APPROVAL OF MINUTES:
Mi!)utes of the special Arts Commission meeting held August 10, 2022.
Motion by Commissioner George seconded by Commissioner Ferone to approve the Minutes of
the special meeting held on August 10, 2022, as presented.

PRESENTATIONS: None.
PUBLIC COMMENT: None.
ARTIST SHOWCASE THE CHAIR PREVIEW: Cultural Arts Manager Richard Schultz introduced
Gallery Curator Karen McGuire, who presented a brief history, overview and preview of the
artist showcase THE CHAIR. The exhibit will have an opening reception Sept. 10, 2022, and on
display through Dec. 3, 2022.
ANNOUNCEMENT OF THE 2022-23 COMMUNITY ARTS GRANTS CYCLE LAUNCH: Mr. Schultz
introduced Arts Education Coordinator Wendy Sabin-Lasker who reviewed the mission of the
Community Arts Grants program, as well as the 2022-23 cycle timeline, budget and updated
funding categories.
2022 ARTS COMMISSION ORDINANCE REVISION: Mr. Schultz explained the staff suggested
revision to the Arts Commission ordinance, Carlsbad Municipal Code chapter 2.18.100, to
remove t he Brown Act noticing requirement for ad hoc committees by highlighting the
limitations it has placed on staff and forming such committees. The next step is presenting to
City Council for approval in cooperation with the City Attorney's office.
Motion by Commissioner Nassiri seconded by Commissioner George to approve the staff
suggested revision to the Arts Commission ordinance, Carlsbad Municipal Code chapter
2.18.100, to remove the Brown Act noticing requirement for ad hoc committees.

2022 ARTS COMMISSION WORK PLAN FOLLOW-UP, PART II: The Arts Commissioners revisited
Commissioner Prater-Barker's previous suggestion for a workshop to discuss their workplan
priorities including a Diversity, Equity and Inclusion (DEi) town hall. Commissioner Nassiri

reminded the commission that she and Commissioner George were representing the Arts
Commission on the Growth Management Committee and emphasized the importance of the
arts and potential timeliness of a recommendation to the Growth Management Committee of
the arts as a "12th performance standard." Staff will survey the Arts Commissioners on their
future availability for a workshop, as a special meeting.
2022 ELECTION OF CHAIR AND VICE-CHAIR: Commissioner Miringoff nominated Commissioner
Chung as Chair, Commissioner Chung accepted the nomination, and the motion was seconded
by Commissioner Prater-Barker.

Commissioner Ferone volunteered as Vice Chair and the motion was seconded by
Commissioner Miringoff.

CULTURAL ARTS MANAGER REPORT: Mr. Schultz thanked Commissioners Chung and Nassiri
for being the inaugural survey takers for the Americans for the Arts & Prosperity Study 6 at the
final TGIF concert. Over 145 surveys were collected. October is Arts & Humanities Month and
Mr. Schultz shared that there will be an official kickoff on Oct. 1, 2022 at 7:30 p.m. Musical
Artist Michael Raye will perform in the Schulman Auditorium.
ARTS COMMISSION CHAIR REPORT: Acting Chair Miringoff had no report.
ARTS COMMISSIONER COMMENTS: Commissioners shared the highlights of their participation
at local arts events.
ADJOURNMENT: Acting Chair Miringoff adjourned the meeting at 7:50 p.m.
