CALL TO ORDER: 9 a.m.
ROLL CALL: Acosta, Burkholder.

Minutes of the Regular Meeting held Dec. 13, 2022
Minutes of the Special Meeting held Jan. 24, 2023

Subcommittee Member Acosta noted a change on Item No. 1 on the minutes of the Special Meeting
held Jan. 24, 2023. The change was that the informational reports were received in person .
Subcommittee Member Burkholder made the motion to pass the minutes with the change noted.
Subcommittee Member Acosta seconded the motion. The motion passed unanimously, 2/0.
SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS:
Subcommittee Members reported on activities and meetings of some committees and
subcommittees of which they are members.
DEPARTMENTAL REPORTS:
1. STATE AND FEDERAL LEGISLATIVE REPORTS -Receive updates from representatives of U.S.
Congressman Mike Levin, State Senator Catherine Blakespear and State Assemblymember Tasha
Boerner Horvath, and provide feedback. (Staff contact: Jason Haber, City Manager's Department)
Recommendation: Receive the updates and provide feedback.
The subcommittee received informational reports from Kyle Krahel-Frolander from Congressman
Mike Levin's office, Aurora Livingston from State Senator Catherine Blakespear's office and
Margaret Doyle from State Assemblymember Tasha Boerner Horvath's office.
The subcommittee received the updates.
2. LEGISLATIVE AND ADVOCACY UPDATE -Receive updates on federal and state legislative and
budget activity and recent and ongoing advor::acy efforts; discuss and provide feedback to staff,
including identifying high-priority bills, advocacy positions, funding opportunities, and items for
future City Council consideration. (Staff contact: Jason Haber, City Manager's Department)
Recommendation: Receive the updates and provide feedback.

Intergovernmental Affairs Director Jason Haber gave opening remarks on current proposed
legislation.
Carpi and Clay's Laura Morgan-Kessler presented the report on federal lobbying efforts.
Renne Public Policy Group (RPPG) Director of Government Affairs Sharon Gonsalves presented
the report on state lobbying efforts and reviewed a PowerPoint presentation (on file in the Office
of the City Clerk).
The subcommittee received the reports.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS:
Subcommittee Member Acosta requested the following topics be added to a future agenda:
• Unfunded state mandate funding options
• California Business Roundtable ballot measure
• California CARE Court
Intergovernmental Affairs Director Haber added that he is in the process of scheduling an update
from the Public Utilities Commission, as well as an update from San Diego County Supervisor Terra
Lawson-Remer.
