RECOMMENDED ACTION:
Both the Planning Staff and Planning Commission recommend that
the City Council CERTIFY EIR 80-9(A) by Minute Motion.
ITEM EXPLANATION
Environmental Impact Report 80-9(A) was required because the pro-
grams outlined in the revised Parks and Recreation Element could
have a significant effect on the environment. The revised ele-
ment is primarily a statement of goals and policies. EIR 80-
9(A) is very general and it focus~s on the typical potential
adverse impacts expected from future park site development
resulting from the implementation of the elements goals and
policies. Site specific planning is not appropriate at the
general plan level. As noted in the attached staff report to the
Planning Commission, any future specific parks and recreation
project that would have a potential environmental impact would be
subject to subsequent environmental review.
Certification of the EIR indicates that the Council has deter-
mined that the environmental impacts have been adequately identi-
fied and discussed, and that the EIR was prepared in accordance
to the California Environmental Quality Act (CEQA).
FISCAL IMPACT
The city being the applicant is responsible for payment of the
EIR contract. It should be noted that the EIR contract with
Larry Seeman Associates (LSA) called for the preparation of two
EIRs -Macario Canyon Park and the revised Parks and Recreation
Element. The combined contract was for $25,977. The city has
already paid $15,586.20. The balance of the contract,
$10,390.80, will be paid upon certification of the revised Parks
and Recreation Element EIR. It should be noted that LSA has
requested a budget augment. The request is based upon several
factors that caused LSA to do additional work especially on the o Macario Park EIR. Staff is studying the request and will make a
~ recommendation to the City Manager. The request is for under
O $5,000.00.

EIR 80-9(A), CITY OF CARLSBAD -Revised Parks and
Recreation Element
I. BACKGROUND
In the fall of 1980 the city undertook the project of revising
the Parks and Recreation Element of the General Plan. The State
General Plan Guidelines require that an Element contain goals
and policies plus specific implementation programs. It is
possible that programs outlined in the revised Element could
have a significant effect on the environment, therefore, an
environmental impact report was required.
The draft Environmental Impact Report for the revised Parks and
Recreation Element (EIR 80-9A) was completed in February 1982
(time of completion -one month). As required by State Law, the
draft EIR was sent out for a 45 day public review (a list of
agencies receiving copies of the EIR is attached). Only one
comment was received. The response to that comment was already
transmitted with the draft EIR.
II. DISCUSSION
The draft EIR is very general and focuses on typical potential
adverse impacts which might be expected from future park,
development resulting from the adoption of the revised Element.
The EIR includes a discussion of standard city conditions and
recommended mitigation measures which would assure that
potential adverse impacts will be both recognized during future
~ark plannirig and also reduced to a level of insignificance~
The general approach of the EIR is necessary because the revised
Element is primarily a policy statement and detailed site-
specific analysis is not possible at this level of planning.
Any future parks and recreation project with the potential of
creating a change in the physical environment as a result of the
revised Element would be subject to further environmental review
at the time of application or discretionary review.
Staff has managed the preparation of the EIR. EIR 80-9A has been
prepared in compliance with both the city's Environmental Protec-
tion Ordinanc& and the California Environmental Quality Act. In
addition, staff feels that EIR 80-9A adequately identifies and
proposes measures which would mitigate the potential project
impacts on the environment.
III. RECOMMENDATION
It is recommended that the Planning Commission APPROVE
Resolution No. 1946, recommending the City Council CERTIFY
EIR 80-9A.

OF CARLSBAD, CALIFORNIA, RECOMMENDING CERTIFICATION
OF ENVIRONMENTAL IMPACT REPORT (EIR 80-9A) FOR A
PROJECT GENERALLY INCLUDING: 1) :A REVISED PARKS AND
RECREATION ELEMENT OF THE GENERAn PLAN; AND 2)
GENERAL PLAN AMENDMENT GPA-63.

WHEREAS, on April 28, 1982, the Planning Commission, of the

7 city of Carlsbad, held public hearing ort EIR 80-9A pursuant to the
8 provisions of Title 19 of the Carlsbad Municipal Code; and
9 WHEREAS, the Planning Commission has considered the comments
lO and documents of all those persons testifying at the public
ll hearing; and
12 WHEREAS, the Planning Commission has received EIR 80-9A
13 according to the requirements of Title 19 of the Carlsbad
14 Municipal Code;
15 NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of

That the foregoing recitations are true and correct.
That the Environmental Impact Report EIR 80-9A will be
amended to include the comments and documents of those
testifying at the public hearing arid responses thereto hereby
found to be in good faith and reason by incorporating a copy
of the minutes of said public hearings into the report.
That the Planning Commission finds and determines that the
Environmental Impact Report EIR 80~9A has been completed in
conformance with the California Environmental Quality Act,
the state guidelines implementing said Act, and the
provisions of Title 19 of the Carlsbad Municipal Code and
that the Planning Commission has r~viewed, considered and
evaluated the information contained in the report.
That the Environmental Impact Repo~t EIR 80-9A as so amended
and evaluated, is recommended for acceptance and
certification as the final Environmental Impact Report and
that the final Environmental Impact Report as recommended is
adequate and provides reasonable information on the project
and all reasonable and feasible alternatives thereto,
including no project.

That each and every significant environmental impact
identified in the Environmental Impact Report would be
overruled or counterbalanced by changes or alteration in the
project which would mitigate against said adverse impacts or,
in certain circumstances, that mitigation of such adverse
impacts would not be feasible under the circumstances and
under the economic and social needs objectives and concerns
in providing the improvements if the project were to be
approved, would be included as conditions of approval of the
project.

PARKS & RECREATION ELEMENT
Notice is hereby given that the City Council of the City of Carlsbad will hold
a public hearing at the City Council Chambers, 1200 Elm Avenue, Carlsbad,
California, at 6 :00 P.M., on Tuesday, May 25, 1982, to consider certification
of Enviromental Impact Report 80-9(A) which pertains to the revised Parks
and Recreation Element of the City's General Plan, and to consider amending
the Carlsbad General Plan by adopting a revised Park and Recreation Element
for the City of Carlsbad. The revised Parks and Recreation Element addresses
the recreational needs and desires of the citizens of Carlsbad. The revised
Element will establish Parks and Recreation goals, policies and implementation
programs that will guide future parks and recreational decisions within the
City's sphere of influence.
