Executive Summary
The City Council is being asked to appoint five members to the Parks & Recreation Commission,
which makes recommendations and advises the City Council on issues related to the creation,
operation, maintenance and management of community recreation programs, playgrounds and
recreation activities and facilities, among other duties.
The commission consists of seven members who must be confirmed by the City Council.
Members must be residents of Carlsbad and normally serve four-year terms.
Explanation & Analysis
Commissioner Amy Allemann was appointed to the Parks & Recreation Commission in October
2019, to fill the expired term of Commissioner Jodi Rudick Stein for a term ending in December
2022. Commissioner Allemann is eligible for and has requested reappointment. This term will
expire in December 2026, to coincide with the term of the Mayor.
Commissioner Jengi Martinez was initially appointed to the Parks & Recreation Commission in
October 2016, to fill the expired term of Commissioner Diane Proulx. Commissioner Martinez
was reappointed in January 2021, for a term ending in December 2022. Commissioner Martinez
is eligible for reappointment, but has not requested reappointment. This term will expire in
December 2026, to coincide with the term of the Mayor.
Commissioner Robert Winston was initially appointed to the Parks & Recreation Commission in
January 2022, to fill the expired term of Commissioner Matt Simons for a term ending in

December 2022. Commissioner Winston is eligible for and has requested reappointment. This
term will expire in December 2026, to coincide with the term of the Mayor.
Commissioner Marissa Steketee was initially appointed to the Parks & Recreation Commission
in December 2020, to fill the unexpired term of Commissioner Nikole Pearson for a term ending
in December 2022. Commissioner Steketee is eligible for and has requested reappointment.
This term will expire in December 2026, to coincide with the term of the nominating City
Council Member from District 1.
Commissioner Brad Thorp was initially appointed to the Parks & Recreation Commission in
August 2017, to fill the unexpired term of Commissioner Jason Hansen for a term ending in
August 2019. Commissioner Thorp was reappointed in October 2019. Commissioner Thorp is
not eligible for reappointment. This term will expire in December 2026, to coincide with the
term of the nominating City Council Member from District 3.
The City Clerk’s Office received 14 applications from residents wishing to serve on the Parks &
Recreation Commission. In keeping with City Council Policy No. 88, Mayor Blackburn, Council
Member Burkholder and Council Member Bhat-Patel have recommended the following seven
residents wishing to serve on the Parks & Recreation Commission to advance in the process and
interview with the full City Council:

Exhibit 6 contains the applications of those applicants moving forward in the interview process.
Carlsbad Municipal Code Section 2.15.050(2), which covers the general functions, powers, and
duties of boards and commissions, states, “Although each member of the City Council elected
by a district shall use his or her best efforts to appoint individuals residing in that district to
these commissions, members of the City Council may appoint individuals not residing in their
districts in their discretion in order to assure that the most interested and qualified individuals
serve on the commissions.”
According to City Council Resolution No. 2018-178, nominees to these scheduled vacancies on
the Parks & Recreation Commission shall be appointed by the Mayor and Council Members for
District 1 and District 3 with the approval of the City Council.

Members of the Parks & Recreation Commission are subject to the provisions of the California
Political Reform Act and must file statements of economic interest each year and complete two
hours of ethics training every two years.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of five members to the Parks & Recreation Commission, the City
Clerk’s Office will update the commission roster and coordinate their oaths of office and the
filing of appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation
This action it does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

I am interested in continuing my particpation in the Parks and Rec Commission because I would like to
continue to contribute to our amazing city and community. I have served in the Parks and Rec
Commission for 1 year. I am mom of two kids who use the facilities and I have educational experience
in environmental issues and experience n project managment.

I am a retired freelance writer and public relations consultant who worked 40 years for several Fortune 500
companies, including Nissan, Anheuser-Busch, Sempra Energy and Marriott. I've found this training and
background very valuable in gaining information from city employees that may be of interest to the public.

Worked as a publicist for the Great America theme parks in Illinois and California. Each park attracted more than 2.5 million guests a
year. Was awarded the Public Relations Society of America's top award for the results achieved on behalf of EXPO 86, the World's
Fair in Vancouver. Familiar with what is required for parks to be attractive and suitable for public use. Have made use of Carlsbad
parks and pools over the years to prepare for local races, including the Carlsbad 5000 and Carlsbad Triathlon. Play golf twice a week.

Prior to Memorial Day 2017 I spearheaded the effort to place flags on the graves of all
veterans buried at Eternal Hills Cemetery in Oceanside.

I have proudly served on the board for the Parks and Rec since 2019. As a mom and a grandmom, I am a frequent
user of the Carlsbad parks, facilities and programs. I have served on many board as detailed below. As an attorney, I
am well acquainted with reviewing documents and codes and making recommendations for action plans. I have lived in
Carlsbad since 2012 and believe its one of the finest cities in San Diego county, especially considering our Parks.

Citizens Academy graduate in 2019. As a family we bike and hike and spend a lot of time at various Carlsbad
facilities. I am proud to participate as part of the city of Carlsbad and give back considering what Carlsbad has given
our family. I was very proud how our P&R departments handled things during COVID and look forward to continuing to
be involved in whatever capacity available. Will continue to serve on Carlsbad Tomorrow through its conclusion in
2023.

I have to sadly withdraw my application for Parks and Rec Commissioner. Our landlord gave us notice that she has
decided to move back in and it is looking increasingly challenging for us to stay in Carlsbad and specifically District 1
(though we are still looking). Although the move won't likely happen until the end of February, I don't want to waste the
time of the Council and would prefer to give someone else the opportunity to serve a complete term.
It has truly been a wonderful experience and a privilege to volunteer and serve the City of Carlsbad. I know the City and
the Parks and Rec staff will continue to do great things to continue making Carlsbad a wonderful place to live and visit.

Recreation Commission in December, 2021. I have attended all the meetings since without any abser:ices and I am

Dear Mayor Blackburn and City Council,
I am honored to be chosen as a finalist to serve on the Parks & Recreation
Commission. I feel that my background in journalism, public relations and world
class theme parks and attractions as well as my recent experience on the Carlsbad
Library Board of Trustees and service as an alternate Growth Management
Citizens Committee member brings a unique perspective to Parks & Recreation.
Early in my career I helped successfully introduce and act as media spokesperson
for the Great America theme parks in the Chicago and San Francisco Bay Areas. I
also helped promote and publicize Expo 86, the World's Fair in Vancouver. These
experiences underscored the importance of cleanliness, safety, maintenance,
accessibility, public input, communications and value that goes into a successful
park experience.
My training and experience in journalism and public relations has helped guide
me in raising questions that often reflect what the public and media wishes to
know about the operation and performance of an organization, a company or a
service.
In addition, my Carlsbad commissions experience has taught me the high value
our citizens place on their libraries, parks and recreational activities. They are
highly valued jewels in Carlsbad's crown and I welcome the opportunity to serve
as a conduit between our citizens and those who manage and operate the parks
and activities we treasure.
I realize time is short and I would have preferred to meet with each of you prior
to the vote. While this is probably not feasible I plan to attend the January 10 City
Council Meeting and would welcome any questions you may have for me at that
time.
