Fiscal Analysis This action has no fiscal impact. Environmental Evaluation In keeping with California Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of the California Environmental Quality Act in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment. Therefore, it does not require environmental review. Public Notification and Outreach This item was noticed in keeping with the Ralph M. Brown Act and it was available for public viewing and review at least 72 hours before the scheduled meeting date. The rider, who was wearing a helmet, suffered moderate injuries and the vehicle was determined to be at fault. •On March 15 at 7:23 pm, a pedestrian was struck and killed on Palomar Airport Road and the S/B I-5 on-ramp. The driver left the scene, but was identified and later located. Investigation is on-going. •On March 24 at 1:51 pm, a solo bicyclist riding in the 6100 block of Aviara Drive was hit from behind by a DUI driver. The bicyclist sustained major injuries and the driver, Lawrence Perez was arrested after leaving the scene. •On March 30 at 6:49 am, a three-car collision occurred in the 2700 block of Faraday Ave. A Mazda traveling eastbound at a high rate of speed on the wet roadway, lost control and crashed into a Honda and Toyota traveling westbound. The driver the Mazda was killed and the other two drivers sustained major and moderate injuries. •On March 22, the traffic division participated in the Plum Tree community meeting, addressing enforcement efforts and related complaints in the community.
