Executive Summary The City Council is being asked to appoint one member to the Senior Commission, which advises and makes recommendations to the City Council on the special needs and concerns of senior citizens, including the creation, operation, maintenance, management and control of senior citizen programs, activities and facilities. The commission consists of five members. All members are appointed by the Mayor and confirmed by the City Council. Members must be City of Carlsbad residents and normally serve four-year terms. Explanation & Analysis Commissioner Patricia Mehan was appointed to the Senior Commission in November 2016, to fill the expired term of Commissioner Jack Nelson. Commissioner Mehan was reappointed in November 2020. Commissioner Mehan resigned in November 2022, leaving an unscheduled vacancy on the commission, with a term ending in September 2024. The City Clerk’s Office received two applications from residents wishing to serve on the Senior Commission. Since there were only two applicants, and in keeping with City Council Policy Statement No. 88, the Mayor has recommended the following two residents wishing to serve on the commission to advance in the process and interview with the full City Council: •Cecelia Schouwe – District 2 •Fran Sesti – District 4 Exhibit 2 includes applications for both residents. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before Dec. 31 of each year the legislative body must prepare a local appointments list that contains the appointive terms of board and commission members that will expire in the next calendar year, the name of the incumbent appointee, the date of appointment and the term expiration date. Based on the list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of one member to the Senior Commission, the City Clerk’s Office will update the commission roster and coordinate the oath of office and the filing of the appointees’ statements of economic interest and ethics training certificates. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. I have been a volunteer since 2018 and have volunteered primarily at the Carlsbad Senior Center but have also served on occasion at the San Marcos Senior Center. I have found this volunteer service quite rewarding and enjoy the engagement with our clients. My husband and I have raised our family and our daughters attended Carlsbad public schools. I appreciate the many services and recreational opportunities our city offers its residents, both young and old. I am familiar with the administration of services provided by public agencies as my career in higher education spanned thirty years in the area of financial aid administration. I served as the Director of Financial Aid at a California community college (Santa Ana) as well as at California State University San Marcos and Cal State Fullerton. I am familiar with managing services within the constraints of state and federal regulations and fully appreciate the required stewardship of overseeing state and federal funding sources. I worked closely with staff in establishing a collaborative working environment while we served more than 24,000 students receiving financial assistance and administered in excess of $30 million in student aid. I believe my past experience will provide a strong foundation in serving on the Senior Commission to serve the needs of our senior community. I have been retired since January 2015. Interestingly, working with senior citizens is very similar to providing services to young adult college students. Both groups are interesting in seeking new skills or new experiences and have a genuine interest in engaging with others in these experiences. In fact, as we often see, young people often have a very unique connection with our senior population.
