All public meetings will comply with public noticing requirements in the Brown Act and will be made accessible electronically to all members of the public seeking to observe and address the CEA Joint Powers Authority Board of Directors. BOARD COMMENTS & ANNOUNCEMENTS: Board Member Acosta commented regarding the Carlsbad Green Business Expo. REPORT FROM COMMUNITY ADVISORY COMMITTEE CHAIR REGARDING APRIL 7, 2022, MEETING: Committee Chair Worden reported on the CAC meeting and commenting on the enthusiasm of the group. PRESENTATIONS: None PUBLIC COMMENT: None APPROVAL OF MINUTES January 13, 2022, Adjourned Meeting January 27, 2022, Special Meeting January 27, 2022, Regular Meeting ACTION: Approved unanimously, 4/1 with Member Walton abstaining. Consent Calendar Item 1: Reconsideration of the Circumstances of the COVID-19 State of Emergency to Determine Whether the Legislative Bodies of Clean Energy Alliance will Continue to Hold Meetings Via Teleconferencing and Making Findings Pursuant to Government Code Section 54943(e) RECOMMENDATION To continue meetings by teleconferencing pursuant to Government Code Section 54943(e), finding that: (1) the Board has reconsidered the circumstances of the state of emergency created by the COVID-19 pandemic; and (2) the state of emergency continues to directly impact the ability of the members to meet safely in person. ACTION: Approved unanimously, 5/0 Clean Energy Alliance Board Meeting Action Agenda April 21, 2022 2 CLEAN E NERGY A L LIANC E ACTION AGENDA New Business Item 2: Clean Energy Alliance Chief Executive Officer Operational, Administrative and Regulatory Affairs Update RECOMMENDATION 1) Receive and file Community Choice Aggregation Update Report from Chief Executive Officer. 2) Receive and file Community Choice Aggregation Regulatory Affairs Report from Special Counsel. ACTION: Board received report. By unanimous vote 5/0, the Board directed staff to return with a letter to the California Public Utilities Commission (CPUC) in opposition to AB 2838. Item 3: Clean Energy Alliance Board Appoint an Ad-Hoc Board Subcommittee for Purpose of Evaluating General Counsel Request for Qualifications Responses and Making Recommendation to the Board for Selection to Award Contract RECOMMENDATION Clean Energy Alliance Board appoint an ad-hoc Board Subcommittee for purpose of evaluating General Counsel Request for Proposal responses and making recommendation to the Board for selection to award contract. ACTION: Approved unanimously, 5/0. Item 4: Appoint Vice Chair Druker and Board Member Acosta to serve as the Ad-Hoc Board Subcommittee. Consider Special Clean Energy Alliance Board Meeting on May 19, 2022, for Purpose of Reconsideration of the Circumstances of the COVID-19 State of Emergency to Determine Whether the Legislative Bodies of Clean Energy Alliance will Continue to Hold Meetings Via Teleconferencing and Making Findings Pursuant to Government Code Section 54943(e) RECOMMENDATION Schedule Specia l Clean Energy Alliance Board meeting on May 19, 2022, for purpose of reconsideration of the circumstances of the COVID-19 state of emergency to determine whether the legislative bodies of Clean Energy Alliance will continue to hold meetings via teleconferencing and making findings pursuant to Government Code Section 54943(e). ACTION: Approved unanimously, 5/0.
