INTRODUCTION TO THE PROPOSAL reEarth is honored to have the opportunity to serve the City of Carlsbad and help it reach its sustainability goals. reEarth has 5 years of experience working with and learning about the City of Carlsbad, the City of Carlsbad’s Sustainable Materials Management Plan and Division, Carlsbad’s Village Association of Businesses and Farmers’ Market, Carlsbad residents, Carlsbad restaurant businesses, and Carlsbad community leaders. We are excited to submit this proposal for your consideration on the following projects: ●An update to the existing City branded "Solutions for Single Use Plastic Bans - Alternatives for Food Establishments Training Manual" - a manual whose first version was developed by reEarth for the City in 2020 ●The design, development and implementation of a Pilot Program to address current waste practices at the local Carlsbad Farmers’ Market, and assist them to: ○reduce single use disposable foodware, other plastics and food waste, and ○recover edible food for donation 2. UPDATE TO EXISTING "Solutions for Single Use Plastic Bans - Alternatives for Food Establishments Training Manual" City of Carlsbad Sustainable Materials Management Division (SMM) engaged reEarth in a conversation about their need for an update on the existing “Solutions for Single Use Disposables - Restaurant Training Manual” in a meeting on Monday, January 23rd, 2023. SMM needs an updated list of recommended sustainable alternatives to single-use disposable foodware used by food establishments with verified vendors that sell these items at wholesale prices and volumes. The list will be distributed to local food establishments by City staff as a resource to help them transition to compliance with City Ordinance 6.09, “Single Use Foodware Reduction”, and all applicable related California Laws, such as AB 1276, SB 54 and SB 270. 2.A. CONTENT UPDATES reEarth consulting will research and develop an updated list of sustainable alternatives to single-use disposable foodware used by food establishments. The list will include items that align with the new California state laws requirements, such as SB 270, SB 54 and other applicable laws, as well as with the City related initiatives. Verified vendors that sell these items at wholesale prices and volumes will be included. The list will include live links and briefs on each product and the companies selling them, as well as other important information such as price, size and designation type (i.e. compostable, recyclable, etc.) In addition, reEarth will develop a short, 1 to 3 page maximum, procurement guide with reEarth Consulting - 949.330.0788 -lucian@reearthconsulting.com Page 3 of 16 PSA23-2125ENV Exhibit "A" (Cont.) The work will be provided in 2 formats, a raw file for the City to use in their own branded format, and a designed pdf file. Sample Raw Content 2.B. PROJECT TIMELINE & BUDGET reEarth will implement this task in the following ways: 1. Provide SMM with draft idea on the categories of the sustainable alternatives list and procurement guide content and gather 1st round of feedback via email or online meeting - 1st week of contract 2. Incorporate SMM feedback and provide draft of final product to gather 2nd round of feedback via email or online meeting - 2nd to 3rd week of contract 3. DocuSign Envelope ID: 8CF31561-8AEF-4140-87D5-88A833390BDB Restaurant Takeout Items: Procurement Guide See table on Page 2 for specific product recommendations 1. Reusables are best Even if only offered to customers for on-site use, reusable dishware is the best environmental choice. Compared to disposables, reusable dishware uses far less energy and resources over its lifetime. Even with the energy and water needed to wash 'real' dishware, the overall environmental impact is substantialty less than single-use, throw-away items. We understand reusables may not always be feasible. Below are considerations when choosing disposable containers. There is no "best" disposable product. Each product's environmental impact varies depending on the maten"a/, transporl.ation, packaging, etc. 2. Alm for Less Stuff Use as little packaging as possible, or choose lighter weight products that are made with less (often thinner) plastic or paper. For example: • Avoid accessories such as straws, lids, sleeves if not necessary • Instead of offering pre-bundled disposable cutlery and napkins, let customers choose which items they want. 3. Look for Products Made from Recycled Materials Products made from recycled materials are almost always environmentally better than those made from virgin content -within the same material type. If you're looking for a paper drink cup, a recycled-content paper cup is better than a virgin paper cup. The same applies if you're looking for a plastic drink rup: recycled plastic is better than virgin plastic. The higher the percentage of recycled content, the better. 