Minutes of the Library Board of Trustees special meeting held Dec. 14, 2022.
Motion by Trustee Schatt, seconded by Trustee McBride, to approve the minutes as presented.
Motion carried, 4/0/0/1 (Sheffler -Abstain)
PUBLIC COMMENT: None.
DEPARTMENTAL REPORTS:
1. MONTHLY LIBRARY REPORTS: The board received and discussed the monthly library reports
for November and December 2022.
2. LETTER OF APPRECIATION TO LIBRARY & CULTURAL ARTS STAFF: Trustees reviewed and
approved a letter from the board to staff in appreciation of their support of the Registrar of
Voters' mail ballot drop off program at all library locations. Motion by Trustee Moran,
seconded by Trustee Sheffler, to approve the letter of appreciation as presented.
Motion carried, 5/0
3. LIBRARY QUARTERLY TECHNOLOGY REPORT: The quarterly technology report was
postponed to a later meeting date.
4. FISCAL YEAR 2023-24 BUDGET POLICIES AND TIMELINES: Senior Management Analyst Fiona
Everett provided the board with information on the FY 2023-24 budget policies and timelines.
Trustee Schatt inquired to what percentage of budget reduction will be FTE and how
significant theft is to the budget; Trustee McBride inquired about the impact going fine free
will have on the budget; and Trustee Moran inquired about the process for identifying low
priority programs to high priority programs for reducing costs.
5. SEMI-ANNUAL DONATION REPORT: Management Analyst Debbie Jo McCool updated the
board on donations received for the first six months of FY 2022-23.

6. DIGITAL INITIATIVES & SPECIAL PROJECTS AND PARTNERSHIPS & COMMUNITY
OUTREACH: Principal Librarians Andrea Hilliard and Laura Mendez presented to the board an
overview of their work on digital initiatives, special projects, partnerships, and community
outreach. Trustee Schatt inquired about check out histories, and partnerships with outside
companies related to the Exploration HUB.
DIRECTOR'S REPORT:
Director Smithson updated the board on a variety of topics: new Training Coordinator Xochitl
Andrade will be introduced at an upcoming board meeting; target date for the Carlsbad Reads
Together author visit is April 27 with the title selection coming after the contract with the author
is signed; new exhibit in the Cannon Art Gallery opened Jan. 7; new 2 year exhibit being installed
in the sculpture garden at the Georgina Cole Library and will open Feb. 7; Winter Reading
Challenge ends Jan. 31 with a goal of just over 115,000 minutes, one minute for each resident of
Carlsbad; Museum Month is in February and this year passes are available in digital or print form;
libraries received more state park passes; monthly library reporting will now compare year to
year as the comparison was done prior to the pandemic; north parking lot being restored now
that Fire Station 2 has relocated to their permanent location; and an update on Link+ book
sharing with a launch date before the end of June.
FOUNDATION REPORT:
Representative McBride shared the. Carlsbad Library & Arts Foundation is meeting in a hybrid
format; and the foundation's total assets are $4,289,000. The foundation welcomed new board
member, Joanna Murphy.
FRIENDS OF THE LIBRARY REPORT:
Library & Cultural Arts Director Suzanne Smithson reported the Friends of the Carlsbad Library
reported excellent sales in December and a successful holiday boutique.
GROWTH MANAGEMENT COMMITTEE REPORT:
Representative Sheffler updated the board on the committee's work.
NORTH SAN DIEGO COUNTY GENEALOGICAL SOCIETY REPORT:
Board Liaison Mary Millet was not in attendance.
LIBRARY BOARD COMMENTS/ANNOUNCEMENTS:
Trustee McBride shared attending an in-person author discussion with Beth Thorp, a local
Carlsbad author and resident, and the foundation in honor of her son MitchellThorp.
