CALL TO ORDER: 4:01 p.m.
ROLL CALL: Trustees DeForest, McBride, Moran, Schatt and Sheffler.
APPROVAL OF MINUTES:

Minutes of the Library Board of Trustees regular meeting held Sept. 28, 2022.
Motion by Trustee Schatt, seconded by Trustee Moran, to approve the minutes as presented.
Motion carried unanimously, 5/0/0.
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. MONTHLY LIBRARY REPORTS: The board received and discussed the monthly library report
for September 2022.
2. 2023 LIBRARY BOARD OF TRUSTEES MEETING SCHEDULE: The Library Board of Trustees
approved the regular meeting schedule for 2023. Motion by Trustee Sheffler, seconded by
Trustee Moran, to approve the 2023 Library Board of Trustees Meeting Schedule.
Motion carried unanimously, 5/0/0.
3. FISCAL YEAR 2022-23 WORK PLAN: The board discussed and voted on the FY 2022-23 Work
Plan. Director Smithson reviewed previous edits discussed that were not included in order to
follow the city's municipal code. Motion by Trustee Schatt, seconded by Trustee McBride, to
approve the Library Board of Trustees FY 2022-23 Work Plan as presented.
Motion carried unanimously, 5/0/0.
4. FISCAL YEAR 2021-22 CALIFORNIA PUBLIC LIBRARY SURVEY: Senior Management Analyst
Fiona Everett presented to the board the FY 2021-22 California Public Library Survey Data and
responded to questions. Trustees Schatt and Sheffler requested data on comparable libraries.
Trustee Moran commented on zip code and mapping data over comparing libraries against
libraries. Trustee DeForest asked about where the circulation data of physical items other
than traditional books, music, and movies are captured in the survey. Ms. Everett shared
where that data is noted. Motion by Trustee Sheffler, seconded by Trustee Schatt, to approve
the survey for submittal to the California State Library.
Motion carried unanimously, 5/0/0.

5. QUARTERLY TECHNOLOGY REPORT: Senior Business Systems Specialist Devin Castel
presented the Library Quarterly Technology Report. The report included an overview of
computer, wireless and early literacy sessions. The report provided an update on recently
completed and upcoming library technology projects.
6. CIRCULATION SERVICES: Lead Librarian Lynn Johnson presented an overview on the services
provided by the Circulation Division.
7. FREEDOM TO READ: Deputy Library Directors Sheila Crosby and Katie Nye presented to the
board information on the principles for managing library collections, the current nationwide
situation regarding the freedom to read, and Carlsbad's handling of requests to remove
library material from the collection. Trustee McBride asked about challenged books; Trustee
DeForest asked about the number of requests the library receives; and Trustee Sheffler
commented on standards for what is considered acceptable for a collection.
DIRECTOR'S REPORT:
Director Smithson updated the board on a variety of topics: introduction of new Library Assistant
Hugo Ricalday Cuevas in Children's Services and an update on Training Coordinator and librarian
positions; retirements of Circulation Supervisor Allison Greene and Senior Office Specialist Hugh
Barker; timeframe for Ann Kulchin Courtyard naming ceremony; libraries open for extended
hours on Nov. 8 to allow mail ballot drop off voting; Registrar of Voters reported preliminary data
that the Carlsbad City Library on Dove Lane is second only to the ROV locations in ballot drop
offs; and the next Library Board of Trustees meeting is scheduled for Dec. 14, 2022.
FOUNDATION REPORT:
Representative McBride shared the Carlsbad Library & Arts Foundation is continuing to meet
virtually; and the foundation's total assets are $4,250,000, The foundation is looking for new
board members.
FRIENDS OF THE LIBRARY REPORT:
Library & Cultural Arts Director Suzanne Smithson reported the Friends of the Carlsbad Library
have added volunteers and will be opening the Georgina Cole Library bookstore on Mondays
beginning Nov. 7, 2022.
GROWTH MANAGEMENT COMMITTEE REPORT:
Representative Sheffler updated the board on the committee's work.
NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT:
Due to the length of the meeting, Board Liaison Mary Millet had to leave and did not present her
report.
