Executive Summary Mick Calarco, Recreation Services Manager and Todd Reese, Parks Services Manager will report on recently completed and upcoming parks and recreation activities, and other topics of local interest. Exhibits 1.Department report PARKS & RECREATION COMMISSION Staff Report Exhibit 1 PARKS & RECREATION DEPARTMENT REPORT Jan. 23, 2023 GENERAL & RECREATION Alga Norte Aquatics Center Weekday Maintenance Hour Beginning Jan. 2, 2023, staff reinstated the weekday maintenance hour that was temporarily eliminated during modified COVID-19 pandemic operations. Alga Norte Aquatics Complex now closes from 11 a.m. – 12 p.m. Monday through Friday, to perform routine facility and equipment maintenance and cleaning, including but not limited to manually vacuuming the pool, addressing pool chemical needs, cleaning the front lobby, hosing the locker rooms, stocking, and deck cleaning. Leo Carrillo Ranch Historic Park Hacienda Area Closure The Hacienda area will be closed to the public, Dec. 5, 2022 – Feb. 28, 2023, for a scheduled preservation maintenance and reroofing project. The Hacienda area includes, the hacienda main and bedroom wings (interior and exterior), courtyard, upper and lower flagstone patios, walkways, lawns, the reflecting pool, cabana, and the wash house. Self-guided walking and monthly botanical tours will be modified to bypass the closure. Guided walking tours (offered Saturday and Sunday, at 10 a.m. & 1 p.m.) will continue as scheduled and be modified to bypass the closure. All other visitor services and programs are unimpacted. Youth Enrichment Services Community Resource Fair On Dec. 15, Parks & Recreation Department staff collaborated with Carlsbad Unified School District and San Diego County to host a Community Resource Fair at the Pine Avenue Community Center. Over 50 members of Youth Enrichment Services (YES) were in attendance and sharing resources to include San Diego County Live Well, Health and Human Services in Equity and Inclusion, Social and Emotional Resources, Suicide Prevention, Trans Family Support Services, Vista Community Clinic, TrueCare, North County Lifeline, Move Your Feet Before You Eat Running Club, New Village Arts Theatre, San Diego Pace Care for the Elderly, Jewish Family Services, NAMI San Diego, North Coastal Prevention Coalition, San Dieguito Alliance, Interfaith Services, Carlsbad Village Merchants Association, Behavioral Health Services, Mira Costa College and the North County daily Star online newspaper to cover the fair. The fair showcased free and affordable community services for youth, families, and seniors. The energy in the room was electric as community connectors networked to collaborate on future projects for the benefit of Carlsbad’s youth, families, and seniors. Pine Avenue Park Community Center Green Certification Thanks in part to the efforts and leadership of Recreation Supervisor Kevin Gohres, the Pine Avenue Park Community Center is now officially certified Tier 2 Level by the City of Carlsbad Green Business Program (CAGBP), and officially a member of the California Green Business Network (CAGBN). •Switching commercial printer to use vegetable-based inks •Adding a composting program to divert food from the landfill •Co-locating landfill, compost, and recycling bins •Using clearly marked educational signage •Adjusting water fixtures to reduce water use •Eliminating Keurig coffee machine •Switching to eco-friendly kitchen products •Shifting to copy paper with recycled content •Donating the state rebate to support another small business This recognition signifies that the city is conducting business using strategies aimed at improving employee wellness and productivity, energy savings, water efficiency, resource stewardship, and greenhouse gas reduction. Item #2 Page 2 of 4 {city of Carlsbad Parks & Recreation Item #2 Page 3 of 4 Friday Night Out Mask Party On Friday night, over 200 students flocked to the Pine Avenue Community Center for a fun evening of esports, dancing, creative crafts and traditional games, topped off with healthy social interactions and yummy snacks. A great time was had by all in attendance. The Friday Night Out Mask Party, hosted by the City of Carlsbad in collaboration with the San Diego County Office of Education Club Live and Valley Middle School Club Live students, was a smashing success. A parent of event participants commented, “I'm just writing to say how much fun our kids had at the middle school party at Pine Community Center last Friday . . . our kids were super stoked on the activities, dancing, and mask craft. They also said that staff were always available . . . I just want you to know that we continue to be impressed with the level of service you and your staff provide. You have such cool camps and events for teens . . .” Teen events at the Pine Avenue Community Center have officially returned. Next month, the city will welcome the return of AMPED, Music & Arts Throwdown on Feb. 11, 2023 from 7 p.m. – 10 p.m., to showcase the talented high school musicians and artists in Carlsbad. Everyone is invited and if you know a high school band that is ready to perform, have them apply. Carlsbad Marathon, Half Marathon & 5K Despite challenging weather, Sunday’s event was huge success! It was a perfect morning for a run (or walk), cloudy and cool. There were 6,554 registered participants and 5,265 finishers across all three events. Participants were motivated by the incredible coastal views, the live bands staged at each mile and spectators and volunteers cheering along course. A sincere thank you to staff from Public Works, Police