Background The 2023 Sidewalk Construction Project is part of the city’s ongoing Sidewalk/Street Construction Program, Capital Improvement Program, or CIP, Project No. 6002-23. The project will improve sidewalk segments within the city’s right-of-away, in accordance with city standards. The city developed and adopted the Pedestrian Master Plan, or PMP, in 2008 and subsequently the Sustainable Mobility Plan, or SMP, in 2021 to help guide the future development and enhancement of pedestrian facilities within the city with the intent to make walking an integral mode of transportation in the city. The objective of the project is to design and construct missing links of sidewalk throughout the city. The SMP developed a list of specific project improvements for high priority project areas across the city. In accordance with the SMP sidewalk priority list and input from the community, staff proposes the following sidewalk improvement locations: •Garfield Street (west side) between Chinquapin Avenue and Olive Avenue •Garfield Street north of Chinquapin Avenue •La Costa Avenue (south side) west of Nueva Castilla Way •La Costa Avenue (south side) between Nueva Castilla Way and Vieja Castilla Way •South of Sequoia Avenue between Carlsbad Boulevard and Garfield Street •South side of Juniper Avenue between Garfield Avenue and eastern terminus •South side of Chestnut Avenue between Garfield Avenue and Washington Street •South side of Chestnut Avenue between Coastal Rail Trail and Roosevelt Street Dec. 5, 2022 Item #1 Page 1 of 22 • East side of Lincoln Street from Pine Avenue to Walnut Avenue • La Costa Avenue (south side) across from property located at 2500 La Costa Avenue • College Boulevard west of Palomar Point Way • El Fuerte Street between Cacatua street and Chorlito Street • El Fuerte Street between Bolero Street and Ridgeline Trail • Cazadero Drive between Corintia Street and Abejorro Street • Rancho Santa Fe Rd. (City limit near City of Encinitas) Next Steps Following the Traffic and Mobility Commission’s review, staff will retain a consultant to prepare the project plans, specifications and cost estimates. Staff will then bring a staff report to the City Council in late 2023 with a recommendation to approve the project plans and specifications and authorize the City Clerk to advertise for construction bids for the project. After the bidding process is complete, the project will be brought back to the City Council with a request to award a construction contract to the lowest responsive and responsible bidder, which is expected to be in early 2024. Construction is targeted to start in early 2024 and be complete in mid-2024. Exhibits 1. Staff considered the adopted SMP in determining the proposed locations for sidewalk improvements , as well as community feedback.
