GENERAL & RECREATION
P&R Master Plan Update
The final step in the community outreach and input process – a statistically reliable survey – has been completed,
and results are being tallied. The survey identified levels of support for a wide range of ideas that were shared
through the earlier input opportunities. Households were selected at random to take this survey and have
received it only via the United States Postal Service. However, the public had the opportunity to review a copy of
the survey at www.carlsbadparksplan.com and provide additional feedback via email and/or the “Your Comments”
form on the website.
Recreation staff has developed and established core program areas, and the recreation and adults 50+ program
assessments benchmarking, and fee studies are currently underway. The department’s all-hands staff and
consultant visioning exercise was held on Dec. 12, 2022. Carlsbad and national demographics, statistically reliable
survey data, and recreation/adults 50+ program assessments was presented at special meetings of the Parks &
Recreation and the Senior Commission on Dec. 12, 2022.
A draft master plan update will be made available for input by the community, and Senior and Parks & Recreation
Commissions, in advance of a tentatively scheduled special April 3, 2023 meeting, and the City Council on April 4,
2023. A final draft is expected to be presented to the Commissions at a tentatively scheduled May 8, 2023 special
meeting, and the City Council for final adoption on May 9, 2023.
Share a Heart – Making Intergenerational Connections @Pine
On Thursday, Feb. 9, 2023, Leadership In Training and Education students, staff and senior volunteers gathered at
the Pine Avenue Community Center to “Share A Heart” with local children and families to have fun and celebrate
heart health month and heart awareness. This community event – featuring cookie decorating, crafts, and pool
lessons – was hosted by LITE teens, with support from senior center staff. LITE is an afterschool program for
Carlsbad 6th to 9th graders who want to develop skills in leadership, teamwork, communication and community
service. The program requires a commitment from participants to attend regularly after school from 3 to 6 p.m.
Each month will focus on a different theme like the environment, history, health and goals.
Amped Music & Arts
On Saturday Feb. 10, 2023, more than 200 music loving teens descended upon the Pine Avenue Community Center
for the AMPED Music Throwdown. The gym was transformed into a concert venue to showcase five teen bands
competing for prizes donated by Amplified, a Carlsbad business that provides access to a professional recording in
their sound studio, a band videography, and studio practice with a sound engineer. The throwdown was judged by
music experts, including an American Idol and X Factor contestant, audio engineer and singer/songwriter.
And the winners were:
•1st Place - Final Point – Zoey, Rosie, Meadow and Matthew
•2nd Place – Donna Drive – Anton, Dom, Max and Jeddy
•3rd Place – Taprika – Noah, Andrew, Nate, Kinsey and Shiva

The event provided a safe space for Carlsbad’s teens to be creative, socialize, dance and have fun while connecting
with their friends, family and the community.
Recreation Area Manager – Kevin Gohres
Kevin Gohres has worked with the department since May 2018, when he joined the team to open Pine Avenue
Park Community Center to the public. Since that time, Kevin has played a critical role in building all phases of
community center programs and services, including teens and summer camps. Most recently, Kevin has been
leading the department’s athletic field negotiations process. Kevin’s successes have contributed greatly to the
department fulfilling its mission, vision, and strategic planning objectives.
In his new role, Kevin will be responsible for the oversight of Calavera and Stagecoach Community Centers, sports,
athletic field use, instructional camps, and classes – including, health & wellness, and learning & development.
Coming Soon: Pirate Plunge
Saturday March 25, 2023, 5 p.m.
Alga Norte Aquatics Center
Admission - $10 per person, children ages three and younger are free
Enjoy pirate themed pool activities and games during the city’s annual Pirate Plunge event. Come dressed in a
swimsuit and enjoy the swashbuckling activities which include diving for treasure, ship raider race, walking the
plank, and other fun pool activities and floating obstacles. The Splash Pad will be open for the little ones.
Dry activities include a pirate ship slide, a photo opportunity, and a treasure hunt where children will have the
chance to follow a map around the pool decks collecting treasure along the way. As the sun goes down, finish the
night off with movie presentation on the giant outdoor screen.
Management Analyst – Marsha Weeks
Marsha Weeks recently joined the department as the Management Analyst. Marsha will work in the department’s
Administration/Business Systems Division on assignments such as budgets, contracts, analytics and personnel.
