Adopt the following:

Executive Summary
The City Council is being asked to appoint three members to the city Planning Commission,
which reviews development projects and makes recommendations to the City Council regarding
implementation and updating of the city’s General Plan, among other duties.
The commission consists of seven members appointed by a majority vote of the City Council.
Members must be residents of Carlsbad and normally serve four-year terms.
Explanation & Analysis
Commissioner Peter Merz was reappointed in March 2020 for a term ending in December 2022.
Commissioner Merz is eligible for and seeking reappointment. This term will expire in
December 2026 to coincide with the term of the Mayor.
Commissioner Alicia Lafferty was initially appointed in February 2019 to fill the expired term of
Commissioner Marty Montgomery for a term ending in December 2022. Commissioner Lafferty
is eligible for and seeking reappointment. This term will expire in December 2026 to coincide
with the term of the nominating City Council Member from District 1.
Commissioner Joseph Stine was initially appointed to the Planning Commission in February
2019 to fill the expired term of Commissioner Jeff Segall for a term ending in December 2022.
Commissioner Stine is eligible for and seeking reappointment. This term will expire in
December 2026 to coincide with the term of the nominating City Council member from District
3.

The City Clerk’s Office received 19 applications from residents wishing to serve on the Planning
Commission. In accordance with City Council Policy No. 88, Mayor Blackburn, Council Member
Burkholder and Council Member Bhat-Patel have recommended the following three residents
to advance in the process and interview with the full City Council:
Mayoral recommendation
• Peter Merz – District 4 (seeking reappointment)
District 1 recommendation
• Alicia Lafferty – District 1 (seeking reappointment)
District 3 recommendation
• Joe Stine – District 4 (seeking reappointment)
Exhibit 4 contains the applications of those applicants moving forward in the interview process.
The Planning Commission, as defined in Carlsbad Municipal Code Section 2.24.020, consists of
seven members, and of three ex officio members: the City Engineer, City Attorney and City
Planner.
Carlsbad Municipal Code Section 2.15.050(2), which covers the general functions, powers, and
duties of boards and commissions, states, “Although each member of the City Council elected
by a district shall use his or her best efforts to appoint individuals residing in that district to
these commissions, members of the City Council may appoint individuals not residing in their
districts in their discretion in order to assure that the most interested and qualified individuals
serve on the commissions.”
According to City Council Resolution No. 2018-178, nominees to these scheduled vacancies on
the Planning Commission shall be appointed by the Mayor and Council Members for District 1
and District 3 with the approval of the City Council.

Members of the Planning Commission are subject to the provisions of the California Political
Reform Act and must file statements of economic interest each year, and complete two hours
of ethics training every two years.
The Maddy Act, California Government Code Sections 54970-54974, requires that on or before
December 31 of each year the legislative body shall prepare a local appointments list that
contains the appointive terms of board and commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term’s

expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications for any upcoming vacancies. These applications are available on the city’s
website and in the City Clerk’s Office.
Fiscal Analysis
This action has no financial impact.
Next Steps
Following the appointment of three members to the Planning Commission, the City Clerk’s
Office will update the commission roster and coordinate the oaths of office and the filing of the
appointees’ statements of economic interest and ethics training certificates.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.

Explanations
It is a privilege to serve our Carlsbad community on the Planning Commission and I hope to continue with this
important work. I have lived and worked in Carlsbad for over 20 years. My work in construction development is
tailored to meet a client's individual needs while finding responsible design solutions that respond to our
community.
Please describe your educational background
I received a Bachelor's in Architecture from Syracuse University, with particular emphasis on planning and
history. My background also includes teaching undergraduate architecture design at the New School of
Architecture and Design in San Diego and served as a visiting architectural critic at California Polytechnic
State University, San Luis Obispo.
Please describe relevant experience
Licensed through the California Architects Board, I have designed and permitted single and multifamily homes for construction
as a partner of an architectural design firm located in Carlsbad. A professional member of the American Institute of Architects
{AIA) and the National Council of Architectural Registration Certification (NCARB), I have served as a committee chair and as
a member of the license exam development team.

Community involvement includes being an active member of the St. Patrick Catholic Community, membership in
the Carlsbad Unified School District Parent Teacher Association (PTA) and a Parent Superintendent Advisory
Council. Volunteer experience includes the Casa de Luz, home-build program in Tijuana, Mexico and the San
Diego Breath of Hope annual lung cancer 5k walk, benefiting the UC San Diego Moores Cancer Center.

As a current commissioner, understanding the depth of the codes and the impact they play in the building landscape is very
helpful. Now having been on both sides of the podium, with practical knowledge successfully working through Carlsbad's
Community Development process, I understand what presenters experience when coming before the commission. I hope to
