2. Bring TWO corrected set of plans and calculations/reports to lnterwest, 9320

remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire
Departments.

City of Carlsbad requires that all projects that qualify for CAP compliance will
require a completed Climate Action Plan (CAP) Consistency Checklist (city form B-
50) to be completed by the APPLICANT.
For plans submitted to the City the following Climate Action Plan requirements
apply, per Carlsbad ordinance:
The applicant is to fill out the B-50 CAP Consistency Checklist. The scope of
work and project valuation will determine which sections of the CAP are required.
Plan examiners review the B-50 CAP Consistency Checklist for completion. For
example: If new residential construction is the scope of work, CAP sections 2A,
3A, and 4A are required to be filled on the 8-50 checklist.

This plan review is limited to the technical requirements contained in the California Residential
Code, California Building Code, California Plumbing Code, California Mechanical Code,
California I Electrical Code and state laws regulating energy conservation, noise attenuation and
access for the disabled. This plan review is based on regulations enforced by the Building
Department. You may have other corrections based on laws and ordinance by the Planning
Department, Engineering Department, Fire Department or other departments. Clearance from
those departments may be required prior to the issuance of a building permit.
Present California law mandates that construction comply with the 2019 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2019 CRC, 2019 CBC,
2019 CPC, 2019 CMG and 2019 CEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2019 California Building Code, the approval of the plans does not permit the violation of any
state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

Please make all corrections, as requested in the correction list. Submit FOUR new
complete sets of plans for commercial/industrial projects (THREE sets of plans for
residential projects). For expeditious processing, corrected sets can be submitted
in one of two ways:
1. Deliver all corrected sets of plans and calculations/reports directly to the City of
Carlsbad Building Department, 1635 Faraday Ave., Carlsbad, CA 92008, (760)
602-2700. The City will route the plans to lnterwest and the Carlsbad Planning,
Engineering and Fire Departments.
2 . .Bring TWO corrected set of plans and calculations/reports to lnterwest, 9320
Chesapeake Drive, Suite 208, San Diego, CA 92123, (858) 560-1468. Deliver all
remaining sets of plans and calculations/reports directly to the City of Carlsbad
Building Department for routing to their Planning, Engineering and Fire

City of Carlsbad requires that all projects that qualify for CAP compliance will
require a completed Climate Action Plan (CAP) Consistency Checklist (city form B-
50) to be completed by the APPLICANT.
For plans submitted to the City the following Climate Action Plan requirements
apply, per Carlsbad ordinance:
A. The applicant is to fill out the B-50 CAP Consistency Checklist. The scope
of work and project valuation will determine which sections of the CAP are
required.
B. Plan examiners review the B-50 CAP Consistency Checklist for
completion. For example: If new residential construction is the scope of
work, CAP sections 2A, 3A, and 4A are required to be filled on the B-50
checklist.
C. Only for projects that require CAP compliance: DO NOT APPROVE THE
PLANS UNTIL THE 8-55 CAP PLAN TEMPLATE IS COMPLETED
(MATCHING THE 8-50 APPLICATION) AND IMPRINTED ONTO THE
PLANS. THE 8-55 FORM IS LOCATED AT THE END OF THE 8-50
FORM.

plans: "Submittal documents for deferred submittal items shall be submitted to
the registered design professional in responsible charge, who shall review them
and forward them to the building official with a notation indicating that the
deferred submittal documents have been reviewed and that they have been
found to be in general conformance with the design of the building. The deferred
submittal items shall NOT be installed until their design and submittal documents
have been approved by the building official."
Specify on the plans the following information for the skylights, per Section
R106.1.1 :

Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1 /150 of attic area ( or 1 /300 of attic area if at least 40% (but not more
than 50%) of the required vent is located no more than 3' below the ridge) and

