Executive Summary Being able to get around Carlsbad safely and conveniently is a top community priority, as is future environmental sustainability. In 2015, the City Council approved two comprehensive plans that included several new policies to achieve these goals. Specifically, the Mobility Element of the General Plan envisions a transportation network that balances all the different modes of transportation, unlike previous policies that focused primarily on the car. The Climate Action Plan describes ways to reduce greenhouse gas emissions generated in Carlsbad. Vehicle traffic is a major contributor of these emissions, which is why the city is working on strategies to encourage alternatives to single-occupant vehicle trips. Many of these strategies involve updating the design of city streets. Understanding the importance of these goals to the community and the fact that transforming Carlsbad’s road system would take many years, in 2018, the City Council asked staff to present updates twice a year to measure progress being made. This report highlights the city’s recent activities to advance these, including new projects that were prioritized to improve traffic safety after the city’s proclamation of a traffic safety emergency on Aug. 23, 2022. Explanation & Analysis Traffic safety emergency The City of Carlsbad proclaimed a local emergency based on a more than 200% increase in bike and e-bike collisions since 2019. Under such an emergency proclamation, a city can more easily redeploy staff and resources and expedite certain processes that allow projects to be completed more quickly. Following the emergency proclamation, city staff immediately launched new public education, engineering and enforcement initiatives while developing a comprehensive set of additional short, mid- and long-term actions for the City Council’s consideration. Jan. 24, 2023 Item #12 Page 1 of 24 The City Council appropriated $2 million at its Aug. 30, 2022, meeting to support these efforts: • $535,000 for overstaffing the Police Department’s sworn positions by four additional full-time officers • $100,000 for police overtime for training and enforcement • $250,000 to buy additional speed feedback signs and electronic messaging boards • $1,115,000 for infrastructure projects and safe driving behavior education Staff presented the City Council with a Safer Streets Together Plan for its consideration on Sept. 27, 2022. At that meeting, the City Council directed staff to proceed with the following items from the plan: • Safer Streets Together roll-out • Bike lane enhancements • Digital roadway messaging • Enhanced enforcement • Adopt a Vision Zero resolution • Community commitment campaign • School collaboration • Business, non-profit partnership program • Mobility organization partnership program • Video public service announcements • Upgrade high-pedestrian signal locations Jan. 24, 2023 Item #12 Page 2 of 24 1111 EDUCATION '-"'~ Raise awareness of traffic safety rules and create a .I...,&, strong social norm around traffic safety behaviors. 9 ENGINEERING Design roads and other infrastructure to support the safe movement of people through all modes of travel. ENFORCEMENT * Hold all users accountable for following the rules of the road and engaging in safe behaviors. • School e-bike certification/permit program • Expanded street resurfacing and restriping • Tamarack Avenue traffic calming • Reconfigure arterial streets • Expanded street resurfacing and restriping (Palomar Airport Road, Rancho Santa Fe/Olivenhain Road) • Review citywide speed limits for potential reduction • Legislative advocacy for e-bike licensing requirement The City Council also directed staff to seek input from the Planning Commission and Traffic & Mobility Commission, which was completed at special meetings on Oct. 27, 2022. That input was shared with the City Council at its Dec. 6, 2022, meeting. The City Council voted at that meeting to extend the emergency proclamation at least another 60 days. Existing and ongoing projects report The following update provides accomplishments over the last six months and goals for the next six months for each division within the city’s Transportation Department: Transportation and Drainage Engineering and Asset Management Division Past six month’s accomplishments • Awarded a task order, initiated preliminary engineering design, and completed 100% of the design of the 2022 East-West Corridor Emergency Resurfacing and Restriping Project as a part of the local traffic safety emergency declaration • Provided construction support for the 2021-22 Slurry Seal and Fog Seal Project • Provided construction support for the 2021- 22 Overlay Project, currently in construction phase • Completed preliminary engineering design of the fiscal year 2022-23 Slurry Seal Project • Initiated selection and completed 90% design of the FY 2022-23 Concrete Repair Project • Provided construction support for the El Camino Real and Cannon Road Improvements Phase I Project • Awarded construction contract and support for of the El Camino Real and Cannon Road Improvements Phase II Project • Obtained approval from the San Diego Association of Governments, the California Department of Transportation, and California Transportation Commission for state- only funding and scope change requests. The approved state-only funding request changed the Active Transportation Program, grant funding from a federal program to a state program. The approved scope change request allows use of the grant funding for segment 2 of the Avenida Encinas Coastal Rail Trail Project . Jan. 24, 2023 Item #12 Page 3 of 24 • Completed 100% design of the Avenida Encinas Coastal Rail Trail and Pedestrian Improvements Project – Segment 2 • Completed 30% design of the Avenida Encinas Coastal Rail Trail and Pedestrian Improvements Project – Segment 3 • Completed construction and closed out the El Camino Real and College Boulevard Intersection Improvements Project • Prepared draft initial study/mitigated negative declaration for the Terramar Area Coastal Improvements Project • Processed a new task order to provide final engineering plans and specifications for the Terramar Area Coastal Improvements Project • Completed 80% engineering design and continued environmental