Recommended Action
Consider a request from Council Member Burkholder to engage in a discussion regarding the
Village & Barrio Master Plan and the corresponding authority for approval of the plan.
Executive Summary
Council Member Burkholder submitted the attached email (Exhibit 1) to the City Manager
on Jan. 6, 2023, requesting that the topic of the Village & Barrio Master Plan and the
corresponding authority for approval of the plan be placed on an upcoming City Council
agenda.1 The plan is attached as Exhibit 2. Exhibit 3 is a related Feb. 16, 2021, staff report.
Fiscal Analysis
No city funding is being requested.
Next Steps
Staff will carry out the City Council’s direction.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under Public Resources Code
Section 21065 in that it has no potential to cause either a direct physical change in the
environment or a reasonably foreseeable indirect physical change in the environment.

Public comment on Agenda Item #9 for the 2/14 Council Meeting
Dear Mr. Mayor and Members ofthe City Council:
I write to offer Public Comment on Item Number 9 on the Agenda for the 2/14 Council meeting.
The Village and Barrio Master Plan and developments undertaken pursuant to that plan will have a profound and lasting
impact on the face of our community and it will have an impact that extends far beyond the Village and Barrio and far beyond
the boundaries of District 1. As the oldest communities in our City, the manner in which in-fill development and
redevelopment is addressed in these communities will reverberate through the City for decades to come.
The Council should remain the ultimate authority in approving the Master Plan and development proposed pursuant to the
Master Plan. As a long time District 1 resident, I urge each of you to leave the current approval process unchanged. I
understand that, for some of you, this may mean you have to cast tough votes. It is important that those tough votes remain
in the hands of the voter-elected council as opposed to the appointed members of the planning commission. Given the
turnover that the District 1 council seat has seen in recent years, it simply does not make sense to disempower the Council,
and the District 1 representative, on this critical issue.

Please keep the Village Barrio approval process as it is, with the City Council having to make the final decision on
projects in the Village and Barrio. The face of our city will be determined by the developments undertaken in these
communities over the next few years, the City Council must maintain an active role in that process. The Planning
Commission is appointed. You all are elected -the "buck stops here" must apply and it must stop with the Council.
Yes, Planning Commission decisions can be appealed and overruled, but appeals are expensive. There were very
good reasons for the approval process to be as it is today. You, the Council, will have to make tough and
contentious decisions regarding development in the Village and Barrio. That's why you were elected.
Ms. Burkholder -I'm particularly disappointed that after 2 months in office you want to bring about this change so
soon, that directly affects YOUR district. The people of your district fought hard to have the Council have the last
say. Please take the time to read the years of documents, Council meeting agendas, staff reports, and public
comments. There are literally thousands of pages and even more hours put into the Village and Barrio Plan and its
approval process over the past 6 plus years, plus millions of dollars spent. The ONLY people to benefit from this
change are the developers.
Council -I urge you to leave the approval process as it as it was well thought out. Please respect the residents.

Dear Council & Councilmember Dr. Bhat-Patel,
Please support the current process to approve developments in the Village and
Barrio. We, as residents, elected you to represent our respective districts.
It's critical that our districts are represented by our elected officials and the planning
commission should not have the final approval on developments.
The Village & Barrio require input from all stakeholders especially residents as this area
deserves. It is also very concerning of the high cost of a person to challenge the
planning commission approvals. This is cost prohibitive.

Dear Mayor and Council Members,
I urge you to keep the approval process as is, with the City Council being the final decision makers on projects in the
Village and Barrio. We need the elected officials making these decisions, not an appointed commission. While I
appreciate the work the Planning Commission does, these decisions are best left with our elected officials to avoid any
lengthy and costly appeals process. We elected YOU to make these decisions.
I'm highly disappointed that this is what was brought forward after how hard D1 has fought to keep the master plan
controlled by the council. The only group that would benefit from this change is developers, not the residents.
Council -I urge you to leave the approval process in the authority of the Council. Please respect the residents.

Dear Mayor Blackburn, Council members Bhat-Patel and Acosta,
As a new constituent of District 1 (due to redistricting) and 43 year resident of the City of Carlsbad, I am
requesting that you all vote No on the Village & Barrio Master Plan (VB) and corresponding approval
requesting that all decisions regarding any development within the Village and Barrio be decided at the level of
the Planning Commission and not include the Council on important decision making policies regarding the
VB. I've watched the development of our community over the decades and I believe that each and every vote
of council matters.
Although the Planning Commission is an important body and some of their decision making policies are
ministerial, the Village and Barrio contain not only the future of our rail system, density within the VB, the Local
Coastal Plan which is a portion of the VB, the decisions and planning of this important area should be decided
by our City Council.
I believe this issue came before council in the past, and the decision was unanimous. Ms. Burkholder's
request to remove the decisions from Council regarding the VB is not representative of my wishes to keep our
City Council as the main body of decision makers.
Your vote matters.

Item nine on tonight's City Council agenda calls for a discussion on changing the approval authority for

I am opposed to the change recommended in this agenda item. Because this would result in creating a two-
tiered approval system.
One where Village and Barrio residents will have to pay a fee to oppose a development, to the City Council.
And another where residents in other Carlsbad neighborhoods would not be required to pay said fee.

As you know, current and future development of the Village and Barrio is foremost on many residents' minds and as
such, it is entirely appropriate that the elected city council members rather than appointed Planning Commission
members be the front and center decision makers on any potential changes to the area. There is a time and place for
Planning Commissioners to have input but this area is much too important to the Carlsbad community to have unelected
decision makers carry the weight of the area.
Please consider your elected roles and responsibilities to the communities you serve while deciding whether to off put
any planning and decision making to non-elected community members.
