Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 ANNOUNCEMENT OF CONCURRENT MEETINGS: Mayor Hall announced that the City Council is serving as the Carlsbad Municipal Water District Board of Directors on Item Nos. 2 and 4. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. INVOCATION: None. APPROVAL OF MINUTES: None. PRESENTATIONS: None. PUBLIC COMMENT: James Watson spoke regarding alcohol related issues in his neighborhood and a neighborhood burglary. Mya Karalius spoke regarding her concerns over pollinators and 5G cell towers asking for the item to be placed on an agenda. Karen Rich spoke regarding the health risks of 5G small cell infrastructure. David Freund spoke regarding the recklessness of the Federal Communications Commission about the dangers of 5G. Craig (no last name given) spoke regarding the local military bases and jails. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: N/A CONSENT CALENDAR: Motion by Mayor Pro-Tern Blackburn, seconded by Council Member Bhat-Patel, to approve Consent Calendar Item Nos. 2 through 4. REPORT ON CITY INVESTMENTS -Acceptance of report on City Investments as of Jan. 31, 2020. (Staff contact: Craig Lindholm, City Treasurer and Laura Rocha, Administrative Services) 2. QUITCLAIM A PORTION OF WATER EASEMENT -Adoption of CMWD Resolution No. 1636 quitclaiming a portion of a water easement over portions of Lots 6, 17 and 22 of Map No. 14984, located at 7315 Estrella De Mar. (Staff contact: Tecla Levy, Community Development) 3. ADVERTISE FOR BIDS FOR THE POINSETTIA LIFT STATION FORCE MAIN HYDRAULIC SURGE PROTECTION -Adoption of Resolution No. 2020-047 approving the plans and specifications and authorizing the City Clerk to advertise for bids for the Poinsettia Lift Station Force Main Hydraulic Surge Protection, Capital Improvement Program Project No. 5503-14. (Staff contact: Mark Biskup, Public Works) 4. AMENDMENT NO. 2 WITH NV5, INC. FOR THE RECYCLED WATER PHASE Ill, D4 RESERVOIR PROJECT-Adoption of CMWD Resolution No. 1637 authorizing execution of Amendment No. 2 to the Professional Services Agreement with NV5, Inc. to extend the term and provide additional engineering services for the Recycled Water Phase Ill, D4 Reservoir, Capital Improvement Program Project No. 5210, for a total agreement amount not to exceed $313,954. (Staff contact: Mark Biskup, Public Works). CONSENT CALENDAR ITEM PULLED FOR DISCUSSION: This item was pulled for discussion by a member of the public. 1. REPORT ON CITY INVESTMENTS -Acceptance of report on City Investments as of Jan. 31, 2020. (Staff contact: Craig Lindholm, City Treasurer and Laura Rocha, Administrative Services) Jay Varon complimented the City Treasurer for the selection and diversification of funds in the city's portfolio Motion by Mayor Pro-Tern Blackburn, seconded by Council Member Bhat-Patel, to approve Consent Calendar Item No. 1. Motion carried unanimously, 4/0. ORDINANCES FOR INTRODUCTION: None. ORDINANCE FOR ADOPTION: None. PUBLIC HEARINGS: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 5. UPDATE ON CITY PREPARATIONS FOR PUBLIC HEALTH EMERGENCIES SUCH AS THE COVID-19 OUTBREAK-Receive an informational presentation on the city's preparations for responding March 10, 2020 Carlsbad City Council Regular Meeting Page 3 to a possible public health emergency in consideration of the current outbreak of the virus that causes COVID-19 disease. (Staff contact: Michael Calderwood and David Harrison, Fire) City Manager's Recommendation: Receive the presentation. Fire Chief Mike Calderwood, Director of Emergency Services David Harrison, and Human Resources Director Judy Von Kalinowski presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). · Soccorro Anderson thanked the Homeless Outreach Team for visiting their facility and handing out literature regarding COV/0-19 and for the hand wash stations throughout the city. She asked to be given the literature so she could be a coordinator to hand out the material to the seniors in the community. In response to Council Member Schumacher, Director of Emergency Services Harrison stated that the CERT Team has been updated and could be used in flyer distribution if needed. In response to Council Member Schumacher, Human Resources Director Von Kalinowski stated that Human Resources will continue communication with city employees and each of the labor organizations. In response to Council Member Bhat-Patel, Director of Emergency Services Harrison stated that city facilities could be closed in the future if there are incidences of community spread of COVID-19. City Council received the presentation. 6. DISCUSS GROUND RULES FOR CITY COUNCIL AD HOC COMMITTEES-Discuss ground rules for City Council Ad Hoc Committees and provide direction to staff. (Staff contact: Sheila Cobian, City Clerk Services) City Manager's Recommendation: Discuss ground rules and provide direction to staff. Council Member Schumacher stated that she would like to include community members or city employees who are not stake holders as an advisory capacity or in a specific role. Council Member Schumacher stated she would also like to incorporate City Council Policy No. 14 with the agreeance of the Mayor. Council Member Bhat-Patel stated that she was in favor of allowing workshops to be conducted after hours. Minute Motion by Council Member Schumacher, seconded by Mayor Pro Tern Blackburn, to approve the proposed Ad Hoc Committee Ground Rules with the following revisions: Changing the wording on Rule No. 1 to read "The purpose of Ad-Hoc Committees is to support analysis March 10, 2020 Carlsbad City Council Regular Meeting Page4 collaboration and deliberations on a specified topic which results in the two appointed City Council Members presenting the recommendations to the full City Council for discussion and possible action; and adding the wording "consistent with City Council Policy No. 14" to Rule No. 9. Motion carried unanimously, 4/0. COUNCIL REPORTS AND COMMENTS: Mayor Hall and City Council Members reported on activities and meetings of some committees and subcommittees of which they are members. Council Member Schumacher urged everyone to participate in the 2020 Census.
