APPROVAL OF MINUTES:
Minutes of the Arts Commission special meeting held Dec. 8, 2022

Motion by Commissioner Ferone, seconded by Commissioner George, to approve the minutes
as presented. Motion carried, 4/0/3 (Barker, Miringoff, Nassiri -Absent).
PRESENTATIONS: None.
PUBLIC COMMENT: None.
2022 STEAM PILOT PROGRAM UPDATE: Cultural Arts Manager Richard Schultz explained that
this initiative was part of the Arts & Culture Master Plan with over a year in the planning stage.
Arts Education Coordinator Wendy Sabin-Lasker provided an overview covering the timeline,
curriculum development and format. She shared the positive feedback the program received
from participating teachers.
APPROVAL OF THE FISCAL YEAR 2022-23 ARTS COMMISSION WORKPLAN: Mr. Schultz
reminded the commission that at the previous meeting, each of the initiatives of the draft
workplan had been reviewed, and that the workplan now needed to be approved.
Motion by Commissioner Carrillo, seconded by Commissioner Ferone, to approve the FY 2022-
23 Arts Commission Workplan, as presented. Motion carried, 4/0/3 (Barker, Miringoff, Nassiri -
Absent).
REVIEW EDUCATION GUIDELINES FOR COMMUNITY ARTS GRANTS: Mr. Schultz started by
informing the commission that budget cuts are anticipated next year with no new expenditures
entertained. He shared a few ideas to maximize the amount of funding given to schools
including revisions to the categories, new project requirements, and a cap on the number of
applications per school, to no more than four. The discussion will continue at the February
meeting, where the revised guidelines will be presented.
CULTURAL ARTS MANAGER REPORT: Mr. Schultz invited the commission to the opening
reception for the next Cannon Gallery exhibit, Contemporary Perspectives in Fiber Arts, on
Saturday, Jan. 7, 2023, from 2 -4 p.m. Mr. Schultz announced that the gallery curator retired at
the end of 2022 and a recruitment will be forthcoming. The first concert of the year will be the

Left Coast Quintet in the Schulman Auditorium on Saturday, Jan. 28, 2023 at 7:30 p.m.
GROWTH MANAGEMENT COMMITTEE REPORT: With Commissioner Nassiri not in attendance,
Commissioner George was asked and did not have any updates. Mr. Schultz clarified that
Cultural Arts staff is working with the Planning Department and the Growth Management
Committee team to look at next steps for their presentation of the Arts as a performance
standard.
ARTS COMMISSION CHAIR REPORT: Chair Chung shared the highlights of their participation at
local arts events and shared the Culture Buzz section of the Carlsbad Business Journal which
was written by Commissioner Nassiri.
ARTS COMMISSIONER COMMENTS: Commissioner Ferone asked what mobile outreach
programs are, or could be, serving the large population of seniors living in Carlsbad.
Commissioner Carrillo shared she would be interested in seeing who is being served by Cultural
Arts programs and services. Commissioner George and Ferone would like more attention called
to the Cannon Gallery so the community is aware of the space. Commissioner George asked
when the Communications Department would be available to present to the commission.
