Recommended Actions
The following actions are recommended:
1.Adopt a resolution appointing one member of the City Council to serve as Mayor Pro
Tempore for a term ending in December 2023, or until a replacement is appointed
2.Adopt a resolution appointing members of the City Council to the San Diego Association of
Governments Board of Directors
3.Adopt a resolution appointing members of the City Council to the North County Transit
District Board of Directors
4.Adopt a resolution confirming the mayoral appointment to the San Diego County Water
Authority Board of Directors
5.Adopt a resolution appointing members of the City Council to the Clean Energy Alliance
Joint Powers Authority Board of Directors
6.Adopt a resolution confirming the mayoral appointments to the regional committee
assignments, as reflected in Attachment A to the resolution
7.Adopt a resolution confirming the mayoral appointments to the subcommittee assignments
as reflected in Attachment A to the resolution
Executive Summary/Explanation & Analysis
The City Council is required by Carlsbad Municipal Code Section 2.04.090 to select a mayor pro
tempore after a general municipal election. This council member, nominated by the Mayor and
approved by a vote of the council, temporarily serves as the mayor if the Mayor is absent or
unable to act.
In addition, in keeping with Carlsbad Municipal Code Section 2.04.100 and California
Government Code Section 40605, part of the City Council’s post-election reorganization
includes meeting for the purpose of appointing individual members of the City Council to
committees or other bodies as the council may find necessary for its reorganization and
effective functioning. This includes the City Council’s regional committee and subcommittee
assignments.

Exhibit 8 is a list of the City Council regional committee assignments, as confirmed by the City
Council on Jan. 11, 2022. The list does not include those committees on which various City
Council members serve as a result of their appointments by other agencies.
Exhibit 7 includes the two positions on the City Council’s Legislative Subcommittee, which have
two-year terms.
Finally, although Attachment A to Exhibit 6 lists two appointments to the North County
Homelessness Action Committee, this committee is inactive and has not met since 2021. Staff is
recommending that appointments not be made to this committee until the committee
becomes active, at which time staff will return to the City Council will an item addressing the
appointments.
Fiscal Analysis
The recommended action has no fiscal impact.
Next Steps
The City Clerk will update the city’s website and City Council meeting agenda template to
reflect the new committee assignments.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.