assessment updates for the Beach Access Repairs from Pine Avenue to Tamarack Avenue Project • Completed 90% engineering design and continued environmental assessment updates for the El Camino Real Widening from Arenal Road to La Costa Avenue Project • Completed the 100% plans, specifications and estimates and finalized the initial study/mitigated negative declaration for the El Camino Real Widening from Poinsettia Lane to Camino Vida Roble Project • Obtained the City Council’s approval of final plans, specifications and estimates for the 2021 Sidewalks Improvement Project and advertised for construction bids • Prepared and processed a variety of annual reports to various transportation agencies including SANDAG, Caltrans and California Transportation Commission to secure funding for transportation Capital Improvement Program projects • Finalized 2023 update to the Carlsbad TransNet Local Street Improvement Program of Projects for FYs 2022-23 through 2026-27 for inclusion in the 2023 Regional Transportation Improvement Program • Finalized FY 2022-23 programming and FY 2021-22 expenditure reporting of Road Maintenance and Rehabilitation Account funds to the Pavement Management Program and Concrete Replacement Program • Initiated engineering design and environmental assessment of the Carlsbad Boulevard and Tamarack Avenue Intersection Improvements Project • Initiated a pedestrian lighting study and completed a preliminary layout of pedestrian lighting as a part of the Barrio Lighting Phase II Pedestrian Lighting Project • Installed 14 and energized 12 streetlights for the Barrio Lighting Phase 1 project. design, maintenance and operations teams • Continued to update inventory of various assets such as stormwater, street, signs, lights, poles, signals, barriers, medians, easements, curb ramps, pavement markings, bridges, trees, sidewalk, wireless facilities and city facilities • Helped develop Automated Compliance Tracking Inspection Owner Notification, System for new stormwater workflow process to update stormwater assets in the geographic information systems inventory • Plan-checked and reviewed several digital submittal drawings of public improvements • Prepared GIS digital files for contractor of tree pruning • Initiated integration of the Drainage Master Plan updated inventory with the consultants to determine the best approach for the integration • Migrated 500+ street facility Impact Fee with a new Multimodal Transportation Impact Fee • Continued to lead the Transportation Demand Management Program – intended to reduce single-occupant vehicle trips – including outreach to local employers and continued review and monitoring of its mandatory programs • Developed a Safe Routes to School Plan for Hope Elementary School • Initiated key program recommendations from the Sustainable Mobility Plan, including the active transportation monitoring program, cycling education and safety training, and Safe Routes to School planning activities • Continued to lead review of all transportation impact analysis reports of development projects provided by the Land Development Engineering Division • Performed updates to the city’s Transportation Demand Management Handbook including new guidelines for residential projects, additional enforcement measures, and provided updates on how businesses are using the program to encourage their employees to utilize alternative modes of transportation • Working with the Carlsbad Tomorrow Growth Management Citizens Committee to update the standards for the circulation section of the Growth Management Plan to ensure the city’s engineering support to controller, video and other signal equipment for data transmission on the new fiber optic communications network • Provided configuration and turn-on support for traffic signal six month’s accomplishments • Completed the second year of a multi-year contract with Sweeping Corps of America for the city’s street-sweeping services • Completed the second year of a multi-year contract with Urban Corps of San Diego for citywide pressure washing services, graffiti and trash removal services • Completed the first year of a multi-year agreement for high-priority storm drain maintenance and inspections with Downstream Services, Inc. • Successfully bid and established a contract for phase two to replace street signs with failing reflectivity • Purchased and put into service a new longline striper and have completed 470,811 linear feet of striping • Mobilized response crews related to the local emergency, including multiple intersections with green bike lane paint and deploying safety message boards along city roadways • Completed 92 work orders related to damaged signs from vehicle collision incidents • Inspected high-priority storm drain inlets, which resulted in removing over 16.5 tons of storm drain sediment and debris for the current fiscal year • Continued managing 1,800 lane miles of street sweeping per month resulting in removal of approximately 560tons of debris from roadways • Completed 327 streetlight and electrical maintenance service requests • Completed 1,534 storm drain maintenance work orders and 39 storm drain emergency responses • Completed 30 sidewalk work orders and 86 asphalt work orders within the right-of- way, which consisted of approximately 30,000 square feet of surfaces replaced • Completed installation of 71 LED fixtures on streetlights Jan. 24, 2023 Item #12 Page 12 of 24 Next six month’s goals • Continue to safely maintain all levels of service during the post-pandemic recovery and local emergency period • Continue implementation of the annual roadway restriping program with recently purchased long-line striping truck • Continue with the annual maintenance programs • Continue with Phase II and Phase III of the citywide streetlight LED fixtures replacement program along collector, cul-de-sacs, school zones, and industrial streets Fiscal Analysis This item has no fiscal impact. Next Steps Staff will continue to implement the projects, programs and services described in this report. The next semiannual transportation report is expected to be in July 2023. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under Public Resources Code section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.
