CTBID Establishment and Visit Carlsbad Update
Recommended Action
Rece ive an informational report regarding the status of establishing the CTBID under the
Property and Business Improvement District Law of 1994, and receive a report from Visit
Carlsbad, as the recognized owner's association regarding the organization's health, tourism in
Carlsbad, and other updates, discuss and provide recommendations.
Item Explanation
Th is item provides an update from Visit Carlsbad CEO, Kim Sidoriak on the organization's
activities, cu rrent and planned marketing campaigns, objectives, and other issues, as well as an
overview of tourism in Carlsbad over the last quarter.
This item will also provide an update on the transition from the current Parking and Business
Improvement Area Law of 1989 ('89 Law) authorization to the Property and Business
Improvement District Law of 1994 ('94 Law) authorization. On April 18, 2023, the Carlsbad City
Council adopted a resolution establishing the CTBID under the '94 Law. As a result of this City
Council action, Visit Carlsbad is designated as the owner's association, which will function as
the CTBID beginning on July 1, 2023. This item will cover the necessary changes prior to the July
1 establishment date.
Fiscal Impact
With the establishment of the CTBID under the '94 Law, the current 2% assessment authorized
under the '89 Law will end on June 30, 2023. While there will be no perceptible impact to
lodging establishments, this action does mean that approximately $2.5 million will be remaining
in reserves in the CTBID established under the '89 Law.
Next Steps
To address the reserve balance, staff will return to the CTBID Advisory Board with a
recommendation of how to utilize the remaining funds.
Environmental Impact
This action does not constitute a "project" within the meaning of the California Environmental
Quality Act under California Public Resources Code Section 21065, in that it has no potential to

cause either a direct physical change in the environment, or a reasonably foreseeable indirect
physical change in the environment.
