Executive Summary Being able to get around Carlsbad safely and conveniently is a top community priority. In 2015, the City Council approved an updated General Plan, which included several new policies to achieve these goals. Specifically, the Mobility Element of the General Plan envisions a transportation network that balances all the different modes of transportation, unlike previous policies that focused primarily on the car. Understanding that transforming Carlsbad’s road system would take many years, in 2018, the City Council asked staff to present updates twice a year to measure progress being made. This report highlights recent activities and covers changes that have been made to project priorities since the city proclaimed a traffic safety emergency in August 2022. Discussion Traffic safety emergency On Aug. 23, 2022, the City of Carlsbad proclaimed a local emergency based on a more than 200% increase in bike and e-bike collisions since 2019. Under an emergency proclamation, a city can more easily redeploy staff and resources and expedite certain processes that allow projects to be completed more quickly. Following the emergency proclamation, city staff immediately launched new public education, engineering and enforcement initiatives while developing a comprehensive set of additional short, mid- and long-term actions for the City Council’s consideration. The City Council appropriated $2 million at its Aug. 30, 2022, meeting to support these efforts: •$535,000 for overstaffing the Police Department’s sworn positions by four additional full-time officers •$100,000 for police overtime for training and enforcement Jan. 3, 2023 Item #4 Page 1 of 25 • $250,000 to buy additional speed feedback signs and electronic messaging boards • $1,115,000 for infrastructure projects and safe driving behavior education On Sep. 27, 2022, city staff presented City Council with a Safer Streets Together Plan. At that meeting, the City Council directed staff to proceed with the following items from the plan: • Safer Streets Together roll out • Bike lane enhancements • Digital roadway messaging • Enhanced enforcement • Adopt a Vision Zero resolution • Community commitment campaign • School collaboration • Business, non-profit partnership program • Mobility organization partnership program • Video public service announcements • Upgrade high-pedestrian signal locations • School e-bike certification/permit program • Expanded street resurfacing and restriping • Tamarack Avenue traffic calming • Reconfigure arterials • Expanded street resurfacing and restriping (Palomar Airport Road, Rancho Santa Fe/Olivenhain Road) Jan. 3, 2023 Item #4 Page 2 of 25 • Review citywide speed limits for potential reduction • Legislative advocacy for e-bike licensing requirement City Council also directed staff to seek input from the Traffic & Mobility Commission, which was completed at a special meeting on Oct. 27, 2023. That input was shared with the City Council at its Dec. 6, 2022, meeting. The City Council voted on Dec. 6, 2022, to extend the emergency proclamation at least another 60 days. City staff is scheduled to provide an update on the emergency proclamation to the City Council at its Jan. 24, 2023, meeting Existing and Ongoing Projects Report The following update provides accomplishments over the last six months and goals for the next six months for each division within the city’s Transportation Department: Transportation and Drainage Engineering and Asset Management Division Past six-month accomplishments include: • Awarded a task Order, initiated preliminary engineering design, and completed 100% design of 2022 East-West Corridor Emergency Resurfacing and Restriping Project as a part of the Local Emergency Declaration • Provided construction support for the 2021-22 Slurry Seal and Fog Seal Project • Provided construction support for the 2021- 22 Overlay Project, currently in construction phase • Completed preliminary engineering design of FY 2022-23 Slurry Seal Project • Initiated selection and completed 90% design of FY 2022-23 Concrete Repair Project • Provided construction support for the El Camino Real and Cannon Road Improvements Phase I Project • Awarded construction contract of the El Camino Real and Cannon Road Improvements Phase II Project • Provided construction support for the El Camino Real and Cannon Road Improvements Phase II Project • Obtained approval from SANDAG, Caltrans and California Transportation Commission, or CTC, for State-only Funding and Scope Change requests. The approved State-Only Funding request changed the Active Transportation Program, or ATP, grant funding from a federal program to a state program. bike parking infrastructure needs at recreational and commercial destinations citywide Jan. 3, 2023 Item #4 Page 9 of 25 Safe Routes to School Program Activities Staff have been working with Hope Elementary School on the City’s first Safe Routes to School plan to development both infrastructure and programmatic recommendations to provide safer access to the school site and encourage students to take alternative forms of transportation to school such as walking and biking. As this was the city’s first Safe Routes to School plan it also allowed city staff to establish and refine the Safe Routes to School Planning Framework that was provided in the Sustainable Mobility Plan. The Hope Elementary effort will function as a pilot program, an example for future plans, and help the city develop a larger Safe Routes to School program for rollout at other Carlsbad schools. Staff will be issuing a request for proposals in early 2023 to select a consultant to develop additional Safe Routes to School plans for three schools in Carlsbad including Sage Creek High School, Jefferson Elementary, and Aviara Oaks Elementary and Middle school. City staff has also met with the parents and administrators at Sage Creek High School in response to traffic safety concerns that have been raised by