Executive Summary The City Council is being asked to appoint one member to the Senior Commission, which advises and makes recommendations to the City Council on the special needs and concerns of senior citizens, including the creation, operation, maintenance, management and control of senior citizen programs, activities and facilities. The commission consists of five members. All members are appointed by the Mayor and confirmed by the City Council. Members must be City of Carlsbad residents and normally serve four-year terms. Explanation & Analysis Commissioner Shelly Sander was appointed to the Senior Commission in July 2022, to fill the unexpired term of Commissioner Bradley McReynolds. Commissioner Sander resigned in January 2023, leaving an unscheduled vacancy on the commission, with a term ending in September 2025. The City Clerk’s Office received seven applications from residents wishing to serve on the Senior Commission. In keeping with City Council Policy Statement No. 88, the Mayor has recommended the following two residents wishing to serve on the commission to advance in the process and interview with the full City Council: •Bruce Fitz-Patrick – District 1 •Patricia Gerke – District 4 Exhibit 2 includes applications for both residents. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body must prepare a local appointments list that contains the appointive terms of board and commission members that will expire in the next calendar year, the name of the incumbent appointee, the date of appointment and the term expiration date. Based on the list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. Fiscal Analysis This action has no financial impact. Next Steps Following the appointment of one member to the Senior Commission, the City Clerk’s Office will update the commission roster and coordinate the oath of office and the filing of the appointees’ statements of economic interest and ethics training certificates. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. I'd like to provide a little back ground about myself for the Council Members to review in my absence. I have lived in Carlsbad since 1984, when Rancho Santa Fe Road was 2 lanes with cows and tomato fields along side the road. We didn't even know there were Stagecoach ruins in the area! We loved how Bud Lewis managed the City as a Business and established Carlsbad as a wonderful place to live, work, play and call home. I have a diverse background, as a healthcare provider, a sales & marketing professional in the medical device industry and a profession Realtor focusing my business on working with Seniors and their family members as a Senior Real Estate Specialist. I am also a Certified Senior Advisor and by the end of March, I will also be a Certified Aging In Place Specialist. I constantly advocate on behalf of Seniors, especially those without family to assist. . I I took care of my parents for 12 yrs, my Dad had multiple strokes and was wheelchair bound and my Mom had Vascular Dementia. It was a journey that taught me numerous lessons that I enjoy sharing with others. I look forward to serving on the Senior Commission, as a Senior myself.
