Executive Summary The City Council is being asked to appoint one member to the Beach Preservation Commission, which advises the City Council and the City Manager on issues related to the erosion and protection of Carlsbad’s beaches, bluffs and lagoons. The commission consists of seven members. All members are appointed by the mayor and confirmed by the City Council. Members must be City of Carlsbad residents and normally serve four-year terms. Explanation & Analysis Commissioner Robert Ingersoll was appointed to the Beach Preservation Commission in June 2021, to fill the expired term of Commissioner Jennifer Bradley. Commissioner Ingersoll resigned in September 2022, leaving an unscheduled vacancy on the commission, with a term ending in June 2025. The City Clerk’s Office received 20 applications from residents wishing to serve on the Beach Preservation Commission. In keeping with City Council Policy Statement No. 88, the Mayor has recommended the following two residents wishing to serve on the commission to advance in the process and interview with the full City Council: •Cynthia Norall – District 1 •Susanne Stevens – District 3 Exhibit 2 includes applications for both residents. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before Dec. 31 of each year the legislative body must prepare a local appointments list that contains the appointive terms of board and commission members that will expire in the next calendar year, the name of the incumbent appointee, the date of appointment and the term expiration date. Based on the list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of one member to the Beach Preservation Commission, the City Clerk’s Office will update the commission roster and coordinate the oath of office and the filing of the appointees’ statements of economic interest and ethics training certificates. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. We are avid beachgoers, enjoying water sports such as kayaking, surfing, etc. and beach walkers and have studied climate impact on the coast. We educate ourselves about our environment and are interested in preservation. · Please describe your current or past community involvement chair of the CHS Water Polo Booster club (2013-2014), donated the water polo scoreboard at Monroe pool, sat on sevetal juvenile justice commissions with Carlsbad Police and San Diego County Attorney's office. Volunteered at Carlsbad Flower Fields and at Jefferson and Hope Elementary Schools. Participate and also had booths at Carlsbad Street Faire, volunteered at Carlsbad 5000 two years in a row as well as the Carlsbad ArtWalk two years in a row. Please list all service on boards, commissions or committees, private or public agencies, (including non-profit organizations) Current Board member of the Ca RT A scholarship foundation and chairperson of the scholarship foundation committee for high school students who want to be teachers. Ran two non-profits providing services for people/children with autism to access their community (including Carlsbad Village). Was clinical director of CASE, Inc. in the Village from 1999-2016. Involved in many community events with students with autism. Additional information or comments My family has been in Carlsbad over 30 years, contributing to the community. We love this community and I would embrace an opportunity to become involved in the city in which I live. I'm recently semi-retired after closing my company in the village in 2016.
