HomeMy WebLinkAbout2023-03-21; City Council; ; Mayoral and City Council Appointments to the Community-Police Engagement CommissionCA Review CKM Meeting Date: March 21, 2023 To: Mayor and City Council From: Scott Chadwick, City Manager Staff Contact: Tammy McMinn, Senior Deputy City Clerk tammy.mcminn@carlsbadca.gov, 442-339-2953 Subject: Mayoral and City Council Appointments to the Community-Police Engagement Commission District: All Recommended Action Adopt the following: 1.Resolution appointing one member to the Community-Police Engagement Commission (Mayoral) 2.Resolution appointing one member to the Community-Police Engagement Commission (District 1) 3.Resolution appointing one member to the Community-Police Engagement Commission (District 2) 4.Resolution appointing one member to the Community-Police Engagement Commission (District 3) 5.Resolution appointing one member to the Community-Police Engagement Commission (District 4) Executive Summary The City Council is being asked to appoint five members to the newly created Community-Police Engagement Commission, which was established to provide a cooperative and collaborative forum for the community and police leadership to learn and discuss the challenges of modern- day policing and provide a community perspective about public safety challenges. The City Council established the commission at its Dec. 6, 2022, meeting by adopting Ordinance No. CS-441 and City Council Resolution No. 2022-275. The commission consists of five members. Members are appointed by the Mayor and Council representatives for each district and confirmed by the full City Council. Members must be City of Carlsbad residents and normally serve four-year terms. The Community-Police Engagement Commission terms will be staggered to coincide with the appointing Council Member’s terms as follows: •Mayoral, District 1 and District 3 appointments will expire in December 2026. •District 2 and District 4 appointments will expire in December 2024. March 21, 2023 Item #9 Page 1 of 22 Explanation & Analysis The Community-Police Engagement Commission is to work collaboratively with the Police Chief to provide advice, support and recommendations relating to current or newly considered policies and programs with an overarching goal of building trust and fostering strong police- community relations. The City Clerk’s Office received 21 applications from residents wishing to serve on the Community-Police Engagement Commission. In keeping with City Council Policy Statement No. 88, the Mayor and each representative from the four Districts have recommended the following ten residents wishing to serve on the commission to advance in the process and interview with the full City Council: Finalist Finalist’s district Nominating council member’s district Socorro Rodriguez-Anderson District 2 Mayor – At Large Patrick Connolly District 1 Mayor – At Large Patrick Connolly District 1 District 1 Michael Zepeda District 1 District 1 Taffy Cannon District 2 District 2 Socorro Rodriguez-Anderson District 2 District 2 Taffy Cannon District 2 District 3 Terri Novak District 3 District 3 Taffy Cannon District 2 District 4 Dan Frazee District 4 District 4 The applications for all of the finalists are Exhibit 6. The Maddy Act (California Government Code Sections 54970-54974) requires that on or before December 31 of each year the legislative body must prepare a local appointments list that contains the appointive terms of board and commission members that will expire in the next calendar year, the name of the incumbent appointee, the date of appointment and the term expiration date. Based on the list, the City Clerk’s Office accepts applications (available on the city’s website and in the City Clerk’s Office) for any upcoming vacancies. Carlsbad Municipal Code Section 2.15.050(2) states, “Although each member of the City Council elected by a district shall use his or her best efforts to appoint individuals residing in that district to these commissions, members of the City Council may appoint individuals not residing in their districts in their discretion in order to assure that the most interested and qualified individuals serve on the commissions.” Members of the Community-Police Engagement Commission are subject to the provisions of the California Political Reform Act and must file statements of economic interest each year and complete two hours of ethics training every two years. Fiscal Analysis This action has no financial impact. March 21, 2023 Item #9 Page 2 of 22 Next Steps Following the appointment of five members to the Community-Police Engagement Commission, the City Clerk’s Office will update the commission roster and coordinate the oath of office and the filing of the appointees’ statements of economic interest and ethics training certificates. Environmental Evaluation This action does not require environmental review because it does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. Please describe relevant experience As COO of a multi-state privately held company, my experience includes over 30 years in residential housing, guiding the strategy to develop and manage senior living communities and services. I was responsible for the operations of 3500 units in 7 states serving over 5000 customers with an employee base of more than 3000. Memo to Carlsbad Council Members I was happy to receive word last week that I have been chosen as a finalist in the appointment process for the Community-Police Engagement Commission, and to be offered the opportunity to speak to my qualifications and desire to be appointed. Since I will be out of state this week, I appreciate being able to provide my interest via email to be distributed to Council Members prior to the meeting. As a resident of Carlsbad for 23 years, I have experienced the participatory and transparent culture of our City, including the Envision Carlsbad program focused on the community vision for the future and the core value and vision statements from the process. I have observed consistent follow through in implementing this vision. Representing my district on the City of Carlsbad Housing Element Advisory Committee in 2020 allowed me to experience the collaboration among other residents, city staff and commission representatives. Graduating from the Carlsbad Citizens Academy reinforced my interest in finding ways to contribute as I gained perspective and an appreciation of the complexities in operating a well- run City. The creation of a Community-Police Engagement Commission is an example of following through on a core value to "maintain a high standard for citywide public safety." In reviewing the role and purpose of this newly created commission, I knew I wanted to be a part of it to support this initiative to help strengthen and maintain an excellent relationship between the Carlsbad Police Department and the community. As it relates to my qualifications, my work experience includes over 30 years guiding company strategy by working with local, state and federal agencies, serving on public policy committees, and enjoying the positive outcomes that can be achieved through open communication and collaboration with local stakeholders. My experience includes holding workshops in multiple cities, facilitating meetings with local residents to gather input, gain support for and promote the strategic vision of that community. While considering applying to serve on this new commission, I took the opportunity to review the Police Department's programs and tools available to residents. I was delighted to find the Police Department has many resources available to the community, including a variety of crime prevention and safety videos, a neighborhood watch program, access to crime statistics and so much more. These resources provide a foundation to educate the community and create more access to public safety information. Additionally, I learned that the Police Department offers a seven-week academy to give residents the opportunity to get a detailed look inside the department. I plan to apply to attend the fall academy. The Community-Police Commission is a proactive way to enhance crime prevention efforts to continue to maintain Carlsbad's low crime-rate, safe neighborhoods and streets.
