APPROVAL OF MINUTES: Minutes of the Regular Meeting held Nov. 8, 2022 Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Subcommittee Member Acosta made the motion to pass the minutes. Mayor Hall seconded the motion. The motion pas·sed unanimously, 2/0. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None. NEW BUSINESS: 1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S. Congressman Mike Levin, State Senator Catherine Blakespear and State Assemblymember Tasha Boerner Horvath, and provide feedback. (Staff contact: Jason Haber, City Manager's Department) Intergovernmental Affairs Director Jason Haber read updates that were received via email from Congressman Mike Levin's office and State Assemblymember Tasha Boerner Horvath's office. The subcommittee received the report. 2. LEGISLATIVE UPDATE AND ADVOCACY REPORT -Receive an update on state and federal legislative and budget activity and recent and ongoing advocacy efforts; discuss and provide feedback to staff, including identifying high-priority bills, advocacy positions, and items for future City Council consideration. (Staff contact: Jason Haber, City Manager's Department) Renne Publ ic Policy Group (RPPG) Director of Government Affairs Sharon Gonsalves presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk}. The subcommittee received the report. Intergovernmental Affairs Director Haber declared a recess at 9:22 a.m. Mayor Hall reconvened the duly noticed meeting at 9:25 a.m. 3. DRAFT CITY OF CARLSBAD 2023 LEGISLATIVE PLATFORM -Discuss and determine proposed amendments to the City of Carlsbad Legislative Platform, including the proposed 2023 Legislative Priorities, to recommend to the City Council. (Staff contact: Jason Haber, City Manager's Department) Dec. 13,2022 Legislative Subcommittee Regular Meeting Page 2 Intergovernmental Affairs Director Haber presented the draft and the subcommittee provided additional recommendations. The subcommittee discussed the proposed amendments in the draft Legislative Platform. Subcommittee Member Acosta recommended to include a sentence under the Legislative Priorities stating that those priorities are the priorities that were adopted by the City Council. Subcommittee Member Acosta recommended to separate subsection (i) under 2. Environmental Quality, Utilities into two sections to place an emphasis on supporting renewable energy storage. Subcommittee Member Acosta reco_mmended to find alternative language other than "sideshow" for subsection (i) under 6. Public Safety, Law Enforcement. Subcommittee Member Acosta recommended to consider broadening the language for subsection (i) under 6. Public Safety, Miscellaneous to include other tasks forces. Mayor Hall recommended to add additional language to strengthen the Guiding Principle I. Preserve Local Control Subcommittee Member Acosta recommended to change the word "bike" for "bicycle" in subsection (h) under 8. Transportation, Communication and Public Works, Transportation. Subcommittee Member Acosta recommended to add "for all modes of travel" at the end of subsection (b) under 8. Transportation, Communication and Public Works, Transportation. 4. 2023 STATE BUDGET REQUESTS AND LEGISLATIVE PROPOSALS -Discuss and determine proposed state budget requests and legislative proposals to recommend to the City Council. (Staff contact: Jason Haber, City Manager's Department) Intergovernmental Affairs Director Haber presented the report and discussion ensued on currently prioritized city projects that could potentially qualify for state funding, as well as two potential legislative proposals. Motion by Subcommittee Member Acosta, seconded by Mayor Hall to take two legislative proposals to the City Council for consideration. The motion passed unanimously, 2/0.
