Association Salary Schedule

Recommended Action
Adopt a resolution approving the revision of the existing SCADA Technician job classification,
approving a new classification, Utility Locator, and revising the Carlsbad City Employees’
Association Salary Schedule.
Executive Summary
The Human Resources Department works with city departments throughout the year to ensure
job classifications reflect current duties and qualifications. Job classifications may be added,
revised, or eliminated to align with operational changes or changes to service delivery.
This staff report recommends:
•Revising the Supervisory Control and Data Acquisition, or SCADA, Technician job
classification
•Approving a new classification, Utility Locator
•Revising the Carlsbad City Employees’ Association Salary Schedule.
Under Section 3 of the city’s Personnel Rules, before any job classification becomes effective, it
must first be approved by a resolution of the City Council at a public meeting.
Carlsbad Municipal Code Section 2.44.020 – Personnel officer requires any changes to the CCEA
Salary Schedule to be approved by a resolution of the City Council at a public meeting.

Explanation & Analysis
SCADA Technician
The current SCADA Technician job classification needs to be updated to reflect changes in the
position’s job duties as a result of the implementation of the new SCADA system, which enables
the city to remotely monitor and control water and wastewater facilities.
Staff propose changing the job classification title from “SCADA Technician” to “SCADA and
Instrumentation Technician” and creating a senior-level classification that establishes a job
family. The senior-level SCADA and Instrumentation Technician works with a greater degree of
autonomy and has a higher level of responsibilities than the entry-level SCADA and
Instrumentation Technician position.
The creation of a senior-level classification and establishment of a job family would allow for
greater flexibility and developmental opportunities for staff. Based on a compensation study,
the Senior SCADA and Instrumentation Technician job classification would replace the SCADA
and Instrumentation Technician at Grade 103 and the SCADA and Instrumentation Technician
would be at Grade 98 on the CCEA Salary Schedule. Attachments 2 and 3 show the proposed
changes.
Utility Locator
Staff are also asking the City Council to approve a new classification, Utility Locator, a position
approved by the fiscal year 2022-23 budget. The Utility Locator would be a member of the
Utilities Department responsible for marking the location of the city’s underground water and
sewer piping systems, and minor construction inspection duties under close supervision, along
with other related duties. A compensation study indicates that the Utility Locator should be
placed at Grade 66 on the CCEA Salary Schedule.
Salary schedule
Human Resources staff have reviewed market survey data and determined the salary range for
these classifications in accordance with City Council’s desire to maintain competitive levels of
compensation and benefits.
In keeping with the city’s Personnel Rules, the city has met and conferred with CCEA
representatives on the changes affecting the represented employees. With the City Council’s
approval, as required by Carlsbad Municipal Code Section 2.44.020(D), the CCEA Salary
Schedule will be revised accordingly.
Fiscal Analysis
No additional funding is being requested and there is no expected additional fiscal impact
because no additional positions are being requested and the salary range will remain the same.
The Utility Locator position was approved by the fiscal year 2022-23 budget and this staff report
only requests approval of its classification and salary range.
Next Steps
Staff will revise the SCADA Technician job classification to create the SCADA and
Instrumentation Technician job family, finalize the Utility Locator classification, and amend the
CCEA Salary Schedule to show the three classifications.

Environmental Evaluation
This action does not require environmental review because it does not constitute a project

WHEREAS, the City Council of the City of Carlsbad, California ("City Council") has determined

and
WHEREAS, the City Council has determined the need to revise the Carlsbad City Employee

