CITY COUNCIL Special Meeting
CALL TO ORDER: 3 p.m.
ROLL CALL: Blackburn, Bhat-Patel, Acosta, Burkholder.
PLEDGE OF ALLEGIANCE: Council Member Burkholder led the Pledge of Allegiance.
DEPARTMENTAL AND CITY MANAGER REPORTS:
1. DISTRICT 2 COUNCIL MEMBER APPLICANT INTERVIEWS AND APPOINTMENT – 1) Conduct the
applicant interviews; and
2) Adopt Resolution No. 2023-057 appointing Carolyn Luna to fill the District 2 vacancy to be effective
at the time the oath is administered for a term ending with the November 2024 election; or
If consensus is not reached by the City Council:
3) Adopt a resolution calling for a special election on Tuesday, Nov. 7, 2023, for the election of a City
Council Member District 2 for a term ending November 2024 as required by the provisions of the laws
of the State of California relating to charter cities; and
4) Adopt a resolution requesting consolidation services from the San Diego County Registrar of Voters
for the Nov. 7, 2023, special election; and
5) Adopt a resolution adopting regulations for candidates for elective office pertaining to candidates’
statements submitted to the voters at the special election to be held in the City of Carlsbad on
Tuesday, Nov. 7, 2023. (Staff contact: Faviola Medina, City Clerk Department and Sheila Cobian, City
Manager Department)
City Manager’s Recommendation: Conduct applicant interviews and adopt the resolution.
Director of Legislative & Constituent Services Sheila Cobian and City Clerk Services Manager Faviola
Medina presented the report and reviewed a PowerPoint presentation (on file in the Office of the City
Clerk).
PUBLIC COMMENT:
Jimmy Ukegawa spoke in support of Carolyn Luna for the District 2 vacancy.
Kevin Sabellico spoke in support of Carolyn Luna for the District 2 vacancy.
Hope Nelson spoke in support of Carolyn Luna for the District 2 vacancy.
Each of the vacancy applicants spoke to their qualifications for the position and each answered the
following question from City Clerk Sherry Freisinger: “District 2 residents submitted many topics they
would like to see addressed. How would you decide where to focus given your limited time in
office?”
At the conclusion of the applicant interviews, each Council Member wrote down no more than three
names as their top choice for the District 2 Council Member appointment and handed them to City

Clerk Freisinger. City Clerk Freisinger announced the results while City Clerk Services Manager
Medina populated the names on a slide to be shown.
Motion by Mayor Blackburn, seconded by Mayor Pro Tem Bhat-Patel, to adopt Resolution No. 2023-
057, appointing Carolyn Luna as the District 2 Council Member. Motion carried unanimously, 4/0.
Mayor Blackburn called a recess at 3:49.
Mayor Blackburn reconvened the meeting at 4 p.m.
PRESENTATION:
District 2 City Council Member Oath of Office
City Clerk Sherry Freisinger gave the Oath of Office to Council Member Carolyn Luna.
DEPARTMENTAL AND CITY MANAGER REPORTS (Continued):
2. REORGANIZATION OF THE CITY COUNCIL, ELECTION OF MAYOR PRO TEMPORE, REGIONAL
COMMITTEE ASSIGNMENTS AND SUBCOMMITTEE ASSIGNMENTS – 1) Adoption of Resolution No.
2023-058 appointing one member of the City Council to serve as Mayor Pro Tempore for a term ending
in December 2023, or until a replacement is appointed; and
2) Adoption of Resolution No. 2023-059 appointing members of the City Council to the San Diego
Association of Governments Board of Directors; and
3) Adoption of Resolution No. 2023-060 appointing members of the City Council to the San Diego
Association of Governments Shoreline Preservation Work Group; and
4) Adoption of Resolution No. 2023-061 appointing members of the City Council to the North County
Transit District Board of Directors; and
5) Adoption of Carlsbad Municipal Water District Board of Directors Resolution No. 1696 confirming
the mayoral appointment of a member of the City Council to the San Diego County Water Authority
Board of Directors; and
6) Adoption of Carlsbad Municipal Water District Board of Directors Resolution No. 1697 approving
the designation of two Carlsbad Municipal Water District representatives as the other’s proxy should
one member be absent while representing Carlsbad Municipal Water District at a San Diego County
Water Authority Meeting; and
7) Adoption of Resolution No. 2023-062 appointing members of the City Council to the Clean Energy
Alliance Joint Powers Authority Board of Directors; and
8) Adoption of Resolution No. 2023-063 confirming the Mayoral appointments of members of the City
Council to the various regional committee assignments; and
9) Adoption of Resolution No. 2023-064 confirming the Mayoral appointments of members of the City
Council to the various subcommittee assignments. (Staff contact: Faviola Medina, City Clerk’s

City Manager’s Recommendation: Adopt the resolutions.

City Council discussion ensued regarding the SAN DAG committee appointments.
Motion by Mayor Blackburn to adopt Resolution No. 2023-059 appointing Council Member Burkholder
as Primary Member to the SAN DAG Board of Directors. Motion carried, 3/2 (Bhat-Patel, Acosta -No).
Motion by Mayor Blackburn to adopt Resolution No. 2023-063 appointing Council Member Luna to
the Encina Wastewater Authority Board of Directors/Encina Joint Powers (JAC). Motion carried
unanimously, 5/0.
Motion by Mayor Blackburn, seconded by Council Member Burkholder, to adopt Resolution No. 2023-
059 appointing Mayor Pro Tern Bhat-Patel as the first alternate to the SAN DAG Board of Directors, and
Mayor Blackburn as second alternate. Motion carried unanimously, 5/0.
Motion by Mayor Blackburn to adopt Resolution 2023-060 appointing Council Member Luna to the
Shoreline Preservation Working Group. Motion carried unanimously, 5/0.
Motion by Mayor Blackburn to adopt Resolution 2023-060 appointing Mayor Blackburn as the
alternate to the Shoreline Preservation Working Group. Motion carried unanimously, 5/0.
Motion by Mayor Blackburn to adopt CMWD Resolution No. 1697 with the following amendments: to
include the first two Whereas clauses and delete the remaining Whereas clauses. Motion carried, 4/1
(Luna -Abstain).
Motion by Mayor Blackburn to adopt Resolution No. 2023-063 appointing Council Member Luna as
Primary Member to the North County Dispatch Joint Powers Authority. Motion carried unanimously,
5/0.
Motion by Mayor Blackburn to adopt Resolution No. 2023-063 appointing Council Member Luna to
the Buena Vista Lagoon JPC. Motion carried unanimously, 5/0.
Motion by Mayor Blackburn to adopt Resolution No. 2023-061 appointing Council Member Luna as
the Alternate Member to the North County Transit District. Motion carried unanimously, 5/0.
Motion by Mayor Blackburn, seconded by Mayor Pro Tern Bhat-Patel, confirming that all remaining
appointments stay as they currently exist. Motion carried unanimously, 5/0.
ADJOURNMENT:
By proper motion, the Special Meeting of Feb. 15, 2023, was adjourned at 4:37 p.m.
