Recommended Actions
Adopt a resolution appointing one member of the City Council to serve as primary member and
one member of the City Council to serve as Alternate Member to the North County Dispatch
Joint Powers Authority.
Executive Summary
The North County Dispatch Joint Powers Authority provides fire and medical emergency
dispatch services to most city fire departments in north San Diego County. At the Feb. 15, 2022
City Council meeting, the City Council appointed Council Member Carolyn Luna as primary
member to the authority’s Board of Directors and Mayor Keith Blackburn as the alternate
member.
However, there was a schedule conflict for the Mayor and the council member, so this item is
being presented to give the City Council an opportunity to appoint new members.
In addition, in keeping with Carlsbad Municipal Code Section 2.04.100 and California
Government Code Section 40605, part of the City Council’s post-election reorganization
includes meeting for the purpose of appointing individual members of the City Council to
committees or other bodies as the council may find necessary for its reorganization and
effective functioning. This includes the City Council’s regional committee assignments.
Exhibit 2 is a list of the City Council regional committee assignments, as confirmed by the City
Council on Feb. 15, 2023. The list does not include those committees on which various City
Council members serve as a result of their appointments by other agencies.
Fiscal Analysis
The recommended action has no fiscal impact.

Next Steps
The City Clerk will update the city’s website and City Council meeting agenda template to
reflect the new committee assignments.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change or a reasonably foreseeable indirect physical change in the environment.

RESOLUTION NO. 2023-096
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING A PRIMARY MEMBER AND AN ALTERNATE
MEMBER TO THE NORTH COUNTY DISPATCH JOINT POWERS AUTHORITY
REGIONAL COMMITTEE ASSIGNMENT
WHEREAS, Carlsbad Municipal Code Section 2.04.100 and California Government Code Section
40605 require that the Mayor appoint, with City Council concurrence, City Council Members to various
regional committee assignments; and
WHEREAS, at the Feb. 15, 2023, City Council Meeting the City Council concurred to appoint
Council Member Luna as the Primary Member and Mayor Blackburn as the Alternate Member to serve
on the North County Dispatch Joint Powers Authority Regional Committee; and
WHEREAS, following the appointment it was determined that Council Member Luna and Mayor
Blackburn both have conflicts and are unable to attend the regularly scheduled meetings of the North
County Dispatch Joint Powers Authority Regional Committee, and
WHEREAS, it is now necessary to select a new Primary and Alternate member to serve on the
North County Dispatch Joint Powers Authority Regional Committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the following Carlsbad City Council Members are appointed to be Primary and
Alternate Members of the North County Dispatch Joint Powers Authority of Directors,
for a term ending in December 2023 or until a replacement is appointed:
Primary Member: Council Member Acosta
Alternate Member: Councill Member Burkholder