parents regarding recent collisions between vehicles and students riding e-bikes through the intersection of College Boulevard and Cannon Road. Based on the feedback received from parents city staff has decided to implement a Safe Routes to School plan for Sage Creek High School which will result in a comprehensive set of both infrastructure and programmatic recommendations to improve walking and biking access to the school and address parent safety concerns along College Boulevard and Cannon Road. Implementation Plan for the Sustainable Mobility Plan and Multimodal Transportation Impact Fee The city is preparing to create a plan to implement the Sustainable Mobility Plan, or SMP, and update the city’s current Traffic Impact Fee with a new Multimodal Transportation Impact Fee, or MTIF. The implementation plan will build upon the project prioritization process identified in the Sustainable Mobility Plan and serve as a blueprint for a phased implementation of the multimodal improvement projects identified in the plan. This strategy will include an engineering feasibility analysis of the plan’s top-priority projects and programs, covering the preliminary cost estimates, conceptual improvement plans and roadway cross-sections. It will focus on devising realistic funding strategies for the design and construction of recommended Sustainable Mobility Plan projects. One of the most over-arching tasks involved in that is the creation of a Multimodal Transportation Impact Fee (MTIF) program. This fee, which would be collected from developers for the impacts their projects will have on the city’s transportation network, will become a funding source for the Sustainable Mobility Plan. If adopted, the Multimodal Transportation Impact Fee Program will replace the City’s current Traffic Impact Fee program. City staff will present an overview of the Implementation Plan and Multimodal Transportation Impact Fee at an upcoming T&MC meeting for feedback and input on the plan approach and anticipated outcomes. Traffic Engineering Division Past six-month accomplishments include: • Initiated effort on updating the Carlsbad Residential Traffic Management Program Jan. 3, 2023 Item #4 Page 10 of 25 • Completed design to restripe southbound Carlsbad Boulevard from Manzano Drive to Island Way to better serve all roadway users • Completed design to implement green bicycle lane enhancements at five locations on Carlsbad Boulevard • Completed design of Sustainable Mobility Plan implementation projects to enhance bike safety on La Costa Avenue, Jefferson Street and Cannon Road • Completed construction of a pedestrian hybrid beacon crossing signal on Tamarack Avenue at Valley Street • Continued implementation and configuration of Cubic/Trafficware traffic signal controller software • Coordinated with Caltrans to facilitate traffic clock synchronization between Caltrans and city controllers as Caltrans migrates its traffic central system software and upgrades outdated signal controllers • Completed neighborhood meeting for traffic calming project on Tamarack Avenue between Adams Street and Skyline Road • Completed neighborhood meetings for traffic calming on Victoria Avenue, Highland Drive, reliability Jan. 3, 2023 Item #4 Page 12 of 25 Streets and Storm Drain Maintenance Division Past six-month accomplishments include: • Completed the second year of a multi-year contract with Sweeping Corps of America (dba Pacific Sweeping) for the city’s street-sweeping services • Completed the second year of a multi-year contract with Urban Corps of San Diego for citywide pressure washing services, graffiti and trash removal services • Completed the first year of a multi-year agreement for high-priority storm drain maintenance and inspections with Downstream Services, Inc. • Successfully bid and established a contract for phase two to replace street signs with failing reflectivity • Purchased a new longline striper and have completed 470,811 linear feet of striping • Mobilized response crews related to the local emergency, including multiple intersection with green bike lane paint and deploying safety message boards along city roadways • Completed 92 work orders related to damaged signs from vehicle collision incidents • Inspected high-priority storm drain inlets, which resulted in removing over 16.5 tons of storm drain sediment and debris for the current fiscal year • Continued managing 1,800 lane miles of street sweeping per month resulting in removal of approximately 557.58 tons of debris from roadways • Completed 327 streetlight and electrical maintenance service requests • Completed 1534 storm drain maintenance work orders and 39 storm drain emergency responses • Completed 30 sidewalk work orders and 86 asphalt work orders within the right of way, which consisted of approximately 30,000 square feet of surfaces replaced • Completed installation of 71 LED fixtures Six-month goals include: • Continue to safely maintain all levels of service during the post-pandemic recovery and local emergency period • Continue implementation of the annual roadway restriping program with recently purchased long-line striping truck • Continue with the annual maintenance programs • Continue with Phase II and Phase III of the citywide streetlight LED fixtures replacement program along collector, cul-de-sacs, school zones, and industrial streets Jan. 3, 2023 Item #4 Page 13 of 25 Fiscal Analysis This item is a presentation on the work related to management of the city’s transportation assets and it has no fiscal impact. Next Steps Staff will continue to provide updates on workload and schedule as part of future semiannual transportation reports. The next semiannual transportation report is expected to be in early 2023. Environmental Evaluation This action does not constitute a project within the meaning of the California Environmental Quality Act under Public Resources Code section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment.