remaining vents located at the lower third of the of the attic space. Show on the
plans the area required and area provided. Section R806.2.
9. Enclosed rafter spaces do not require venting if the following specific insulation
design is used, per Sections R806.5/EM3.9.6:
♦ If the insulation is air-permeable and it is installed directly below the roof
sheathing with rigid board or sheet insulation with a minimum R-5 value installed
above the roof sheathing. (or)
• If the insulation is air-impermeable and it is in direct contact with the underside
of the roof sheathing. (or)
• If two layers of insulation are installed below the roof sheathing: An air-
impermeable layer in direct contact with the underside of the roof sheathing and
an additional layer of air permeable insulation installed directly under the air-
impermeable insulation.
10. Where eave vents are installed, insulation shall not block the free flow of air. A
minimum of 1" of air space shall be provided between the insulation and the roof
sheathing. To accommodate the thickness of insulation plus the required 1"
clearance, member sizes may have to be increased for rafter-ceiling joists.
Section R806.3.
11 . Note on plans that surface water will drain away from building and show drainage
pattern. The grade shall fall a minimum of 6" within the first 10 feet. Section
R401 .3
12. For garage conversions: CRC Section R506 requires a vapor retarder for all
slabs below conditioned space. Please provide verification that a vapor retarder
was installed at the time of construction; or demonstrate how slab will be
moisture proofed. Include product manufacturer, method of application, and ICC
(or equal) approval. (if the existing garage convert to JADU?)
13. Provide complete structural calculation (vertically and lateral) for the ADU.
14. Detail uplift resistance of trusses and/or rafters per CRC Table R802.11 at
supporting wall assemblies.
15. Provide truss details and truss calculations for this project. Specify truss
identification numbers on the plans.
16. Please provide evidence that the engineer-of-record (or architect) has reviewed
the truss calculation package prepared by others (i.e., a "review" stamp on the
truss calculations or a letter). CBC Section 107 .3.4.1.
17. Show on the plans the location, type and size (Stu's) of all heating and cooling
appliances or systems. Is the heating for ADU FAU? Or Heat pump? Please
clarify and match T-24.

18. Note that passageway to the mechanical equipment in the attic shall be
unobstructed, have continuous solid flooring not less than 24 inches wide, and be
not more than 20 feet in length from the access opening to the appliance. CMC
Section 304.4.1.
19. Show a permanent electrical receptacle outlet and lighting fixture controlled by a
switch located at the entrance for furnaces located in an attic. CMC Section
304.4.4
20. Detail the dryer exhaust duct design from the dryer to the exterior. The maximum
length is 14 feet with a maximum of two 90-degree elbows or provide the
manufacturer's duct length specification description on the plans: Include the
dryer specifications (manufacturer, model, and fuel type) as well as the duct
description (size and type). CMC Section 504.4.2.1.
21. Show how makeup air will be provided for the washer and dryer enclosure. The
code requires an opening with a minimum of 100 square inches of makeup air
(can be louvered door). CMC 504.4.1
22. Show on the plan the amperage of the electrical service, the location of the
service panel and the location of any sub-panels. If the service is over 200
amperes, submit a single line diagram, panel schedules, and provide service
load calculations.
23. Include on the plans the following specifications for electrical devices installed in
dwellings: CEC Article 210 & 406
a) GFCI protected outlets for locations described in NEC 210.8(A):
Laundry areas, kitchen dishwashers, kitchens, garages,
bathrooms, outdoors, within 6' of a sink, etc.
24. For a single-family dwelling unit (and for each unit of a duplex), show that at least
one receptacle outlet accessible at grade level will be installed outdoors at the
front and back of the dwelling. CEC Article 210.52(E). This receptacle must be
GFCI protected.
25. Show on the plans that countertop receptacle outlets comply with CEC Article
210.52(C): In kitchens a receptacle outlet shall be installed at each counter
space 12 inches or wider; Receptacles shall be installed so that no point along
the wall line is more than 24 in ches; Island and peninsular countertops 12 inches
by 24" long (or greater) shall have at least one receptacle. (Counter top spaces
separated by range tops, refrigerators, or sinks shall be considered as separate
counter top spaces).
26. Per CEC Article 210.11 (C)1, note on the plans that there will be a minimum of 2
small appliance branch circuits within the locations specified in Article 210.52(8),
i.e., kitchen and dining areas.