SENIOR SCADA & INSTRUMENTATION TECHNICIAN
DEPARTMENT: UTILITIES
BASIC FUNCTION:
Under general supervision incumbents will develop, integrate, install, operate, and
maintain the City's supervisory control and data acquisition (SCADA) system. This
includes Operational Technology (OT) hardware and software, human machine interfaces
(HM ls), programmable logic controllers (PLCs), remote telemetry units (RTUs), radio
communication systems, computer systems, and other electrical instrumentation. May
also perform system analysis, development, and cybersecurity tasks, and assist in the
continuous improvement of SCAD A system and OT technologies. Collaborates with the
city's JT Department for SCADA-related servers, networking, cybersecurity, and
communications. Plans, coordinates, and performs technical duties in compliance with
the City's administrative orders and technology po licies and standards. Ensures that the
SCADA system is available 24/7. Performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The SCADA & INSTRUMENTATION TECHNICIAN is the journey-level class in the
SCADA & rNSTRUMENTA TION T ECHNICIAN series. Incumbents provide input on
design and perform maintenance, programming, and repair of the C ity's electrical
instrumentation and SCA DA systems. Assignments are either general or can be project
focused, requiring the incumbent to exercise independent judgment and initiative while
coordinating the tasks with oth er work units. This position reports directly to the SCADA
Supervisor and may also receive work direction from the SENIOR SCADA &
INSTRUMENTATION TECHNICIAN.
T he SENIOR SCADA & INSTRUMENTATION TECHNICIAN is designated as a lead
level professional and is experienced in SCADA and electrical work. Incumbents will
work under limited supervision on more complex projects to maintain, enhance, or
support the City's electrical instrumentation and SCADA systems. Incumbents must
possess a strong electrical and instrumentation understanding, have a diverse electrical
and SCAD A maintenance background, and a thorough comprehension of control
systems. The SENIOR SCADA & INSTRUMENTATION TECHN ICIAN may provide
work direction to the SCADA & INSTRUMENTATION TECHNICIAN. This position
reports directly to the SCADA Supervisor.

Maintain, diagnose defects in and repair variable frequency drives, motor controls, and
automated process control equi pment.
Calibrate, diagnose defects in and repair electronic sensors, monitoring equipment and
data acquisition systems.
Perform electrical inspections, start-up, and testing.
Perform modifications and test factory-provided software, hardware, and configurations
for conformity with requirements, specifications.

multiple platforms for the City's programmable logic controllers (PLC), human-machine
interface (HMI) and related process automation and control systems; supports network

communications and associated hardware including process input/output (I/0), local area
and wide area networks (LAN/WAN) and the radio/microwave network.

system specifications, evaluates, modifies, and tests factory-provided software, hardware,
and configurations for conformity with requirements, specifications, standards for
compatibility and integration with current system, makes recommendations for the
resolution of problems identi fted.
Programs new and enhanced automation controls, performs software and firmware
upgrades, configures, and enhances the performance of operating systems, adds

SENIOR SCADA & INSTRUM ENTATION TECHNICIAN: Graduation from an
accredited college or university with maj or coursework in electronics, computer

Under immediate supervision, responds to Dig Alert tickets, researches, identifies, and marks out the
location of District and City underground utilities and related appurtenances; Locates utilities for entities
and individuals working around critical facilities; Inspects and reports compliance issues related to
encroachments on District and City easement boundaries; including horizontal and vertical utility
separation requirements related to proposed wet and dry utility installations; identifies types and sizes of
underground pipelines; field verify, document and report updated information to the geographic
information system (GlS) database.
KEY RESPONSIBILITIES:
Completes utility location requests; identifies and marks location of underground facilities for USA mark
out program; assists city and Utilities departments with utility locations as necessary.
Inspects and reports compliance issues related to District utility separation requirements and District
easement boundaries.
Locates and marks out District underground utilities; prepares updated fi eld data on location of District
underground utilities; operates pipe locator and a variety of hand and power tools and equipment related
to job duties; meets with contractors regarding the location of utilities; walks the construction area with
contractor to examine locations and markings;
Updates, maintains, and organizes location and inspection drawing, files, and records.
Reads and understands maps and other documents to help identify underground utilities. Reports any
identified misinformation to the appropriate GIS personnel for corrections.
Uti lizes the provided mapping tools and locati ng equipment, as well as other data and information, to
locate underground utilities. Indicates utility locations through the utilization of paint, fl ags, and
communicates other relevant information to excavation personnel or other appropriate authorities.
Investigate and identify water leaks within the potable and recycled water systems and report findings to
construction and maintenance supervisor.

