, 2022 Minutes of the Regular Meeting held on Oct. 4, 2022 ACTION: Approved the Minutes of the Special Meeting held on April 14, 2022, as presented – 3/0/1/2 (Abstain: Woolsey; Absent: Colby, Shotas). ACTION: Postponed due to lack of quorum. PRESENTATIONS: None. CONSENT CALENDAR: None. The items listed under Consent Calendar are considered routine and will be enacted by one motion as listed below. There will be no separate discussion on these items prior to the time the Commission votes on the motion unless members of the Commission or the public request specific items be discussed and/or removed from the Consent Calendar for separate action. PUBLIC COMMENT: The Brown Act allows any member of the public to comment on items not on the agenda. Please treat others with courtesy, civility, and respect. In conformance with the Brown Act, public comment is provided so members of the public may participate in the meeting by submitting comments as provided on the front page of this agenda. The Beach Preservation Commission will receive comments at the beginning of the meeting. In conformance with the Brown Act, no action can occur on these items. DEPARTMENTAL REPORTS: 1. SR # 1207-1 TRI-ANNUAL REPORT OUT ON WORK PLAN FOR FISCAL YEAR 2021-22 Review the Commission’s Work Plan for Fiscal Year 2021-22 and report out on the progress completing the goals and tasks. (Staff Contact: Michael Tully, Parks & Recreation Department) ACTION: Commission received the report. 2. SR # 1207-2 APPROVAL OF COMMISSION WORK PLAN FOR FISCAL YEAR 2022-23 1) Review and approve the Beach Preservation Commission Work Plan for Fiscal Year 2022-23; and 2) Review proposed Ordinance adding Chapter 2.30 – Beach Preservation Commission to the Carlsbad Municipal Code and provide comments as appropriate. (Staff Contact: Michael Tully, Parks & Recreation Department) ACTION: Adopted Work Plan as amended (see Minutes for details) – 4/0/0/2 (Absent: Colby, Shotas) 3. SR # 1207-3 CONSIDERATION OF A POSITION OF PREFERENCE ON ONE OF THE PRELIMNARY CONCEPTUAL OPTIONS FOR THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT Consideration of taking a position of preference on one of the preliminary conceptual options for the South Carlsbad Boulevard Climate Adaptation Project. (Staff Contact: Michael Tully, Parks & Recreation Department) ACTION: Commission received the report. 4. SR # 1207-4 NEW TIME FOR MEETINGS CALENDARED FOR FISCAL YEARS 2022-23 AND 2023-24 Adopt 10 a.m. as the new time for the remaining Beach Preservation Commission Meetings calendared for Fiscal Years 2022-23 and 2023-24. COMMISSION MINUTES This agenda item is to provide the commissioners with access to the minutes for the standing boards and commissions for the City of Carlsbad. (Staff Contact: Kyle Lancaster, Parks & Recreation Department) ACTION: Commission received the item. COMMISSIONER/COMMITTEE REPORTS: Former Chair Briggs Carlsbad Tomorrow - Growth Management Committee PUBLIC COMMENT: Continuation of the public comments ANNOUNCEMENTS: None.
