Executive Summary The Police Department was awarded an $18,072 Edward Byrne Memorial Justice Assistance Grant from the U.S. Department of Justice for fiscal year 2022-23. The funds will be used to purchase police equipment and training, including traffic enforcement equipment and narcotic detection canine training. The City Council is being asked to approve a revised request to replace one requested item that cannot be purchased with the grant funds, as detailed below. The grant requirements include notification of the City Council as well as an opportunity for public input at a City Council meeting. Explanation & Analysis Overview The Edward Byrne Memorial Justice Assistance Grant provides states and local governments funds to support a broad range of activities to prevent and control crime and to improve the criminal justice system. The funds must be used to supplement existing funds for program activities and cannot replace or supplant local funds. The City of Carlsbad Police Department’s 2022 award is $18,072. The Police Department will use the grant to purchase an automated message board with messaging suite, power supply, and mounting kit and a light detection and ranging (LIDAR) speed device and to send staff to narcotic detection training. The specific costs are detailed below. The department had previously included a tethered drone in this request, and the City Council authorized that request Dec. 13, 2022. However, staff have since learned that purchase is April 4, 2023 Item #3 Page 1 of 5 prohibited under the terms of the grant, so the speed device and the training are being requested instead. LIDAR The LIDAR speed device is a highly precise tool for monitoring vehicle speeds. This device will primarily be used for conducting traffic enforcement activities. Speed is the most common primary collision factor, and this device will help officers conduct speeding enforcement to help reduce the number of traffic collisions in our city. The LIDAR devices also provides certified evidence of violations and documents that are required in traffic court. Narcotics detection training The Justice Assistance Grant funds will also be used to train an existing police K9 team member to detect the scent of illegal drugs in various settings, such as in buildings and cars and in public places. None of the Carlsbad Police K9 teams have this capability. With the ongoing fentanyl crisis, the need for a K9 team trained to detect narcotics is now more important than ever. This training will enhance the department’s capability to locate and seize this dangerous drug before it can be distributed within our community. In addition to assisting with the fentanyl crisis, a narcotics detection canine will be useful in detecting other types of illegal drugs, such as heroin, cocaine and methamphetamine. The presence of a narcotics canine can also be a deterrent to those seeking to transport drugs into our community. This capability is important because these drugs are a significant source of crime within our community and throughout the region. The benefits of this resource are numerous, and this K9 team will play an essential role in the department’s mission to protect the community from harm. The total cost of listed purchases for FY 2022-23 is $18,072, which is fully reimbursable by the Justice Assistance Grant program grant award. There is an ongoing cost for one hour of overtime per week for one canine handler, which equates to 26 hours per year. This overtime will be paid for out of the police department’s operating budget. April 4, 2023 Item #3 Page 2 of 5 Next Steps The City Manager will accept the replacement items. Procurement of the police equipment will begin. Staff will attend the narcotic detection training and submit for reimbursement. The grant funds have already been appropriated into the Public Safety Grants Special Revenue Fund. Environmental Evaluation This action does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065 in that it has no potential to cause either a direct physical change or a reasonably foreseeable indirect physical change in the environment. City Council resolution April 4, 2023 Item #3 Page 3 of 5 RESOLUTION NO. 2023-099 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO ACCEPT THE REPLACEMENT ITEMS TO BE PURCHASED WITH FISCAL YEAR 2022 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT FUNDS WHEREAS, the City Council of the City of Carlsbad, California has determined that the Police Department has been allocated funds through the Fiscal Year 2022 Edward Byrne Memorial Justice Assistance Grant Program to support activities to prevent and control crime and improve the criminal justice system; and WHEREAS, the application for the Fiscal Year 2022 Edward Byrne Memorial Justice Assistance Grant was heard during a regularly scheduled council meeting and the public was given an opportunity to provide comments; and WHEREAS, the previously proposed tethered drone was a prohibited item to purchase with said grant funding; and WHEREAS, Carlsbad Police Department proposes to replace the item with additional traffic enforcement equipment and canine narcotic training. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1.That the above recitations are true and correct. 2.That the replacement items are authorized in compliance with the grant. 3.That the City Manager of the City of Carlsbad is hereby authorized to execute said award with the US Department of Justice for receipt of the subject grant funds, as well as any required reports and/or final statements.