Marsha has a bachelor’s degree in Computer Information Systems having attended Cal Poly, Pomona, and her
master’s degree in Library & Information Science from San Jose State University. Marsha has been promoted from
a Senior Librarian position in the Library & Cultural Arts department, where she managed the Genealogy &
Carlsbad History Division. Prior to that assignment, she managed the Children’s Services Division operations at the
Georgina Cole Library. In total, Marsha has over 26 years of public service experience in the library sector.
PARKS
Parks Planning Manager – Nick Stupin
Nick Stupin recently joined the department as the new Parks Planning Manager. Nick will lead the Parks Planning
section, which includes not only parks/trails design and development, but also open space preserves
management, lagoons enhancement coordination and beach preservation/coastal nourishment,
Nick is a Carlsbad based Licensed Landscape Architect with 15 years’ experience in landscape architecture design,
project management and construction administration. He has a wide range of professional experience with both
design-build and design-bid-build project delivery methods and public works projects. Nick’s approach to design
includes a true understanding of sustainability and the impacts on public spaces. He has a Bachelors from UC
Irvine and a Masters in Landscape Architecture from UCLA. Before joining the city, he worked as a Landscape
Designer – Construction Specialist with SWA Group, a Landscape Architect with LA County Public Works, and a

Landscape Associate with CALTRANS.
Monroe Street Pool Renovation/Replacement Project
Three design concept options were developed for this project, each with increased scope and cost. An agenda
item on the project was presented at the Parks & Recreation Commission Meeting of Jan. 25, 2021, and the City
Council Meeting of Jan. 26, 2021. Both bodies approved Concept 3, with the City Council directing staff to pursue
a Proposition H ballot measure for the project on the June 7, 2022, Primary Election. On Feb. 22, 2022, an agenda
item was presented to the City Council recommending deferring the timing of a Proposition H ballot measure for
the project to an election cycle to be determined at a later date. City Council approved the deferral, with the item
to be reconsidered in time for a ballot measure to be placed on the November 2022 election. On June 21, 2022,
the City Council adopted a resolution approving the ballot measure language on this project for the November
2022 election. The ballot measure was passed by the voters. On Feb. 14, 2023, the City Council received a staff
report and presentation; and took formal action to move forward with the design and preparation of construction
plans and specifications for Concept 3 of the project. This action included authorizing an amendment to the
existing agreement with the design firm, LPA, to perform the related services. The City and LPA held a kick-off
meeting on Feb. 21 to review project scope and schedule.
Stagecoach Park Community Garden Project
Staff received cost proposals for professional design services for a community garden at the area of the park
formerly used as a maintenance yard. Staff completed its evaluation of the proposals and selected a design firm
to provide the requisite services. A task order for those services was executed and the kickoff meeting with the
design firm, Rick Engineering, was held on Nov. 9, 2022. Staff reached out to representatives of the Carlsbad
Community Garden Collaborative to get feedback on a similar project recently completed at the Pine Avenue Park
Community Garden, which will serve as a template for the Stagecoach Park Community Garden. Initial conceptual
drawings were delivered to staff on Dec. 20, 2022, and staff subsequently provided feedback to the consultant
team. Staff anticipates receiving the 60% progress set of construction documents at the end of February 2023.
The final construction document set is anticipated to be bid in late Spring 2023 and construction work
commenced in Fall 2023.
Robertson Ranch Park RFQ for Design Services (District 2) - The Request for Qualifications for design services for
Robertson Ranch Community Park was released on Planet Bids on Wednesday Nov. 9, 2022. A pre-bid meeting
was held, and staff prepared responses to bidders’ questions. Five proposals were received on Jan. 5, 2023, and
evaluated by staff. Two firms were interviewed by staff on Feb. 7, 2023. Staff is currently in fee negotiations with
the top ranked firm. Staff anticipates docketing a City Council agenda item for the award of a professional
services agreement to the selected design firm on March 21, 2023.
Trail Volunteers Events
On Feb. 11, 2023, from 8:30 to 11:30am a trail volunteer event was held along the Ranch Trail. This trail is at the
city’s most southeastern region and connects into the City of Encinitas trail system. City staff were joined by a
total of 23 volunteers who donated a collective 69 hours of their time to rehabilitate and create new water bars
for enhanced drainage, remove trash, and trim back native vegetation that had grown onto the edge of the trail.
The next trails volunteer event will be held on Wednesday, March 15, 2023 at Hosp Grove.
