CALL TO ORDER: 5:01 p.m.
ROLL CALL: Commissioners Kamenjarin, Lafferty, Meenes, Merz, Stine, and Sabellico.
Commissioner Luna absent.
PLEDGE OF ALLEGIANCE: Commissioner Kamenjarin led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Dec. 7, 2022
Minutes of the Regular Meeting held on Jan. 18, 2023
Motion by Commissioner Meenes, seconded by Commissioner Stine, to approve as amended the
Minutes of the Regular Meeting held on Dec. 7, 2022, with the following language amendments
requested by Commissioner Stine:
• On page 4, paragraph 4, second last sentence, amend the language used from, “He added
that the performance standard relating to city administration, particularly City Hall was
eliminated by the committee because City Hall already makes decisions with regard to
changes and expansion” to “He added that the performance standard relating to City
Administrative Facilities, particularly the construction of a new City Hall, was eliminated
by the Committee because the City Council already has made a decision regarding
changes to and expansion of City Hall”.
Motion carried, 5/0/1/1 (Luna - Absent; Lafferty - Abstained).
Motion by Commissioner Meenes, seconded by Commissioner Stine, to approve the Minutes of
the Regular Meeting held on Jan. 18, 2023. Motion carried, 6/0/1 (Luna – Absent).
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARINGS:
1. CDP 2022-0031 (DEV2022-0107) – ADAMS HOUSE - Request for approval and adoption of a
resolution approving a Coastal Development Permit to allow for the demolition of an existing
single-family residence and construction of a new 6,790-square-foot single family residence
with an attached 1,000-square-foot three-car garage and detached 793-square-foot accessory
dwelling unit (under a separate coastal development permit) within the Mello II Segment of
the city’s Local Coastal Program located at 4368 Adams Street within Local Facilities
Management Zone 1. The project site is not within the appealable area of the California
Coastal Commission. The City Planner has determined that the project belongs to a class of

projects that the State Secretary for Resources has found do not have a significant impact on
the environment, and it is therefore categorically exempt from the requirement for the
preparation of environmental documents pursuant to Section 15303(a) construction of a
single-family residence of the state CEQA Guidelines.

Chair Merz opened the duly noticed public hearing at 5:06 p.m.
Chair Merz opened the public testimony at 5:07 p.m.
Hearing no one wishing to speak, Chair Merz closed the public testimony at 5:08 p.m.
Commissioners provided their disclosures as follows:
• Commissioner Sabellico had no disclosures.
• Commissioners Kamenjarin, Meenes, Merz, and Stine disclosed visiting the site.
• Commissioner Lafferty disclosed she looked up the site on Goggle maps and visited the
site.
City Planner Eric Lardy introduced Associate Planner Esteban Danna who provided the
PowerPoint presentation (on file in the Office of the City Clerk).
As part of the presentation, Associate Planner Danna made a recommendation to adopt a
resolution approving Coastal Development Permit CDP 2022-0031.
In response to Commissioner Lafferty’s inquiry about an architecture featured wall that may
obstruct coastal views, Associate Planner Danna responded that city does not currently have
a view ordinance that would regulate architecture features blocking someone’s view. He
added the city does have height requirements.
In response to Commissioner Lafferty’s inquiry about the definition of basements in Carlsbad,
Associate Planner Danna responded a basement in Carlsbad as the portion of a building
between floor and ceiling which is completely or partially below the existing grade or finished
grade, whichever is lower. He added this definition must apply to a minimum of seventy-five
percent of the perimeter of the basement for that portion of a building to qualify as a
basement.
Motion by Commissioner Meenes, seconded by Commissioner Stine, to adopt Resolution No.
7471. Motion carried, 6/0/1 (Luna - Absent).

DEPARTMENTAL REPORT:
2. UPDATE PLANNING COMMISSION STAFF REPORT TEMPLATE – Receive a report on a revised
Planning Commission staff report template as directed by the Planning Commission Meeting
at their meeting on Oct. 19, 2022, and provide direction.

COMMUNITY DEVELOPMENT DIRECTOR: Jeff Murphy
City Planner Eric Lardy introduced the item and Community Development Director Jeff
Murphy provided a presentation.
Community Development Director Murphy reported on a revised Planning Commission staff
report template for the Commissions’ consideration.
In response to Commissioner Meenes’ inquiry if Growth Management would be included in
the Planning Commission staff report template, Community Development Director Jeff
Murphy responded, if it is applicable, it would be included in the staff report. He added
California State Bill 330 (SB330) limits jurisdictions from imposing housing caps or
development moratoria as reflected in the city’s Growth Management Plan.
In response to Commissioner Stine’s inquiry on the staff report template to include what type
of discretionary permits are being proposed and if the permits can be spelled out at the
beginning of the staff report, Community Development Director Jeff Murphy responded that
the permit acronyms are a part of the official case numbers and cannot be changed. He added
he will look into the possibility of having an appendix that defines the acronyms.
In response to Commissioner Kamenjarin’s comment on the public outreach portion and
suggested it be included as an exhibit instead of being in the staff report, Community
Development Director Jeff Murphy responded that the purpose of the public outreach
portion is to inform the public how we have notified public on this application.
Commissioner Lafferty’s concurred with Commissioner Stine’s comments it would be helpful
spelling out the permits on the case number at the beginning of the staff report for the public
and commissioners who are not always familiar with the abbreviations. Community
Development Director Jeff Murphy responded that he would look at adding the most
common case types to the front of the staff report template, but needed to confirm with the
City Clerk.
In response to Commissioner Lafferty’s inquiry regarding historic structures, Community
Development Director Jeff Murphy responded if there is a historic significance related to the
structure this will be in the analysis section of the staff report.

Motion by Commissioner Sabellico, seconded by Commissioner Kamenjarin, to continue this
item to the next Planning Commission when Commissioner Luna is present. Motion carried,
6/0/1 (Luna -Absent).
PLANNING COMMISSION MEMBER REPORTS:
Commissioner Lafferty reported the San Diego Union Tribune had an article dated Jan. 29, 2023,
regarding the City Council's local traffic emergency and launching the public education program.
She also reported SANDAG's environmental scoping meeting is scheduled Feb. 15, 2023 at 4 p.m.
via Zoom discussing the environmental report for the 2025 regional plan. She also reported the
American Institute of Architects has created a document on existing buildings and how to
renovate and will share ifthe other commissioners and staff are interested.
Commissioner Stine gave an update on the Growth Management Committee announcing that
the next meeting will be held on Feb. 23, 2023, and the topic for discussion will be Open Space.
He added once all the performance standards are reviewed, they will be compiled into a report
by March or April 2023 that will be presented to the City Council.
CITY PLANNER REPORTS:
City Planner Eric Lardy reported that the Growth Management Committee additional topic at the
meeting held on Feb. 23, 2023, will be the Climate Action Plan. He also reported that the
.Commissioners had asked for the specific agenda for the League of Cities conference, and it is
not available yet, but he will share with the Commissioners once it is available for those who
expressed interest.
CITY ATTORNEY REPORTS: None.
