The survey focused on suspect asbestos-containing materials in the Client-directed select interior portions of the Site building are slated for tenant improvements/renovation of the existing conference space into new private offices, open office space, and additional storage space which will require demolition activities. AEC understands that the majority of the work will be completed on Level 2 of the building in Sectors A, B, C, D, and E. Additional work will also be completed on Level 1 in Sector D. The subject property is a reported 4.52-acres in size and is located to the east of Gazelle Court and to the south of West Whiptail Loop. The Site is developed with a two-story commercial building with paved parking areas. The subject property is further identified by County of San Diego Assessor's Parcel Number 209-120-20-00. AEC understands that the Client-directed select interior portions of the Site building will be impacted by future remodeling/construction/demolition activities and therefore requires assessment and sampling of accessible suspect building materials (as defined within the Client-provided scope of work) prior to disturbance. Under the responsible charge of a State of California Certified Asbestos Consultant, Mr. John Payne (State of California Certified Asbestos Consultant (CAC) #93-1226), Mr. Greg Stull, a State of California Certified Site Surveillance Technician (CSST #19-6532), performed the field inspection on August 5, 2022. Potential asbestos identification was performed by entering each functional space and assessing visible and accessible structural/mechanical components and architectural finishes. The physical conditions, friability, accessibility, activity and damage of suspect ACM was also assessed and documented. Asbestos-Containing Materials Survey Summary Each suspect ACM identified during the survey was sampled in accordance with sampling guidelines established by the US EPA. The following summarizes the sampling procedures utilized: • Building materials were categorized into homogeneous materials. A homogeneous material is defined as being uniform in texture, color and date of application. A sampling scheme was developed based upon the location and quantities of the various homogeneous materials. • Friable and non-friable building materials assessments were conducted for each homogeneous building material by the use of hand pressure as defined in USEPA 40 CFR Part 763 "Asbestos-Containing Materials in Schools, Final Rule" (AHERA). Friable material is defined as any building material that by the means of hand pressure can be crumbled into a powder. Two friable materials (drop ceiling tiles and spray-on fire proofing) were identified during the survey. Ft. 7-Samoles* • Of note, the EPA recommended number of samples for areas of friable materials greater than 5,000 square feet is nine, or at least one additional sample per additional 1,000 square feet for any building material. • Bulk samples were collected by extracting a representative section of the selected material, placing it in a sampling container and assigning a unique sample number. The samples were placed into a sealed shipping container for delivery to an accredited laboratory for analysis by polarized light microscopy (USEPA 40 CFR Part 763.87). • The personnel performed proper decontamination procedures to prevent the spread of secondary contamination. • Each bulk sample was recorded on a bulk sample log and possession of the samples was tracked by a chain of custody record. • The laboratory analyzed the building material samples and reported results in accordance with State of California protocol. The lower limit of reliable detection for this method is 1 %. Samples that contain more than 1 % of asbestos are reported in 5% ranges. Samples which contain asbestos in a concentration lower than the limit of reliable detection (<1%) are considered "Trace." • All bulk samples were analyzed by Polarized Light Method (PLM) in accordance with the "Interim Method for the Determination of Asbestos in Bulk Insulation Samples EPA - 600/M4-82-020" dated December 1982 and adopted by the National Voluntary Laboratory Accreditation Program (NVLAP) Title 15, part 7 of the Code of Federal Register as affiliated with the National Institute for Standards and Testing (NIST). • Forty-nine (49) asbestos samples were obtained from within select interior portions of the Site building. The samples were analyzed for asbestos content via PLM by Eurofins CEI Laboratory of Cary, North Carolina. Eurofins is located at 730 SE Maynard Road in Cary, North Carolina (919-481-1413). The NVLAP approval number for Eurofins is 101768-0. Additional assessment is not considered to be warranted at this time . • During job walks completed by the prospective demolition or renovation contractors/bidders, all universal waste (including light ballasts, light tubes, thermostats, Freon containing utility systems and any other materials that qualify as universal waste) should be independently quantified for use in preparing their bids for the renovation/demolition portions of the project.