and Fire departments for their outstanding efforts this weekend and helping ensure a safe and successful event. Epic Tween Night is Coming It will be a perfect night for a tween party! On Saturday, Feb. 25, 2023 tweens may be dropped off at Calavera Hills Community Center beginning at 6 p.m. for an exciting night complete with a giant inflatable slide, virtual reality, video games, photo booth, competitions, and dodgeball. Admission is $10 per person (online and at the door), and food and beverage will be available for purchase. The event is open only to tweens (5th – 8th grade). City staff and Marine Corps volunteers will chaperone event. All activities are included with admission. PARKS Veterans Memorial Park On May 16, 2022, the Parks & Recreation Commission accepted the final Veterans Memorial Park Maser Plan. Then, on June 15, 2022, the Planning Commission adopted Resolution No. 7453, approving a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for Veterans Memorial Park; and Resolution No. 7454, approving Conditional Use Permit CUP 2021-0014, Coastal Development Permit CDP 2021-0052, Hillside Development Permit HDP 2021-0006, and Habitat Management Plan Permit HMP 2021-0006 for Veterans Memorial Park. On July 26, 2022, the City Council adopted the final Veterans Memorial Park Master Plan, and made a finding of compliance with the Citywide Facilities and Improvements Plan Parks Performance Standard. The associated staff report remains posted to city’s web site: City Council Meetings | Carlsbad, CA (carlsbadca.gov). Staff is now coordinating with the design firm on the development of the park’s construction plans and specifications. Staff returned redline comments to the consultant for the 90% complete construction document set on Nov. 21, 2022. Those comments and revisions will be incorporated into the 100% complete construction document set. The 100% complete construction document set is anticipated to be distributed to various city departments to begin the permit review process by Spring 2023. The target period for concluding the park’s construction is Spring 2025. Item #2 Page 4 of 4 Monroe Street Pool Renovation/Replacement Project Three design concept options were developed for this project, each with increased scope and cost. An agenda item on the project was presented at the Parks & Recreation Commission Meeting of Jan. 25, 2021, and the City Council Meeting of Jan. 26, 2021. Both bodies approved Concept 3, with the City Council directing staff to pursue a Proposition H ballot measure for the project on the June 7, 2022 Primary Election. On Feb. 22, 2022, an agenda item was presented to the City Council recommending deferring the timing of a Proposition H ballot measure for the project to an election cycle to be determined at a later date. City Council approved the deferral, with the item to be reconsidered in time for a ballot measure to be placed on the November 2022 election. On June 21, 2022, the City Council adopted a resolution approving the ballot measure language on this project for the November 2022 election. The ballot measure was passed by the voters. On Feb. 14, 2023, the City Council will receive a staff report and presentation seeking direction on moving forward with the design and preparation of construction plans and specifications for Concept 3 of the project, and authorizing an amendment to the existing agreement with the design firm, LPA, to perform the related services. Stagecoach Park Community Garden Project Staff received cost proposals for professional design services for a community garden at the area of the park formerly used as a maintenance yard. Staff completed its evaluation of the proposals and selected a design firm to provide the requisite services. A task order for those services was executed and the kickoff meeting with the design firm, Rick Engineering, was held on Nov. 9, 2022. Staff reached out to representatives of the Carlsbad Community Garden Collaborative to get feedback on a similar project recently completed at the Pine Avenue Park Community Garden, which will serve as a template for the Stagecoach Park Community Garden. Initial conceptual drawings were delivered to staff on Dec. 20, 2022, and our staff has subsequently provided feedback to the consultant team. The construction document set is anticipated to be bid in Spring 2023 and construction work completed by the end of Fall 2023. Robertson Ranch Park RFQ for Design Services (District 2) - The Request for Qualifications for design services for Robertson Ranch Community Park was released on Planet Bids on Wednesday Nov. 9, 2022. A pre-bid meeting was held, and staff prepared responses to bidders’ questions. Five proposals were received on Jan. 5, 2023 and are currently being evaluated by staff. Interviews of the top-rated firms are scheduled to be held in early February 2023. Staff anticipates docketing a City Council agenda item for the award of a professional services agreement to a design firm in late March 2023. Trail Volunteers Events On Nov. 19, 2022, from 8:30 to 11:30 a.m., a trails volunteer event was held at the Old Rancho Santa Fe Trail. City staff were joined by 28 volunteers who donated a collective 70 hours of their time to repair erosion on the decomposed granite trail surface caused by the recent heavy rainstorm. Volunteers also placed water bars to prevent future erosion. In addition, they trimmed back vegetation growing onto the trail, picked up litter, and repaired fencing. The next trails volunteer event will be held on Feb. 11, 2023, from 8:30 a.m. to 11:30 a.m. at The Ranch Trail.
