CALL TO ORDER: 5:30 p.m.
ROLL CALL: Luna, Allemann, Winston, Bartels and Rasines.
Absent: Sebahar and Sander.
PLEDGE OF ALLEGIANCE: Commissioner Winston led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Special Meeting held on Dec. 12, 2022
Motion by Commissioner Winston, second by Commissioner Allemann to approve the minutes
as presented. Motion carried, 5/0/2 (Sebahar, Sander – Absent).
PRESENTATIONS: None.
Commissioner Bartels and Commissioner Rasines introduced themselves and explained why they
chose to join the commission.
CONSENT CALENDAR: None.
PUBLIC COMMENT:
Mary Lucid spoke regarding donations made to the Senior Center and how they are applied.
Patrice Smerdu spoke about the Smerdu Community Gardens soon to be forty years old and the
community garden outreach program.
Edward Fox spoke about peace poles throughout San Diego County and the need for peace poles
in Carlsbad parks.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. ELECTION OF PARKS & RECREATION COMMISSION OFFICERS
Solicit nominations and elect commission officers, Chairperson and Vice Chairperson, for
the 2023 calendar year. (Staff Contact: Mick Calarco, Parks & Recreation Department)
Recommendation: Elect a Chairperson and Vice Chairperson.
Chair Luna solicited nominations for Chair position.

Motion by Commissioner Winston, second by Commissioner Allemann, to nominate Com-
missioner Luna as Chair. Motion carried, 5/0/2 (Sebahar, Sander – Absent).
Chair Luna solicited nominations for Vice Chair position.
Motion by Chair Luna, second by Commissioner Allemann, to nominate Commissioner Alle-
mann as Vice Chair.
Substitute Motion by Commissioner Winston, second by Commissioner Bartels, to nominate
Commissioner Winston as Vice Chair. Motion carried 3/2/2 (Luna, Allemann – No; Sebahar,
Sander – Absent).
2. PARKS & RECREATION DEPARTMENT REPORT
Receive a report on recently completed and upcoming Parks & Recreation Department activ-
ities, donations and grants, as well as other topics of interest. (Staff Contact: Mick Calarco,
Parks & Recreation Department).
Recommendation: Receive the report.
Recreation Services Manager Mick Calarco, Parks & Recreation Director Kyle Lancaster and
Parks Services Manager Todd Reese presented a PowerPoint presentation (on file in the Of-
fice of the City Clerk) reporting on recently completed and upcoming Parks & Recreation ac-
tivities as well as other topics.
Commission received the report.
COMMITTEE/COUNCIL REPORTS:
Commissioner Allemann reported on the Carlsbad Growth Management Committee.
ANNOUNCEMENTS: None.
AGENDA ITEMS FOR FUTURE COMMISSION MEETINGS:
Chair Luna proposed a discussion on changing the meeting date/time for future Parks & Recrea-
tion Commission meetings.
Parks & Recreation Director Kyle Lancaster mentioned a Brown Act/Ethics agenda item for a fu-
ture meeting.
Parks & Recreation Director Kyle Lancaster announced that the Final Draft Parks & Recreation
Master Plan update would be presented on a future agenda.
Chair Luna proposed a discussion on a park tour for a future meeting.
