CALL TO ORDER: 5:31 p.m.
ROLL CALL: Martinez, Thorp, Allemann, Steketee, Sebahar and Winston.
Absent: Luna arrived at 5:34 p.m.
PLEDGE OF ALLEGIANCE: Commissioner Thorp led the Pledge of Allegiance.
ANNOUNCEMENTS: None.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Oct. 17, 2022
Motion by Commissioner Thorp, second by Commissioner Allemann, to approve the minutes as
presented. Motion carried, 6/0/0/1 (Luna – Absent).
PRESENTATIONS: None.
CONSENT CALENDAR: None.
PUBLIC COMMENT: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1.REPORT ON DATA COMPILED FOR THE PARKS & RECREATION MASTER PLAN UPDATE
Receive an informational report on a portion of the data compiled in preparation for the Parks
& Recreation Department’s Master Plan Update. (Staff Contact: Mick Calarco, Parks & Recre-
ation Department)
Next Practice Partners Chief Executive Officer Neelay Bhatt and Project Consultant Tiffany
White-Lapierre presented the PowerPoint presentation on the Parks & Recreation Depart-
ment Master Plan Update (on file in the Office of the City Clerk).
Douglas Gore spoke of the popularity of pickleball and the need for additional facilities.
Amber Kaufman explained the benefits of pickleball and the need for additional courts.
Ken Alexander discussed the health benefits of pickleball and the need for additional courts.
Commission received the report.

2. PARKS & RECREATION COMMISSION WORK PLAN FOR FY 2022-23
Review, edit as needed, and adopt the Commission’s work plan for Fiscal Year 2022-23, and
recommend approval by the City Council. (Staff Contact: Mick Calarco, Parks & Recreation De-
partment)
Parks & Recreation Director Kyle Lancaster presented a PowerPoint presentation (on file in
the Office of the City Clerk) of the current work plan for 2021-22 for review and solicited any
comments or edits from commissioners.
Motion by Commissioner Winston, second by Commissioner Steketee, to approve the recom-
mended work plan. Motion carried unanimously, 7/0.
3. PARKS & RECREATION DEPARTMENT REPORT
Receive a report on recently completed and upcoming Parks & Recreation Department activi-
ties, donations and grants, as well as other topics of interest. (Staff Contact: Mick Calarco,
Parks & Recreation Department)
Parks & Recreation Director Kyle Lancaster and Parks Services Manager Todd Reese presented
a PowerPoint presentation (on file in the Office of the City Clerk) reporting on recently com-
pleted and upcoming Parks & Recreation Department activities as well as other topics.
Commission received the report.
