Subject: Election of Traffic and Mobility Commission Chair and Vice-Chair
Recommended Action Appointment of one member of the Traffic and Mobility Commission to serve as Chair and one member to serve as Vice-Chair for a term ending in December 2023, or until a replacement is appointed.
Executive Summary
Each year the Traffic and Mobility Commission elects a Chair and Vice-Chair according to
Carlsbad Municipal Code 2.28.040 Officers.
Discussion
The Traffic and Mobility Commission Chair typically serves a one-year term. Last year the Traffic
and Mobility Commission elected Commissioner Brandon Perez to serve as Chair and
Commissioner Steve Linke to serve as Vice-Chair.

The following are the powers and duties of the Commission Chair:
1.The Chairperson of the Commission shall be the Presiding Officer at all meetings of the
Traffic and Mobility Commission.
2.The Chairperson may move, second debate, and vote from the Chair. The Chairperson
shall not be deprived of any of the rights and privileges of a Commissioner by reason of
acting as Chairperson.

3. The Chairperson, or such person as the Chairperson may designate, may verbally restate
each motion immediately prior to calling for the vote. Following the vote, the
Chairperson shall announce whether the motion carried or was defeated.
4. The Chairperson shall be responsible for the maintenance of order and decorum at all
meetings, and shall decide all questions of order and procedure, subject, however, to an
appeal to the Commission, in which case the matter shall be determined by majority
vote of the Commission.
Fiscal Analysis
This action has no fiscal impact.
Environmental Evaluation
In keeping with California Public Resources Code Section 21065, this action does not constitute
a “project” within the meaning of the California Environmental Quality Act in that it has no
potential to cause either a direct physical change in the environment, or a reasonably
foreseeable indirect physical change in the environment. Therefore, it does not require
environmental review.
Public Notification and Outreach
This item was noticed in keeping with the Ralph M. Brown Act and it was available for public
viewing and review at least 72 hours before the scheduled meeting date.