BASIC FUNCTION:
Under general supervision perform or assist in a ¥ariety of responsible duties in the
design, installation, programming, testing, rnaintenance, repair and calibration of the
Water, Recycled Water and Wastewater SCADA and electrical systems and to perform
re lated duties as assigned_. incumbents will develop, integrate, install, operate, and
maintain the City's supervisory control and data acquisition (SCADA) system. This
includes Operational Technology (OT) hardware and software, human machine interfaces
(HMis), programmable logic controllers (PLCs), remote telemetry units (RTUs), radio
communication systems, computer systems. and other electrical instrumentation. May
also perform system analysis, development, and cybersecurity tasks, and assist in the
continuous improvement of SCAD A system and OT technologies. Collaborates with the
city's IT Department for SCADA-related servers, networking, cybersecurity, and
communications. Plans, coordinates, and performs technical duties in compliance with
the City's administrative orders and techno logy policies and standards. Ensures that the
SCADA system is available 24/7. Performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The SCADA & INSTRUMENTATION TECHNICIAN is the journey-level class in the
SCADA & INSTRUMENTATION TECHNICIAN series. Incumbents provide input on
design and perform maintenance, programming, and repair of the City's electrical
instrumentation and SCA DA systems. Assignments are either general or can be project
focused, requiring the incumbent to exercise independent judgment and initiative while
coordinating the tasks with other work units. This position reports directly to the SCADA
Supervisor and may also receive work direction from the SENIOR SCA DA &
INSTRUMENT A TYON TECHNICIAN.
The SENIOR SCADA & INSTRUMENTATION TECHN ICIAN is designated as a lead
level professional and is experienced in SCADA and electrical work. Incumbents will
work under limited supervision on more complex projects to maintain, enhance, or
suppo1t the City's electrical instrumentation and SCADA systems. Incumbents must
possess a strong electrical and instrumentation understanding, have a diverse electrical
and SCAD A maintenance background, and a thorough comprehension of control
systems. The SENIOR SCADA & INSTRUMENTATION TECHN ICIAN may provide
work direction to the SCADA & INSTRUMENTATION TECHNICIAN. This position
reports directly to the SCADA Supervisor.
Initially under close supenrision, incumbents learn and perform a Yariety of routine tasks

SCADA & Instrumentation Technician
Read and interpret electrical drawitrgs, schematics, power distribution drawings, control
panel wiring diagrams, and installation manuals for electrical and instrumentation
systems. Provide mark up of working drawings.
Maintain, diagnose defects in and repair variable frequency drives, motor controls, and
automated process control equipment.
Calibrate, diagnose defects in and repair electronic sensors, monitoring equipment and
data acquisition systems.
Perform electrical inspections, start-up, and testing.
Perform modifications and test factory-provided software, hardware, and configurations
for conformity with requirements, specifications.
Program, install, repair, and maintain distribution and plant automation systems,
including programmable logic controllers (PLCs) and human-machine interface (HMI)
software.
Use network commands and software analysis tools to troubleshoot and diagnose issues,
coordinate and participate in maintaining and enhancing process automation and network
functionality.
Perform preventive, corrective, predictive, and demand maintenance on all electrical and
instrumentation systems.

Senior SCADA & Instrumentation Technician
Performs the duties of the SCAD A & Instrumentation Technician in addition to:
Programs. installs. and maintains the reliability of the plant automation network on
multiple platforms for the City's programmable logic controllers (PLC), human-machine
interface (HMI) and re lated process automation and control systems; supports network
communications and associated hardware including process input/output (l/0), local area
and wide area networks (LAN/WAN) and the radio/microwave network.
Analyzes process requirements and end-user needs, identifies, and analyzes complex
systems development, modification, and enhancement issues, develops, and refines
system specifications, evaluates, modifies, and tests factory-provided software, hardware,
and configurations for conformity with requirements, specifications. standards for
compatibility and integration with current system, makes recommendations for the
resolution of problems identified.
Programs new and enhanced automation controls, performs software and firmware
upgrades, configures, and enhances the performance of operating systems, adds
additional sites and equipment to system, performs testing and system startups.
Monitors system security and the performance of security protocols; identifies
unauthorized access and potential security breaches; reports findings promptly to
management and provides recommendations for security and SCADA system
performance improvements.
Monitors working condition of electrical and electronic equipment within City
water/wastewater system. Provides primary suppo1t for diagnosing defects in.
maintaining, and repairing all electronic equipment used in the operation of the
water/wastewater system.
Plans and lays out jobs from drawings, sketches. or verbal instructions, maintains records
in the form of plans and specifications, develops and maintains accurate and up-to-date
documentation. monitoring reports, logs, and files.
Order and track equipment, parts. materials. and supplies as directed by the SCADA
Supervisor.
Participate and assist with the design phases of the SCA DA systems in close coordi1rntion
with and consensus of the operations di,1isions having ultimate responsibility for