4. Compostabla Isn't Batter Products labeled ~compostable,• "biodegradable: or "plant-based'" are not allowed in compost in Truckee and must go in the trash. While some manufacturers promote their products' ability to break down in the landfill, when things break down in the landfill, they produce methane, a potent greenhouse gas-so what sounds like a good thing actually isn't. Additionally, •compostable" products can be worse for the environment than non-compostable products due to their bel'lg made from biobased materials, such as com, that rely heavily on fossil fuel-based inputs for growing, processing, and transportation. 5. Remember the Bigger Picture Relative The environmental impact of packaging is far less than greenhouse gas the environmental impact of food. The most impactful emissions thing customers and businesses can do is to make the most of the food we buy (avoid wasted food through thoughtful purchasing, preparation and storage) and increase climate friendly food choices (more - vegetables and whole grains, less meat and dairy). ............. Take-away Options Provided are example takeout containers and cups. Most all containers will need to go in the trash due to food conlamination. Therefore, these products focus on using recycled content and thin material. Product Product Cost/ Cost/ Disposal Tvna Case CUD 16oz. FARMERS’ MARKET WASTE REDUCTION PILOT PROGRAM City of Carlsbad Sustainable Materials Management Division (SMM) engaged reEarth in a conversation about their need for help to address waste generated by the local Carlsbad Farmers’ Market, and assist that location to reduce single use disposable foodware, other plastics and food waste, as well as to recover edible food for donation. This engagement was done in a meeting on Monday, January 23rd, 2023. The SMM needs assistance to design, develop and implement a program that would reduce the amount of waste generated by the Farmers’ Market and help the vendors transition to compliance with waste related City ordinances, such as City of Carlsbad ordinance 6.09 “Single Use Foodware Reduction”, and California laws, such as SB 1383, AB 1276, SB 54 and SB 270. 3.A. PROPOSED VISION & APPROACHES reEarth proposes a pilot program with the vision of exploring the establishment of a permanent evolving waste reduction program at the Carlsbad Farmers’ Market that will benefit all of its stakeholders - the City, SMM staff, the Farmers’ Market management and vendors, the local waste hauler and various local food recovery and other environmental organizations. The program will target the reduction of all types of waste generated by the Carlsbad Farmers’ Market, especially single use food ware and other plastics, as well as the diversion of all recyclable waste from the landfill, including organic waste and recoverable edible food. The program will aim to engage all the Farmers’ Market stakeholders to create and test a resilient waste reduction program model that can continue beyond the Pilot. reEarth will aim to have the buy-in, input and committed support of the Farmers’ Market management and staff, as well as SMM staff to implement some of the outreach, education, technical assistance, assessment and feedback work. The most important goal of the program will be to make sure all the Farmers’ Market stakeholders are aware of applicable waste reduction local and state legislation and what they can do to be in compliance and most importantly reduce waste in Carlsbad. Other more specific goals the SMM would like to see implemented and reEarth will work to make happen for this Pilot Program include: 1. Making alternatives to single use plastics a requirement for participation as a vendor at the market, and banning single use plastics - basically completely eliminating single use plastics from distribution at the Farmers’ Market; 2. Establish edible food recovery connections between the market and food recovery organizations; 3. Establish workable arrangements for right sized waste services. Some of the ideas reEarth envisions to implement include: reEarth Consulting - 949.330.0788 -lucian@reearthconsulting.com Page 5 of 16 PSA23-2125ENV Exhibit "A" (Cont.) DocuSign Envelope ID: 8CF31561-8AEF-4140-87D5-88A833390BDB PROJECT PROPOSAL Carlsbad 2023 ●3 or more waste sorting stations with impactful educational signage managed by the Farmers’ Market staff in collaboration with City waste hauler and/or other environmental organizations from Carlsbad ●Participation of all vendors in some type of waste reduction practices with signage that educate market customers about their approaches ●Propose a full time dedicated waste reduction champion position at the farmers’ market - with a possible waste reduction and food recovery mobile cart reEarth proposes to implement this pilot in the following 6 phases: 1. Task 1 - Phase 1: Strategy Development In this first phase, reEarth will lead the development of a program approach strategy in collaboration with SMM staff.
