This plan review is based on regulations enforced by the Building Department. You may have other corrections based on laws and ordinance by the Planning Department, Engineering Department, Fire Department or other departments. Present California law mandates that construction comply with the 2010 edition of the California Code of Regulations (Title 24), which adopts the following model codes: 2009 IRC, 2009 IBC, 2009 UPC, 2009 UMC and 2008 NEC. The above regulations apply, regardless of the code editions adopted by ordinance. The following items listed need clarification, modification or change. All items must be satisfied before the plans will be in conformance with the cited codes and regulations. All sheets of plans must be signed by the person responsible for their preparation. (California Business and Professions Code). 2. Provide a statement on the Title Sheet of the plans stating that this project shall comply with the 2010 California Residential Code, which adopts the 2009 IRC, 2009 UMC, 2009 UPC and the 2008 NEC. Section R106.2. • GENERAL RESIDENTIAL REQUIREMENTS 3. Bathrooms (defined as having a shower or tub), shall be provided with mechanical ventilation (an openable window is not allowed). Energy Standards 150(0). 4. Glazing in the following locations should be shown on the plans as safety glazing material in accordance with Section R308.4 (see exceptions): a) Glazing adjacent to a door where the nearest exposed edge of the glazing is within a 24-inch arc of either vertical edge of the door in a closed position and where the bottom exposed edge of the glazing is less than 60 inches above the walking surface. Wall assemblies separating main dwelling and granny flat shall be of one-hour fire resistive construction. Provide details of the assemblies. Section R302.3. Such wall assemblies shall extend to the underside of the roof sheathing, where applicable. (5/8" type 'x' gypsum board on both sides of the 2x4 stud wall) City of Carlsbad 121092 6/20/2012 Exceptions: a) A fire-resistance rating of ½-hour shall be permitted in buildings equipped throughout with an automatic sprinkler system installed in accordance with NFPA 13. b) Wall assemblies need not extend through attic spaces when the ceiling is protected by not less than ¾-inch Type X gypsum board and an attic draft stop constructed as specified in Section R302.12.1 is provided above and along the wall assembly separating the dwellings. The structural framing supporting the ceiling shall also be protected by not less than ½ -inch gypsum board or equivalent. 6. Provide a note on the plans stating: "Penetrations of fire-resistive walls, floor-- ceilings and roof-ceilings shall be protected as required in CRC Section R302.4." 7. Walls separating main dwelling and granny flat shall have a sound transmission class (STC) of not less than 50. CBC Section 1207.6. Show the location of and provide details of the listed wall assemblies, and indicate the listing agency and listing number for the tested ratings. 8. The Title Sheet or Site Plan should clearly indicate if any portion of the project is in a noise critical area (CNEL contours of 60 dB) as shown on the City or County's General Plan. If no portion of the project is within a noise critical area, provide a note on the Title Sheet stating: "This project is not within a noise critical area (CNEL contour of 60 dB) as shown on the General Plan". CBC Section 1207.11. 9. If the project is located in noise critical areas (CNEL contours of 60 dB) as shown on the City or County's General Plan, then an acoustical analysis showing that the proposed building has been designed to limit noise in habitable rooms to CNEL of forty-five dB is required. Where windows must be closed to comply, it is necessary to provide mechanical ventilation capable of providing at least two air changes per hour. Provide design. CBC Section 1207 .11. • ROOFING 10. Show the required ventilation for attics (or enclosed rafter spaces formed where ceilings are applied directly to the underside of roof rafters). The minimum vent area is 1/150 of attic area (or 1/300 of attic area if at least 50% (but not more than 80%) of the required vent is at least 3 feet above eave vents or cornice vents). Show on the plans the area required and area provided. Section R806.2. 11. Where eave vents are installed, insulation shall not block the free flow of air. A minimum of 1" of air space shall be provided between the insulation and the roof sheathing. To accommodate the thickness of insulation plus the required 1" clearance, member sizes may have to be increased for rafter-ceiling joists. Section R806.3. City of Carlsbad 121092 6/20/2012 12. Note on the plans: "Attic ventilation openings shall be covered with corrosion-resistant metal mesh with 1/8" minimum to¼" maximum openings. Section R806.1. • FOUNDATION REQUIREMENTS 13. Foundation anchorage in Seismic Design Categories C, Do, D1 and D2. In addition to the requirements of Section R403.1.6, the following requirements shall apply to wood light-frame structures in Seismic Design Categories Do, D1 and D2 and wood light-frame townhouses in Seismic Design Category C. R403.1.6.1 1. Plate washers conforming to Section R602.11.1, 0.229"x3"x3". shall be provided for all anchor bolts over the full length of required braced wall lines. Properly sized cut washer shall be permitted for anchor bolts in wall lines not containing braced wall panels. • FRAMING 14. Detail E/4 the 2x4 support the 2x8 ridge shall be bearing at the truss joint where web connect to top chord. • MECHANICAL 15. Show on the plans the location, type and size (BTU's) of all heating and cooling appliances or systems. The FAU for the main dwelling and granny flat shall be separate unit. • ELECTRICAL 16. Show on the plan the amperage of the electrical service, the location of the service panel and the location of any sub-panels .. 17. Note on the plans that receptacle outlet locations will comply with CEC Article 210.52(A). 18. Include on the plans the following specifications for electrical devices installed in dwellings: CEC Article 210 & 406 a) Tamper resistant receptacles for all locations described in 210.52 (i.e., all receptacles in a dwelling). b) Weather resistant type for receptacles installed in damp or wet locations (outside). c) Arc-fault protection for all outlets (not just receptacles) located in rooms described in NEC 210.12(8): Family, living, bedrooms, dining, halls, etc. d) GFCI protected outlets for locations described in NEC 210.8: Kitchens, garages, bathrooms, outdoors, within 6' of a sink, etc. City of Carlsbad 121092 6/20/2012 • PLUMBING 19.
