Executive Summary The Human Resources Department works with city departments throughout the year to ensure job classifications reflect current duties and qualifications. Job classifications may be added, revised, or eliminated to align with operational changes or changes to service delivery. This staff report recommends: •Revising the Supervisory Control and Data Acquisition, or SCADA, Technician job classification •Approving a new classification, Utility Locator •Revising the Carlsbad City Employees’ Association Salary Schedule. Under Section 3 of the city’s Personnel Rules, before any job classification becomes effective, it must first be approved by a resolution of the City Council at a public meeting. Carlsbad Municipal Code Section 2.44.020 – Personnel officer requires any changes to the CCEA Salary Schedule to be approved by a resolution of the City Council at a public meeting. Jan. 24, 2023 Item #8 Page 1 of 25 Explanation & Analysis SCADA Technician The current SCADA Technician job classification needs to be updated to reflect changes in the position’s job duties as a result of the implementation of the new SCADA system, which enables the city to remotely monitor and control water and wastewater facilities. Staff propose changing the job classification title from “SCADA Technician” to “SCADA and Instrumentation Technician” and creating a senior-level classification that establishes a job family. The senior-level SCADA and Instrumentation Technician works with a greater degree of autonomy and has a higher level of responsibilities than the entry-level SCADA and Instrumentation Technician position. The creation of a senior-level classification and establishment of a job family would allow for greater flexibility and developmental opportunities for staff. Based on a compensation study, the Senior SCADA and Instrumentation Technician job classification would replace the SCADA and Instrumentation Technician at Grade 103 and the SCADA and Instrumentation Technician would be at Grade 98 on the CCEA Salary Schedule. Attachments 2 and 3 show the proposed changes. Utility Locator Staff are also asking the City Council to approve a new classification, Utility Locator, a position approved by the fiscal year 2022-23 budget. The Utility Locator would be a member of the Utilities Department responsible for marking the location of the city’s underground water and sewer piping systems, and minor construction inspection duties under close supervision, along with other related duties. A compensation study indicates that the Utility Locator should be placed at Grade 66 on the CCEA Salary Schedule. Salary schedule Human Resources staff have reviewed market survey data and determined the salary range for these classifications in accordance with City Council’s desire to maintain competitive levels of compensation and benefits. In keeping with the city’s Personnel Rules, the city has met and conferred with CCEA representatives on the changes affecting the represented employees. With the City Council’s approval, as required by Carlsbad Municipal Code Section 2.44.020(D), the CCEA Salary Schedule will be revised accordingly. Fiscal Analysis No additional funding is being requested and there is no expected additional fiscal impact because no additional positions are being requested and the salary range will remain the same. The Utility Locator position was approved by the fiscal year 2022-23 budget and this staff report only requests approval of its classification and salary range. Next Steps Staff will revise the SCADA Technician job classification to create the SCADA and Instrumentation Technician job family, finalize the Utility Locator classification, and amend the CCEA Salary Schedule to show the three classifications. Incumbents provide input on design and perform maintenance, programming, and repair of the C ity's electrical instrumentation and SCA DA systems.
