Executive Summary On Sept. 27, 2022, the City Council approved Resolution No. 2022-233 renewing the Committee’s term to 20 years, or until all grant funds are expended, and modified the Committee name by removing “ad-hoc” from the title. Additionally, City Council approved resolutions to appointment six members to the serve on the Agricultural Conversion Mitigation Fee Advisory Committee, each of which is summarized below. The Chair’s role is to preserve order and decorum at all meetings of the advisory body, announce the advisory body’s decisions and decide questions of order. The Chair is responsible for ensuring the effectiveness of the group process. A good Chair balances moving the discussion forward involving all members of the advisory body and by allowing for adequate public participation. In the absence of the Chair, the Vice-Chair shall act at the presiding officer. Fiscal Analysis There is no direct fiscal impact associated with the appointment of Committee members to the positions of Chair and Vice Chair. AGRIGULTURAL CONVERSION MITIGATION FEE (ACMF) COMMITTEE Dec. 14, 2022 Item #1 Page 1 of 3 Staff Report Environmental Evaluation (CEQA) Pursuant to Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of the California Environmental Quality Act (CEQA) in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore does not require environmental review. Public Notification and Outreach This item was noticed in accordance with the Ralph M. Brown Act and was available for public viewing and review at least 72 hours prior to scheduled meeting date. NOW, THEREFORE, BE IT RESOLVED by the Agricultural Conversion Mitigation Fee Citizen's Advisory Committee of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. The following individual is appointed to serve as the Chair on the Agricultural Conversion Mitigation Fee Citizen's Advisory Committee, for a term ending in August 2026, or until a replacement is approved: CAROLYN ALKIRE 3. The following individual is appointed to serve as the Vice Chair on the Agricultural Conversion Mitigation Fee Citizen's Advisory Committee, for a term ending in August 2026, or until a replacement is approved: JOSEPH BRISBOIS PASSED, APPROVED AND ADOPTED at a Regular Meeting of the Agricultural Conversion Mitigation Fee Citizen's Advisory Committee of the City of Carlsbad on the 14th day of December, 2022, by the following vote, to wit: AYES: 6 NAYS: 0 ABSENT: 0