27. Per CEC Article 210.11 (C)3, note on the plans that bathroom circuiting shall be
either:
a) A 20-ampere circuit dedicated to each bathroom, or
b) At least one 20 ampere circuit supplying only bathroom
receptacle outlets.
28. Show on the plans a wall receptacle within 36" of each lavatory in the bathroom.
CEC 210.52(0).
29. An ADU may have a separate utility service installed, or sub fed via existing
service with adequate capacity. ADU's require electrical load calculations per CEC
220.83 to justify existing electrical service size is adequate.
30. A separate (detached building with a separate foundation and slab) ADU requires
a separate ground electrode system per CEC 250.32 (UFER and cold water bond)
31 . Two instantaneous water heater is shown on the plans. Please include a gas
pipe sizing design (isometric or pipe layout) for all gas loads. Show gas meter
location, development length for all gas appliances, gas demand for all gas
appliances and gas line size.
a) The gas pipe sizing for a tank type water heater shall be based
upon a minimum 200,000 Btu gas input rating. Energy Standards
150.0(n).
32. Specify on the plans: Water conserving fixtures, and showerheads may not
exceed 1.8 GPM of flow. CPC Sections 407, 408, 411 , 412. Note under general
notes on sheet 1.0 shows wrong information.
33. Specify on the plans whether the existing house was built before or after 1994.
For additions or improvements to a residence built before 1994, note on the
plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush ,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced . Certification of compliance shall be given to the building
inspector prior to final permit approval. California S8407.
34. Include on the Title Sheet of the plans the following statement: "Compliance with
the documentation requirements of the 2019 Energy Efficiency Standards is
necessary for this project. Registered, signed, and dated copies of the
appropriate CF1 R, CF2R, and CF3R forms shall be made available at necessary
intervals for Building Inspector review. Final completed forms will be available for
the building owner."
35. A photovoltaic system meeting the minimum qualification requirements as
specified in Joint Appendix JA 11 , with annual electrical output equal to or greater

than the dwelling's annual electrical usage as determined by equation 150.1-C is
required. ES Section 150.1 (c)14. Please specify on the title sheet of the plans
that this is to be a deferred submittal (if deferred submittals are allowed by the
jurisdiction).
36. Instantaneous water heaters shall have isolation valves on both the cold and the
hot water piping leaving the water heater complete with hose bibs or other fittings
on each valve for flushing the water heater when the valves are closed. ES 110.3
37. All domestic hot water piping to have the following minimum insulation installed:
½" pipe (1/2" insulation);¾" pipe (1" insulation); 1" to 1-½" pipe (1-½"
insulation). CPC 609.11 & ES 150.0G)
a) Additionally, the½" hot water pipe to the kitchen sink, and the
cold-water pipe within 5' of the water heater both require 1"
minimum insulation. ES 150.00)

38. All installed luminaires shall be high-efficacy in accordance with ES TABLE
150.0-A.
a) Luminaries must have a label certified for airtight construction.
b) Light sources that are not marked "JAB-2019-E" shall not be
installed in enclosed luminaires. ES 150.0(k)
39. In bathrooms, garages, laundry rooms, and utility rooms at least one luminaire
shall be controlled by a vacancy sensor.
40. Dimmers or vacancy sensors shall control all LED style luminaires. Two
exceptions: Fixtures installed in hallways or (closets under 70 square feet).
41 . Recessed can light fixtures shall be IC listed , air-tight labeled, and not be
equipped with a standard medium base screw shell lamp holder. ES 150.0(k)

42. Kitchens require exhaust fans with a minimum 100 cfm ducted to the exterior.
Detail compliance by including a complying exhaust fan or a ducted range hood
to the exterior.
43. Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior.
A bathroom is defined "as a room with a bathtub, shower, or spa or some similar
source of moisture".
44. Residential bathroom exhaust fans shall be energy star rated and shall be control
by a humidistat capable of an adjustment between 50 and 80% humidity.
CalGreen 4.506.1. Exception: Control by a humidistat is not required if the
bathroom exhaust fan is also the dwelling whole house ventilation.
45. Mechanical whole house ventilation must be provided . Identify the fan providing
the whole house ventilation (complete with CFM and Sone rating) on the
floorplans.

1. An efficiency kitchen is required . Appliances that require electrical service greater
than 120 volts, or natural or propane gas, are not allowed
2. Electrical panels. JADUs must have electrical circuits completely independent of
the main dwelling unit. If this is not feasible, the electrical panel serving the main
dwelling unit may be approved for this use. This panel must be in a common area
with direct access from both units.
3. The JADU and the primary dwelling unit shall have separate, independent water

apply to their project. This completed checklist (B-50) must be included with the building permit application. The Carlsbad
Municipal Code (CMC) can be referenced during completion of this document by clicking on the provided links to each
municipal code section.
